Laos is rich in natural resources but lacks the capital to develop them. Partly alleviating the shortage is FDI from neighboring countries, especially Thailand. Not only does this contribute to directly increasing GDP by increasing effective demand, it also has an additional GDP increase effect by expanding Laos' production capacity. Laos' exports mostly consist of mineral resources and electricity. This, too, contributes to an increase in GDP by increasing the effective demand. Thailand accounts for more than 40 percent of Laos' exports. This paper tries to confirm the economic impact on Laos in Thailand through a econometric analysis of Laos' GDP, Laos' exports to Thailand and Thailand's FDI to Laos. It turns out that economic ties with Thailand, including exports to Thailand and Thailand's FDI, play a very important role in Laos' economic growth. Laos recently recorded relatively robust economic growth, but its driving force is weak. That's because Laos' growth engines are very limited and have no resilience to external shocks. Moreover, economic growth has not been linked to an increase in employment because the economy is not diversified and growth in the hydroelectric power sector does not lead to growth in other sectors. Given this, Laos needs to actively take advantage of its geographical proximity to Thailand. It is necessary to create a more active environment for the inflow of FDI in Thailand, to foster resource-based and labor-based manufacturing to take advantage of the Thai market.

라오스는 최근 수년간 연 7~8%의 높은 GDP 성장률을 달성할 만큼 전세계 투자가 집중되고 있다. 라오스 수도인 비엔티안시를 비롯한 라오스의 메콩강변 주요도시는 매년 크고 작은 홍수로 인해 인명 및 재산피해가 지속되고 있으나, 현재 라오스에 대한 국가차원의 홍수저감 및 관리 프로그램이 전무한 실정에 있어, 라오스의 급속한 발전속도와 함께 홍수위험도가 급증될 것으로 예상된다. 특히, 라오스 주요도시 중 홍수위험도가 가장 높을 것으로 예상되는 비엔티안시에서 홍수로 인한 주민의 인명 및 재산피해를 방지하기 위해 홍수방어대책을 마련하는 것이 매우 시급한 실정에 있다. 따라서, 본 연구에서는 라오스 비엔티안시를 대상으로 메콩강 홍수의 저감 및 관리 방안을 제시하였다. 메콩강의 수문학적 특성을 분석하기 위해 메콩강 유역, 기후 및 기상조건, 유출특성을 검토하였고, 과거 메콩강의 홍수사례, 홍수수문곡선 등을 토대로 메콩강에 적합한 홍수규모인자로서 첨두홍수량, 홍수체적, 홍수지속시간을 제시하였다. 홍수체적과 첨두홍수량의 상관도를 분석하여 과거 발생한 홍수의 규모를 정량화하였으며, 확률분석을 통해 계획빈도에 대한 홍수체적 및 첨두홍수량을 산정하였다. 또한, 과거 93개년 홍수사상을 토대로 홍수지속시간과 첨두홍수량, 홍수체적의 상관성을 분석하고, 홍수지속시간이 첨두홍수량, 홍수체적의 함수로 표현되는 회귀식을 도출하여 비엔티안시의 제방계획에 고려될 홍수지속시간을 산정하였다. 마지막으로 본 연구에서는 홍수위험요소를 홍수위험, 홍수노출, 홍수취약성 등 3개의 구성요소로 구분하였고, 각 홍수위험요소별 비엔티안시의 현상태를 정성적으로 평가하여 현재 비엔티안시에 적합한 홍수저감 및 관리방안을 제시하였다.

We report previously unrecognized flowering plants of Lao PDR found during a botanical survey of Lao PDR in 2015-2016. We found Phyllagathis tuberosa (C. Hansen) Cellinese & S. S. Renner (Melastomataceae) and Tolypanthus pustulatus Barlow (Loranthaceae) in the Phou Khao Khouay National Biodiversity Conservation Area (PKKNBCA), previously only known from type localities in Thailand. This is the first report of Phyllagathis tuberosa and the genus Tolypanthus in the Lao PDR. We also found Lonicera bournei Hemsl. (Caprifoliaceae) in the proposed Phosabous National Protected Area (PNPA) of Xiangkhoang, neglected with regard to the flora of Laos since its initial report in early 20th century. The current report will augment our understanding of the floristic relationships among SE Asian countries and will help elucidate the biodiversity of Lao PDR.

Previously, only 25 species of Pseudococcidae (mealybugs) were known to occur in Cambodia, and only 18 species in Laos. In 2015, we collected 14 mealybug species in these two countries, including six species not previously known to occur in these areas: Coccidohystrix insolita (Green, 1908) in Cambodia; Antonina graminis (Maskell, 1897) in both countries; and Nipaecoccus viridis (Newstead, 1894), Paracoccus marginatus Williams & Granara de Willink, 1992, Phenacoccus solani (Ferris, 1918), and Rastrococcus iceryoides (Green, 1908) in Laos.

In this study, one newly recorded species, P. vittapenna Kim & Park, of the Promalactis is recognized. A diagnosis and distributional data are provided with illustrations of its adult and genitalia. A taxonomic key to all Laos Promalactis species is also provided.

한국얼굴기형환자 후원회 의료봉사팀은 2010년 2월 6일에서 12일까지 라오스의 수도인 Vientiane을 방문하여 구순구개열 무료수술을 무사히 마쳤다. 의료봉사팀은 총 11명으로 구성되었다. 구강악안면외과의 6명과 간호사 2명, 학생 3명이었다. 수술은 라오스 비엔찬의 Mahosot 병원에서 수술장 한개에 수술 침대를 두개 놓고, 두팀을 구성하여 수술을 진행하였다. 당시 서울대학교 치과대학 예방치학교실 백대일 교수님께서 안식년을 맞아 라오스에서 라오스인 구강건강에 관한 national survey를 수행하고 계셨는데 수술팀에게 많은 도움을 주셨다. 2월 7일 토요일 예진 때는 한국국제협력단에서 파견한 국제협력의사 박병원 선생님(내과 전문의)께서 통역으로 도와 주셨다. 총 30명의 환자가(남:여=14:16) 수술을 받았으며, 환자들의 평균 나이는 9.7세였다. 수술 종류는 cheiloplasty, palatoplasty, rhinoplasty, scar revision, lip reconstruction로 구분 지을 수 있었으며, 모든 수술은 합병증 없이 마무리되었다. 이번 자선수술을 통해 30명의 환자를 수술하였고, 라오스 의사들에게 구순구개열 진료에 대한 기술을 교육할 수 있었다. 또 라오스 치과대학과 자매결연을 맺는 등 한국-라오스 우호증진에 많은 기여를 한바 이를 보고한다.

Laos' 2017 is a year of political "stagnation" and economic "change". In the political arena, despite the achievements such as the improvement of the corruption perception index (CPI), it is necessary to watch the progress of the reform. Diplomatically, the influence of China is expected to increase further. In particular, since November 2017, Xi Jinping's visit to Laos is expected to strengthen the framework of cooperation between the economic corridor and Lanchang-Mekong Cooperation Meeting. And Laos continued to have friendly relations with other neighboring countries, the ASEAN countries. However, the issue of the Laos-Cambodian border issue following the general election in Cambodia may recur. The economic sector maintained a high growth rate due to capital inflows from the construction of large infrastructures and the favorable tourism industry, but structural problems such as deficits in the fiscal and current account should be resolved. Korea and Laos discussed the comprehensive cooperation between the two countries through the Mekong Senior Officials' Meeting in March 2017 and the Ministerial Meeting of the Korean-Lao Foreign Minister in September 2017. Laos is Korea's eighth ODA aid (grant), and ODA will become an important diplomatic cooperation channel between the two countries in the future. In the economic relationship, the trade sector is on a declining trend, but investment and human exchanges are steadily increasing.

In recent years, there were some who have conducted research on deriving the social and historical meanings of records through the analysis of specific records collections. This trend is an attempt to pay attention to human actions in the society and to read the society again through the records created by such actions. In this study, I derive various meanings and values of these records through the analysis of the "Laos Renewable Energy Support Activities" collection. Moreover, I study how the collection was reconstructed by the Human and Memory Archives. The "Laos Renewable Energy Support Activities" is the personal record of the donor who led the project, and contains the process and results of the project. Through this collection, I was able to look at the life of the donor as a foreign aid activist in Laos and realized his values. Furthermore, through the business process record, I was able to discover the implications of climate change response overseas aid projects. In addition, I was able to look at the culture and environment of Laos through the eyes of the donor who has been residing there for a long time.
