A Study on Archiving and Perpetual Access for Electronic Journals (전자저널의 아카이빙에 관한 연구)

  • In the print world libraries have served as the archival repository for journals that they owned. In the age of digital information, however, with the licensing of electronic journals libraries purchase access to journal contents rather than paying for ownership. Libraries note the potential benefits of electronic journals, but also quake at the thought of inaccessible electronic journal contents caused by lack of preservation, changing technology, or publisher requirements. It is real that libraries have not yet stepped in to create archives of the electronic journals they are purchasing. In the digital environments, publishers, libraries, and other information providers are not the independent units that we used to be. It will take us all working together to solve the problem of preserving access to electronic journals. Thus, it is reasonable that a national library would be charge of making a comprehensive archiving policy on electronic journals, and that cooperative agreements of local libraries can help divide responsibility for different subject areas or materials.

A Wave Propagation Analysis in the Layered Systems (적층계(積層係)를 통과하는 소성응력파(塑性應力波)의 전파(傳波))

  • The stress waves generated by the mechanical energies by impact or the chemical energies by the explosions are transmitted through medium. The wave propagation process through medium is a very complicated procedure due to the reflections and refractions of the waves at the free surfaces and interfaces. In this study the pressure independent Von-Mises model is employed for the wave propagation analysis in the layered systems. Governing equations of this study are conservation equations of momentum and mass in Lagrangian coordinate system which is fixed to the material. Due to the shock-front which violates the continuity assumptions inherent in the differential equations numerical artificial viscosity is used to spread the shock front over several computational zones. These equations are solved by Finite Difference Method with discretized time and space coordinates. The associate normality flow rule as a plastic theory is implemented to find the plastic strains.

  • The purpose of this paper is to suggest more effective interpretation method to enrich visitors' satisfaction and attitudes on cultural heritage. The paper examined the difference of interpretation effectiveness and the relationship of interpretation attributes and visitors' satisfaction and attitudes on cultural heritage according to the type of interpretation media. The result of empirical analysis shows that there is significant difference of interpretation attributes, visitors' satisfaction and attitudes on cultural heritage according to interpretation media type. Also the different interpretation attributes have effects on visitors' satisfaction, and the degree of effect of each attribute on attitudes on cultural heritage are different according to interpretation media. Most important and meaningful finding is that educational interpretation is also necessary to enhance visitors' behavior to cultural heritage preservation as well as interesting and effective interpretation have strong impacts on visitors' satisfaction. Other implications are also suggested.

The Official Memory of Korean War and the War Memorial (한국전쟁의 공식기억과 전쟁기념관)

  • This study explored the official memory of Korean War through the War Memorial. The object of this study was the War Memorial in Yong-san, Seoul. This study investigated the politics of how the War Memorial would appear and the official memory of what the War Memorial would communicate. In the process of foundation of the War Memorial one-sided decision was made by the President and the Army. The aim of the War Memorial is to educate next generation. Anti-communism is the most important ground for value judgement of exhibition. In this sense, the War Memorial concretize particular interpretations on Korean War. This is the official memory of Korean War made by the War Memorial.

  • In terms of archiving. an importance of the Web is more increasing. Since the Internet has been popularized. many archivists have made efforts to preserve informational. cultural. and evidential values of the Web. Information resources on the Web raise archival issues that are significantly different from issues of preservation for tangible materials, because they are based on unique characteristics of the Web. One of issues is about a technical aspect which is based on technical architecture of Web. Another important issue is related to legal problems including copyright, authenticity and so on. In this context. it is essential to understand technical and legal characteristics of the Web. A purpose of this article is to review technical and legal aspects of Web archiving and to find an agenda for development of Web archiving.

A study on the synthesis and characterization of nano-sized metal oxide for conservation treatment of paper records (종이기록물 보존처리를 위한 나노크기의 금속산화물 합성 및 특성 고찰 연구)

  • Recording materials are the valuable historical and cultural parts themselves as well as the methods for exchanging informations. Therefore, the appropriate conservation treatments should be conducted to the recording materials respectively. In case of the paper records, some particular conservation treatments such as a deacidification and a sterilization are necessary to prevent both bio and chemical deteriorations. In this research, the nano-scaled ZnO and MgO with 10~30nm size were prepared for the effective and stable conservation treatment of the paper records. Deacidification and sterilization effect of nano compounds were excellent and since nano compounds had almost 100% purity(free from Pb, Cd, As), the additional damages caused by the heavy and toxic metals should not be occur to the books and papers.

  • The use of digital copies of film-based analog images and the introduction of digital radiographic imaging systems using image plates gradually replace the non-destructive radiationirradiation method of Cultural Heritage. The quality of images obtained from this technique is affected by conditions such as tube voltage, tube current, and exposure time, type of image acquisition medium, distance of the artifacts from the image acquisition medium, and thickness of artifacts. In this study, we evaluated the grayscale image obtained using GE's Computed Radiograhpy (CR) imaging system, the transmission characteristics of the X-ray source for each tree type (pine, chestnut, sawtooth oak, ginkgo) used in wooden Cultural Heritage, and the signal-to-noise ratio (SNR) and contrast. The GE's CR imaging were analyzed using the Duplex wire image quality indicator, line-pair gauges.

  • 본 논문에서는 적응적 평활화 필터를 이용한 스캔된 하프톤 문서의 하프톤 잡음 제거 방법을 제안한다. 하프톤 잡음은 잡음의 편차가 커서 에지 영역과 유사한 특성을 나타내므로 일반적인 에지 보존 평활화 필터를 적용할 경우에는 잡음 제거 효과가 떨어진다. 또한 인쇄물에 주로 사용되는 집중형 도트 방식의 하프톤은 컬러 영상에서 채널간의 간섭 현상으로 인해 모아레 패턴을 생성한다. 따라서 본 논문에서는 스캔된 하프톤 문서의 하프톤 잡음과 모아레 패턴을 효과적으로 제거하기 위해 하프톤 잡음의 방향성에 기반한 적응적 평활화 필터 방법을 제안한다. 하프톤 잡음의 경우 영상의 에지와 달리 등방성을 가지므로 영상을 블록 단위로 나누어 지배적인 에지의 크기와 방향성을 살핌으로써 적응적 평활화 필터를 구성할 수 있다. 실험 결과, 제안하는 방법은 다양한 인쇄 매체를 통해 생성된 하프톤 문서에 대하여 효과적으로 하프톤 잡음을 제거하면서도 영상의 에지를 보존하는 것을 확인할 수 있었다.

A Study on the Reform Model of Legal Deposit System in Korea (한국의 납본제도 개선모형에 관한 연구)

  • In digital environment the hallmark of the national libraries is its responsibility or function of acquiring and preserving the county´s off-line and on-line publications in term of legal deposit. But the legal deposit system based on print materials in Korea predates the digital age and requires a new legal framework. It would be a tragedy if national library was not to archive the nation´s intellectual and cultural heritage because of limitation of legal deposit system. The purpose of this paper is to analyze form of the current deposit system and to suggest a reform model for legal deposit legislation with priority given to legal scheme and elements(terms, the depositor, the depository, object of deposit, number of copies, time of deposit, compensation and fine, right of migration and free access, etc.).

A Study on the Formulation of the Collection Development Policy for a National Library (국가도서관 장서개발정책 수립에 관한 연구)

  • A national library bears responsibility to collect, develop, manage and preserve the national knowledge resources and heritages. The institution, in order to accomplish this duty, should center on systematically developed collection development policy. This paper, in this regard, strives to propose a model to comprise of basic principles of collection development of a national library in order for the effective management of resources by the types and subjects. Major emphasis was put on the nature of a national library as a legal deposit library, an information gateway, and a repository for national information resources. As a result, a model collection development policy appropriate for a national library has been proposed by analyzing cases in other countries to guide establishing principles for determining and analyzing the types and magnitude of the collection acquisition; by applying the Five-level conspectus to be optimal to collection magnitude; and, by identifying the essential elements in systematic development of national knowledge/information resources.
