The New Social Contract and the Digital Bill of Rights : Focusing on Political and Social Context and Institutionalization (새로운 사회계약과 디지털 권리장전: 정치·사회적 맥락과 제도화를 중심으로)

  • Digital transformation calls for a new social contract that must transform the existing norms and paradigms of our society. Digital constitutionalism is a way of building new order through a new social contract and is an ideology that aims to establish and ensure a normative framework for the protection of fundamental rights and balance of power in the digital environment. The Internet/Digital Bill of Rights is a representative example of constitutionalization based on this ideology. Initially, it took the form of an informal, non-binding declaration led by civil society organizations or various stakeholders, setting forth normative principles adapted to the changing nature of digital society. More recently, they have taken the form of formal charters, declarations, or laws containing principles at the national or regional level. The "Digital Bill of Rights" proposed by the Korean government can be seen as an example of this trend, but it does not fully reflect the recent trend of Internet/Digital Bills of Rights in terms of substantive and procedural legitimacy. Even if the government provides a certain normative direction, it needs to be combined with a concrete action plan in each area to create a balance of norms with digital technologies and industries instead of simply being a "declaration".

  • This study identifies the aspects and characteristics of 'Digital Sexual Crimes' that changed rapidly in recent years. It has identified the so-called "Telegram sexual harassment and exploitation" incident on the front page. We also want to analyze this and draw up policy suggestions that can help prepare social measures. In the wake of the Telegram sexual exploitation scandal, The National Assembly is quickly proposing related bills. However, the reality is that even a clear concept and definition of "Digital sexual Crimes" have not been made yet. The effective support system for victims is also insufficient. Therefore, this paper examines the definition and concept of child sexual exploitation and harassment. We will look at the features, causes, and conditions. In addition, it will examine the current status of Digital Sexual Crimes distribution and deletion of domestic, foreign platforms. Major foreign countries, including the U. S. A. refer to cases in which big data and artificial intelligence technologies are actively used to protect victims and track perpetrators.

A Study on the Development of Media Information Literacy Concept and Educational Contents (미디어정보 리터러시 개념과 교육내용 개발)

  • The purpose of this study is to define the concept of media information literacy and to develop educational content. To achieve the purpose of the study, literature analysis, interviews with field experts, and surveys with teacher librarians were conducted. The field experts recognized the media as a tool to use information and recognized information problem-solving skills, reading comprehension ability, media functions, case activities, and affective domain as the areas of media information literacy education. The teacher-librarians thought that information and media literacy which include its competency and educational content are more important than the digital literacy. As a result of the study, the concept of media information literacy was defined as knowledge, skills, and attitudes including the concepts of literacy, media literacy, information literacy, and digital literacy. In addition, educational contents of media information literacy were developed so that 'participation in democratic society', 'classification of media tools and contents', 'basic human rights', 'skills', 'digital tool manipulation' and 'information problem solving process' can be combined and applied in context.

Educational Implications of Media Education in the Digital Era in France (디지털 시대 프랑스의 미디어 교육 분석을 통한 시사점 고찰)

  • The purpose of this study is to suggest the implications for the domestic media education policy which is still in a state of pace by document research of the case in France which has a long history of media education. France has consistently maintained the tradition of the philosophical value of media education, such as 'the cultivation of consciousness and qualities as a democratic citizen' through legal, policy and educational improvement. At the same time, in the digital era, conceptual expansion was carried out that embraced the concept of 'information' rather than resting on classical media education. This was complemented by education legislation, enforcing information education programs in school, and the manage of CLEMI, the media and information education training organization. It will be necessary to construct software system for media education of Korea through the manage of governmental organization and the cooperation system with related institutes under the constant philosophic direction.

  • Fablab is a global network of digital fabrication facilities. Fablab is a digital workshop for individual manufacturing. In addition, Fablab is a next-generation digital infrastructure that connects education, training, R&D and production. The Fablab is a facility lab that makes the products you want, and it is a space where users-led products or services are discovered for the community. Furthermore, through various citizen-led projects, it is playing the role of innovation that changes the region and society. In this study, we examine the operating conditions of Fablabs in Korea and Japan (Fablab Seoul, Fablab Busan, Fablab Kamakura and Fablab Kitakagaya). It also explores the business model and sustainable development potential of each fablab. To this end, first, we compare and analyze the use of fablabs in both countries. Second, the purpose of the fablabs of both countries is analyzed. Third, we analyze the business models that the fablabs of both countries are taking for sustainable development through Lean Canvas. Based on the results obtained through case analysis of both countries, we make suggestions for the development of fablabs in Korea.

  • Development of digital technology is advancing to levels which influence the formation of city landscapes and spaces. The use of media facade is creating modernized city-spaces with contemporary application of various digital mediums. In this way, media facade functions as media-art in an artistic point of view, while also providing the means for buildings to become landmarks in a city-scape point of view. Going a step further, media facade using interaction is drawing a lot of attention as it enables communication with the city inhabitants instead of one-way contents provision. This paper will research such interactive media facade using transparent display glass currently being used as construction building material and its potential growth.

The Effect of Learning Organization Level on Organizational Citizenship Behavior : Focus on the effect of Supervisor Trust (공무원의 학습조직 특성이 조직시민행동에 미치는 영향 : 상사신뢰의 조절효과를 중심으로)

  • This study is to discover and substantiate the casual relation between Learning Organization and Organizational Citizenship Behavior, with Supervisor Trust used as moderating variable. Learning Organization and Organization Citizenship Behavior are used, respectively, as independent and dependent variable, Supervisor Trust as moderating variable. The data for this study was collected from 340 public officials who participated in the training program. Data collection tools were used to collect structured questionnaire questionnaires, and dissemination and retrieval of questionnaires were carried out over 6 weeks from February 6 to March 10, 2017. Of the questionnaire distributed, the questionnaire was finally recovered from the questionnaire, with a recall rate of 91.8 %, showing a very high rate of recall. The result showed that Learning Organization is a significant factor for Organization Citizenship Behavior and also that Supervisor Trust plays a role in the control of the relationship between Learning Organization and Organization Citizenship Behavior; thus, in order for Public Organizations to achieve advanced competitiveness, vitalizations of Learning Organization is important.

  • 환경디자인은 건축, 도시, 조경 등 서로 다른 분야의 전문가 및 대상 지역 거주하는 일반시민 등 많은 참여자를 가지는 특징이 있다. 이러한 협조설계 단계에서는, 시행착오를 최소화시키기 위해서 디자인 초기단계에서부터 각 분야의 전문가들이 계획에 관해서 협의하여 디자인 내용을 변경해 나갈 필요가 있다. 또한 대상지 지역을 누구보다 잘 이해하고 있으며 계획 후 이 지역에 살게 될 주민들의 참여도 환경디자인 단계에서 고려해야 할 중요한 요소 중 하나이다. 여러 분야의 전문가 또는 비전문가들이 서로 커뮤니케이션하고 협조하기 위해서는 누구나가 쉽게 디자인 내용을 이해 할 수 있는 커뮤니케이션 툴이 필요하다. 이러한 필요성을 만족시키기 위해서는 빠른 구축속도, 대화형 기능, 빠른 표현속도, 사실적인 표현기술 등이 필수 조건이라고 할 수 있다. 본 연구에서는 이러한 환경디자인 분야의 전 분야에서 의사결정을 지원하고 디자인 안을 검토할 수 있는 3D CG 시스템을 개발하고 이 시스템을 실제 프로젝트에 적용시켜서 활용하면서 개발된 시스템의 기능강화를 추진하며, 실제 프로젝트 적용을 통한 시스템의 평가를 진행하여 본 연구에서 개발한 시스템의 유용성을 증명하는 것을 본 연구의 목표로 한다.

  • The goal of this research is to empirically examine how vocational skill development teachers' distributed leadership influences on job satisfaction, through organizational citizenship behavior and teacher empowerment. A nation-wide survey was conducted among vocational skills development teachers, the unemployed and teachers who have used a government-subsidized education card. First, the study revealed that vision has no significant influence on organizational citizenship behavior and teacher empowerment. Second, leader-plus has a significant influence on organizational citizenship behavior and teacher empowerment. Third, situation has no significant influence on organizational citizenship behavior and teacher empowerment. Fourth, organizational culture has a significant influence on organizational citizenship behavior and teacher empowerment. Fifth, a significant influence was found between teacher empowerment and organizational citizenship behavior. Lastly, organizational citizenship behavior and teacher empowerment has a significant influence on job satisfaction.

  • All cities have constructed city branding strategically to intensify their competitiveness in global arena. Seoul Metropolitan has launched city brand in policy-level since 2003 and they have struggled to utilize city branding until now. This study explores the changes in Seoul's city brand in order to suggest a future direction for such efforts. The research is grounded in various domestic and foreign theories and case studies are considered from previous studies related to the place marketing, city marketing, and city branding. Relevant data were collected and analyzed, indicating that an unsure city brand requires strategic governance among stakeholders and civic consensus.
