Uncertainty Analysis of Radar-Rainfall Estimation Process Using Three Uncertainty Quantitative Methods (3가지 불확실성 정량화 방법을 활용한 레이더 강우량 추정과정에서의 불확실성 분석)

  • 수문 기상레이더는 강우량을 바로 추정하지 못하고 여러 단계의 정량적 강우량 추정과정을 거치게 되므로 많은 불확실성 발생요소가 존재한다. 불확실성 관련한 기존 연구들은 정량적 레이더 기반 강우량 추정과정에서 보정방법을 이용하여 각 단계별 불확실성을 줄이는 연구들을 수행하였다. 하지만 기존 연구들은 전체 과정에 대한 포괄적인 불확실성을 나타내지 못하고 각 단계별 불확실성의 상대적인 비율도 제시하지 못하는 단점이 있다. 본 연구에서는 정량적 레이더강우량 추정과정의 각 단계별 불확실성을 정량화하고 불확실성 전파를 나타낼 수 있는 적합한 방법을 제시하였다. 첫 번째로 초기와 최종 불확실성, 각 단계별 불확실성의 변동과 상대적인 비율을 나타낼 수 있는 새로운 개념을 제안하였다. 두 번째로 레이더기반 추정과정의 불확실성 정량화와 전파과정을 분석하기 위해 Maximum Entropy Method (MEM), Uncertainty Delta Method (UMD), Modified-Narrow Uncertainty Method (M-NUM)를 적용하였다. 세 번째로 레이더기반 강우량 추정과정의 불확실성 정량화를 위해 2개 품질관리 알고리즘, 2개 강우량 추정방법, 2개 후처리 강우량 보정방법을 2012년 여름철 18개 사례에 대하여 사용하였다. 적용결과, 최종 불확실성(후처리 강우량 보정 불확실성)이 초기 불확실성(품질관리 불확실성)보다 작게 나타나 불확실성이 감소하는 것으로 나타났다. 하지만 레이더강우량 추정단계의 불확실성은 증가하는 것으로 나타났다. 또한 레이더강우량 추정과정에서 각 단계별로 적합한 방법을 선정하는 것이 각 단계별로 불확실성이 감소시킬 수 있음을 확인하였다. 따라서 본 연구는 새로운 방법이 명확히 불확실성을 정량화할 수 있으며 정확한 정량적 레이더 강우추정에 기여할 것으로 판단한다.

  • Accurate QPE (Quantitative Precipitation Estimation) and the quality of the rainfall data for hydrological analysis are very important factors. Especially, the quality has a great influence on flood runoff result. It needs to know characteristics of the uncertainties in radar QPE for the reliable flood analysis. The purpose of this study is to present a probabilistic approach which defines the range of possible values or probabilistic distributions rather than a single value to consider the uncertainties in radar QPE and evaluate its applicability by applying it to radar rainfall. This study generated radar rainfall ensemble for the storms by the typhoon 'Sanba' on Namgang dam basin, Korea. It was shown that the rainfall ensemble is able to simulate well the pattern of the rain-gauge rainfall as well as to correct well the overall bias of the radar rainfall. The suggested ensemble technique represented well the uncertainties of radar QPE. As a result, the rainfall ensemble model by a probabilistic approach can provide various rainfall scenarios which is a useful information for a decision making such as flood forecasting and warning.

Development of a Short-term Rainfall Forecasting Model Using Weather Radar Data (기상레이더 자료를 이용한 단시간 강우예측모형 개발)

  • The size and frequency of the natural disaster related to the severe storms are increased for recent decades in all over the globe. The damage from natural disasters such as typhoon, storm and local severe rainfall is very serious in Korea since they are concentrated on summer season. These phenomena will be more frequent in the future because of the impact of climate change related to increment of $CO_2$ concentration and the global warming. To reduce the damage from severe storms, a short-range precipitation forecasting model using a weather radar was developed. The study was conducted as following four tasks: conversion three-dimensional radar data to two-dimensional CAPPI(Constant Altitude Plan Position Indicator) efficiently, prediction of motion direction and velocity of a weather system, estimation of two-dimensional rainfall using operational calibration. Results demonstrated that two-dimensional estimation using weather radar is useful to analyze the spatial characteristics of local storms. If the precipitation forecasting system is linked to the flood prediction system, it should contribute the flood management and the mitigation of flood damages.

  • 도시 및 소규모 산지 유역에서와 같이 지체시간이 짧은 유역에서 발생하는 돌발홍수는 더 이상 우량계만으로 예보가 불가능하다. 그리고 지역에 따라 침수시간이나 침수심이 달라지기 때문에 지역에 따른 침수특성과 유속특성의 관계식을 산정하여 홍수예보 기준을 설정하였다. 더불어 도달시간이 짧은 도시 및 산지에서는 지체시간 외에 강수 예측을 통한 홍수예보 선행시간을 확보하는 것이 매우 중요하다. 본 연구에서는 한강홍수통제소의 강우레이더 기반 초단기 외삽 예측을 입력자료로 활용하여 돌발홍수 예측 시스템을 구축하였다. 강우레이더 기반 초단기 외삽 예측은 강우강도를 입력으로 사용하기 때문에 예측에 별도의 정량 보정이 필요하지 않다는 장점이 있다. 2019년도에 발생한 다양한 홍수 사고 사례를 분석하여 본 시스템에 대한 정확도를 평가하였다. 본 시스템은 동(읍/면) 단위로 1시간 선행 예보를 3단계 위험 정보(주의/경계/심각)로 제공할 수 있다.

Comparasion of Flow Analysis from Mean Areal and Distributed Precipitation by Using GRM (GRM 모형을 이용한 면적평균 강우와 분포형 강우의 유출해석 비교)

  • 본 연구에서는 분포형 강우와 면적평균강우의 적용에 따른 유출해석 결과의 분석을 위해서 물리적 분포형 모형인 HyGIS-GRM을 이용하여 유역 대부분이 산지로 이루어져 있는 낙동강 위천 유역을 대상으로 유출모의를 수행하였다. 강우자료는 지상 강우관측소의 지점강우 자료를 이용하여 생성한 면적평균강우와 면봉산 레이더 관측소 강우 자료를 조전부합성법으로 보정한 분포형 강우자료를 이용하였다. 위천 유역의 무성수위관측소와 미성 수위관측소 지점에 대해서 유출모의를 수행하고 관측 수문곡선과 비교하였으며, 면적평균강우과 분포형 강우가 GRM을 이용한 유출모의에 미치는 영향을 평가하였다. 연구결과 분포형 강우를 이용한 경우가 면적평균강우를 이용한 경우에 비해서 첨두유량, 첨두시간, 총유출량에서 상대오차가 감소하는 경향을 나타내었으며, 따라서 물리적 분포형 모형을 이용한 유출모의시 분포형 강우는 면적평균강우에 비해서 실제의 강우현상을 좀 더 잘 유출해석에 반영할 수 있는 것으로 평가되었다.

  • Recently, the flood damage by the localized heavy rainfall and typhoon have been frequently occurred due to the climate change. Accurate rainfall forecasting and flood runoff estimates are needed to reduce such damages. However, the uncertainties are involved in guage rainfall, radar rainfall, and the estimated runoff hydrograph from rainfall-runoff models. Therefore, the purpose of this study is to identify the uncertainty of rainfall by generating a probabilistic radar rainfall ensemble and confirm the uncertainties of hydrological models through the analysis of the simulated runoffs from the models. The blending technique is used to estimate a single integrated or an optimal runoff hydrograph by the simulated runoffs from multi rainfall-runoff models. The radar ensemble is underestimated due to the influence of rainfall intensity and topography and the uncertainty of the rainfall ensemble is large. From the study, it will be helpful to estimate and predict the accurate runoff to prepare for the disaster caused by heavy rainfall.

Evaluation of Spatially Disproportionate Rain Gauge Network for the Correction of Mean-Field Bias of Radar Rainfall: A Case Study of Ganghwa Rain Radar (레이더 강우의 편의 보정을 위한 지역적으로 편중된 우량계망의 평가: 강화 강우레이더의 사례 연구)

  • Estimation of the mean-field bias of radar rainfall is to determine the difference between the areal means of radar and rain gauge rainfall, where the rain gauge rainfall is assumed to be the truth. To exactly determine this bias, the variance of the difference between two observations must be small enough, thus, enough number of observations is indispensible. So, the problem becomes to determine the number of rain gauges to satisfy the level of variance of the difference between two observations. Especially, this study focuses on the case when the rain gauges are disproportionate spatially. This is the problem for the Ganghwa rain radar for the observation of rainfall within the Imjin river basin and the same problem also occurs when a radar is located in between land and ocean. This study considered the Imjin river basin, and compared two cases when rain gauges are available only within the downstream part, about one third of the whole basin, and over the whole basin. Based on the results derived, the rain gauge density within the downstream part of the Imjin river basin was proposed to secure the same accuracy obtained when the rain gauges are available over the whole Imjin river basin.

Evaluation of hydrological applicability for rainfall estimation algorithms of dual-polarization radar (이중편파 레이더의 강우 추정 알고리즘별 수문학적 적용성 평가)

  • Recently, many studies have been conducted to use the radar rainfall in hydrology. However, in the case of weather radar, the beam is blocked due to the limitation of the observation such as mountain effect, which causes underestimation of the radar rainfall. In this study, the radar rainfall was estimated using the Hybrid Sacn Reflectivity (HSR) technique for hydrological use of weather radar and the runoff analysis was performed using the GRM model which is a distributed rainfall-runoff model. As a result of performing the radar rainfall correction and runoff simulation for 5 rainfall events, the accuracy of the dual-polarization radar rainfall using the HSR technique (Q_H_KDP) was the highest with an error within 15% of the ground rainfall. In addition, the result of runoff simulation using Q_H_KDP also showed an accuracy of R2 of 0.9 or more, NRMSE of 1.5 or less and NSE of 0.5 or more. From this study, we examined the application of the dual-polarization radar and this results can be useful for studies related to the hydrological application of dual-polarization radar rainfall in the future.

Deduction of Data Quality Control Strategy for High Density Rain Gauge Network in Seoul Area (서울시 고밀도 지상강우자료 품질관리방안 도출)

  • This study used high density network of integrated meteorological sensor, which are operated by SK Planet, with KMA weather stations to estimate the quantitative precipitation field in Seoul area. We introduced SK Planet network and analyzed quality of the observed data for 3 months data from 1 July to 30 September 2013. As the quality analysis result, we checked most SK Planet stations observed similar with previous KMA stations. We developed the real-time quality check and adjustment method to reduce the error effect for hydrological application by missing and outlier value and we confirmed the developed method can be corrected the missing and outlier value. Through this method, we used the 190 stations(KMA 34 stations, SK Planet 156 stations) that missing ratio is less than 20% and the effect of the outlier was the smallest for quantitative precipitation estimation. Moreover, we evaluated reproducibility of rainfall field high density rain gauge network has $3km^2$/gauge. As the result, the spatial relative frequency of rainfall field using SK Planet and KMA stations is similar with radar rainfall field. And, it supplement the blank of KMA observation network. Especially, through this research we will take advantage of the density of the network to estimate rainfall field which can be considered as a very good approximation of the true value.

Application Analysis of GIS Based Distributed Model Using Radar Rainfall (레이더강우를 이용한 GIS기반의 분포형모형 적용성 분석)

  • According to recent frequent local flash flood due to climate change, the very short-term rainfall forecast using remotely sensed rainfall like radar is necessary to establish. This research is to evaluate the feasibility of GIS-based distributed model coupled with radar rainfall, which can express temporal and spatial distribution, for multipurpose dam operation during flood season. $Vflo^{TM}$ model was used as physically based distributed hydrologic model. The study area was Yongdam dam basin ($930\;km^2$) and the 3 storm events of local convective rainfall in August 2005, and the typhoon.Ewiniar.and.Bilis.collected from Jindo radar was adopted for runoff simulation. Distributed rainfall consistent with hydrologic model grid resolution was generated by using K-RainVieux, pre-processor program for radar rainfall. The local bias correction for original radar rainfall shows reasonable results of which the percent error from the gauge observation is less than 2% and the bias value is $0.886{\sim}0.908$. The parameters for the $Vflo^{TM}$ were estimated from basic GIS data such as DEM, land cover and soil map. As a result of the 3 events of multiple peak hydrographs, the bias of total accumulated runoff and peak flow is less than 20%, which can provide a reasonable base for building operational real-time short-term rainfall-runoff forecast system.
