Analysis of the Vulnerable Class on Digital Divide (디지털 정보격차에 대한 취약계층의 계층별 분석)

  • As the untact culture spreads, the digital divide, which is a problem of access to digital information for the vulnerable, can appear as information inequality in various fields, including the social and cultural field. This study identified the digital divide level for the vulnerable population and analyzed the effects of information accessibility, demographic and social characteristics, and physical and mental health characteristics on the information level. As a result, the higher the accessibility of information, the smaller the digital divide and the greater the digital utilization, so it is necessary to increase the accessibility of information devices and increase the ability to utilize them. In addition, the higher the age, the more women than men, and the lower the income level, the greater the digital divide, so it is necessary to increase digital capabilities through detailed class-specific programs for the vulnerable. Finally, it was found that the digital divide and the level of digital literacy had a significant effect on the life satisfaction and daily life satisfaction of the vulnerable. The expansion of competency-building education programs to enhance information utilization capabilities by changing the paradigm to a digital inclusion policy should be continuously operated.

  • The ability to use ICT is now a prerequisite for living in the information age, and digital literacy, which can access and utilize various digital information such as online banking, shopping, news, and health care, is more important. It is increasing. Accordingly, the social inequality, or digital divide, related to accessing and accepting digital information and knowledge is also an important social issue. In particular, the digital divide by age is becoming a major issue, not only in terms of resolving social imbalances but also in resolving the structural problems of the economy in addition to the survival of the elderly. This study aims to find ways to resolve the digital gap of the elderly in terms of socioemotional selectivity theory and suggests the reasons for the elderly's less access to digital information acquisition and the implications for the solution.

  • 정보통신기술(ICT)은 우리 일상생활에 너무나 깊숙이 스며들어 이제 정보통신기술 없이는 행정서비스, 경제활동, 사회참여, 문화활동 등을 향유하는데 많은 제약이 따르는 시대로 접어들었다. 정보통신기술에 접근하고 이용할 수 있는 사람과 그렇지 못한 사람들의 정보격차 (Digital Divide)가 경제격차와 사회문화적 격차를 유발하여 사회 불평등을 심화시키고 궁극적으로 사회통합을 저해할 가능성이 크다. 정보통신 접근성(ICT Accessibility)은 신체적, 인지적 제약으로 정보통신기기나 서비스에 접근하는데 어려움이 있는 장애인이나 고령자가 일반인과 차별 없이 정보통신의 유용성을 향유할 수 있도록 정보통신기기나 서비스에 대한 접근을 보장해 주는 것을 의미한다. 우리나라는 미국이나 유럽 등 선진국들에 비해 정보통신 접근성을 위한 법 제도적인 출발이 늦었지만, 최근 수년간 관련 법률의 제정, 정보통신 접근성 보장을 위한 지침 및 표준의 제정 등 다각적인 노력을 경주하여 빠른 속도로 선진국 수준을 향해 나아가고 있다. 지금까지 '한국형 웹 콘텐츠 접근성 지침 2.0', '금융자동화기기 접근성 지침' 등 12개에 이르는 표준을 제정한 바 있으며, 정보통신 보조기기의 개발 보급, 관련 전문인력 양성 및 교육 홍보 등을 통해 정보통신 접근성 수준 향상을 위한 노력을 지속해 왔다. 앞으로도 모바일 시대, 디지털 융합의 스마트 시대에 대응하여 다양한 정보통신기기 및 서비스에 대한 접근성 표준 제정, 관련 기술의 연구 등을 지속적으로 추진하여 모든 사람이 정보화의 혜택을 누리는 디지털 통합 (Digital Inclusion) 시대를 열어나가야 할 것이다.

A Study on Digital Divide of Farmers and Fishermen (농어민의 정보격차와 소득수준에 대한 연구)

  • The regional differences between urban and rural areas make many diverse differences. There are various differences between urban and rural areas such as economic gap and cultural gap. There is also a difference between urban and rural areas in accessing and utilizing information. The purpose of this study is to clarify the relationship between the information gap and the income gap among farmers and fishermen groups, where information gap is considered to be more serious than other groups. In other words, we tried to examine whether the information gap between farmers and peasants affects the income gap. The purpose of this study is to analyze the relationship between informatization level and income of farmers based on the information gap index and survey results conducted every year by the government. The results show that there is a statistically significant positive relationship between the informatization level of farmers and household income. In addition, the trend of the regression coefficient is positive, suggesting that the government needs various informatization policies to increase the informatization level of farmers.

Analysis of The Effect of The Digital Divide on The Digital Daily Life of The Elderly (디지털 격차가 노인의 디지털 일상생활에 미치는 영향 분석)

  • This study is to analyze the influence of the digital divide on the digital daily life of the elderly. Adaptation tendencies for digital divide were measured and classified into groups for elderly people over 60 years old. And digital communication skills, digital confidence, digital self-control, and digital life satisfaction were measured. The research model used a cross over design model and a dual mediation model. As a result of the study, first, it was found that a group with high adaptive accessibility to the digital divide had a positive effect on the overall digital daily life. Second, a group with high adaptive literacy to the digital divide had a positive effect on the digital self-control. Third, digital communication skill has a positive effect on digital life satisfaction, and digital confidence and digital self-control play a mediating role. Based on these findings, we discussed strategies to overcome the digital divide in old age.

A Study on the Relationship between Digital Informatization Level and Leisure Life Satisfaction of Low Income (저소득층의 디지털 정보화수준과 여가 생활 만족도 간의 관계에 대한 연구)

  • As the digital informatization society deepens, the digital divide of the information - underprivileged becomes increasingly serious social problem. In this study, we analyzed the relationship between digital informatization capacity and satisfaction level of leisure activity in low - income class. For the analysis, we analyzed the relationship between digital informatization level and leisure satisfaction level of the low income class based on the results of the digital information gap survey in 2017. As a result, it was found that there was a positive relationship between digital access and leisure activity satisfaction, such as having a wired / wireless information device at low socioeconomic level and availability of Internet access at all times. Second, digital information capacity level and leisure satisfaction level such as PC usage ability and mobile digital device utilization ability have positive (+) relationship. Third, the level of digital information utilization, such as the use of fixed and mobile Internet, also showed a positive (+) relationship with the leisure satisfaction level of the low income class. This suggests that it is necessary to provide various supports to resolve the digital divide between the low income class and the general public.

  • The purpose of this paper is to better understand the socio-economic differentials of Internet access and use. Data from '2008 Korean Internet usage behavior' were used to conduct logistic regression analysis. The findings show that there are significant socio-economic(age, gender, educational attainment, employment situation, and Internet access type) disparity in Internet access(Internet access at home, broadband Internet access). Also socio-economic variables enter in as statistically significant in most specifications for Internet use intensity (Intensive internet use, frequent internet use, less frequent internet use). The gender, household income and education attainment explanations for large differential in Internet use intensity are generally very similar. It is shown that age, education attainment and household income level cause a large digital divide on Internet service use(information use, communication and community use, e-commerce use, Internet banking use).

  • The gender difference in social roles affects digital devices' utilization differences in man and woman even in the 21st Century. Prior studies analyze the digital divide (genders, ages, etc.) from the assessment perspectives of digital equipment, such as PCs. In the area of high speed internet, most functions of PCs have been replaced with smartphones, and around 80% of the mobile phone users adopt smartphones. Subsequently the inequality of physical access to the digital devices is no longer a criterion for digital divide. The focus on digital divide should be shifted from the physical access to other factors, such as socio-technical or socio-cultural ones. This paper examines utilization of women's digital equipment, in particular, preparing for tourism activities, which is popular but sensitive to the technology. A survey was conducted with participants of [Suncheon Garden Expo] 2013. The results of this study capture the inactive use of digital devices particularly women over 50s. This phenomenon (high utilization of the digital devices for social or informative purposes, but low utilization of the digital payment) implies other aspects of Korean women (economic independence, low self-assertion, technical difficulties, etc.), which is considered from the socio-technological convergence perspective. This study also has a practical implication on the side of the digital device developers as well as marketing, where the qualitative communication is likely to be incorporated for the women over 50s.

  • 세상이 디지털화 되면서 많은 사람들은 그 수혜자가 되어 과거에 우리가 상상만으로 꿈꾸던 것이 이제는 현실 속에서 일어나고 있다. 바로 꿈의 시대, 디지털 시대가 도래한 것이다. 그러나 이러한 디지털 시대는 과거의 경제적 빈부의 격차에서 정보 접근의 빈부 격차라는 새로운 모순점을 만들어 내기도 했다. 즉 이는 정보에 쉽게 접근할 수 있는 인터넷을 비롯한 첨단 미디어를 이용할 수 있는 이용자가 제한되어 있기 때문에 발생하는 것이다. 소위 말하는 디지털 시대의 소외계층인 이들은 일반 가정생활을 비롯한 여러 사회 문화에서 소외가 되어지고 있는 실정이다. 이중 노년층에 대한 디지털 소외 현상도 커다란 사회문제로 대두되고 있는 것 또한 사실이다. 그러나 최근들어 몇몇 민간단체에서 이들을 소외계층에서 벗어나게 하고자 하는 노력에 의해 그 결과가 나타나고 있어 화제가 되고 있다. 바로 이러한 인터넷에 은빛 물결을 만드는 사람들은 다름 아닌 실버넷 운동본부이다.

A Study on the Mobile Internet Use and Digital Divide of Farmers and Fishers (농어민의 모바일 인터넷 이용과 디지털 격차에 관한 연구)

  • The purpose of this study is to explore the digital divide that appears in the mobile Internet use by farmers and fishers. To this end, we first analyzed the impact of farmers and fishers' attitudes toward technology, material access, and skills on the use of mobile social media. In addition, the digital divide was identified according to the population, socioeconomic factors among farmers and fishers, and the divide and the cause of the mobile Internet use among both part- and full-time farmers and fishers were analyzed. As a result of empirical analysis using the <2018 Report on the Digital Divide>, attitudes, material access, and content-related skills had a significant effect on the use of mobile social media. Also, the digital divide was found in different age groups and residential regions. There was also a significant difference in the use of mobile social media between part- and full-time farmers and fishers, and this divide was caused by attitudes toward new technologies. Based on these results, this study presented policy implications such as the need for education on informatization for farmers and fishers, support for underdeveloped rural communities, and technical support for full-time farmers and fishers in order to bridge the digital divide.
