  • The National Library of Korea establishes an Act on Legal Deposit and Use for the Online Digital Products in 2007 and it is preparing an enforcement. The purpose of this study is to suggest rate base on legal deposit of digital products before enforcement of this bill. To reach the goal, this study reviewed the legal deposit acts on digital products in the world. Also the opinion of main stakeholders in this area was collected such as digital book publishers and music copyright association. In conclusion, this study proposed rate base of reimbursement for legal deposit of digital products.

  • The purpose of this study is to suggest elements and guidelines for online digital materials in order to ensure its comprehensive collection, preservation, and access in Korea. For the establishment of elements and guidelines, this study examined appropriate advanced countries' legal deposit Acts, discussed with stakeholders, including experts and copyrighters in related areas, and surveyed library users' opinions. Finally, this study suggests 14 elements and guidelines.

  • The purpose of this study is to suggest guidelines for legal deposit process on online digital materials and use of the deposited materials both in National Digital Libraries and other places. At present, two Acts -- 'Act on Legal Deposit Process and Use of Online Digital Materials, ' 'Act on Partially Revised Library Law' -- are still pending in National Assembly. For the establishment of the guidelines in this study, advanced countries' legal deposit Acts in this area are searched and investigated. Also, in order to present various opinions from many parties immediately interested in the guidelines and Acts, survey, visitation, and consultancy methods are used.

  • The National Library of Korea is administering a legal deposit system for the printedpublications. Whereas, OASIS(Online Archiving & Searching Internet Sources) has to design a system to collect, manage and preserve web sites and web resources for Web Archiving. The purpose of this study is to develop a digital deposit process for digital resources. As a result, this study defines the subjects and objects for digital deposits, and describes the definitions and the functions according to digital deposit steps. Also, this study designs the data flow diagram and proposes the function definitions on unit works and the structure for the flow of information.

  • Legal deposit system is an essential tool for a national library to ensure the preservation and access to a nation's intellectual heritage over time. Substantial amounts of digital materials of national cultural value are already being published. There is a global trend towards extending legal deposit to cover digital materials in order to maintain comprehensive national archives. This paper gives a progress report of some countries around the world whose legal deposit laws have already updated or are under revision. Some strategies are suggested for the digital collection building of the Korean National Digital Library which will open in 2008.

  • The National Library of Korea recently proposed a draft of an Act on Legal Deposit and Use for the Online Digital Products and researches about deposit system and remuneration of the digital products are in progress. Based on the law of library and copyright, remuneration of deposit and use products is paid. A draft of a proposed law include information about the remuneration payment. For these reasons, the method for efficient remuneration management is required. In this paper, we propose effective remuneration management system which follows a draft of an Act on Legal Deposit and Use for the Online Digital Products.

  • This study empirically analyzed the recognition and current status of university libraries related to the legal deposit of thesis and dissertation and investigated the ways to activate legal deposit to National Assembly Library. As a result, most universities conduct legal deposit of thesis and dissertation. However, most librarians face difficulties resulted from the duplication of deposits to many institutions. In the case that the deposits are not made, the main reasons are the university library's policies, duplication and inefficiency of the deposit procedures, and the limitation of obtaining copyright agreements. In order to address these limitations and to maximize the social and informational values of thesis and dissertation, this research proposed approaches to legal deposit of thesis and dissertation, including strengthening digital deposit system through the establishment of independent legal deposit law, preparing the effective ways of preservation. constructing an integrated deposit system, and developing professional collection of thesis and dissertation which can consolidate National Assembly Library.

  • In digital environment the hallmark of the national libraries is its responsibility or function of acquiring and preserving the county´s off-line and on-line publications in term of legal deposit. But the legal deposit system based on print materials in Korea predates the digital age and requires a new legal framework. It would be a tragedy if national library was not to archive the nation´s intellectual and cultural heritage because of limitation of legal deposit system. The purpose of this paper is to analyze form of the current deposit system and to suggest a reform model for legal deposit legislation with priority given to legal scheme and elements(terms, the depositor, the depository, object of deposit, number of copies, time of deposit, compensation and fine, right of migration and free access, etc.).

  • A marketing platform based on the legal deposit system was designed. It is an e-book distribution platform that systematically binds library networks nationwide by linking with the National Library's deposit system to complete the existing paper that the library should become a publishing platform. The purpose is to bundle e-books into a distribution space and naturally assemble readers to serve as virtual platforms for domestic publishers, authors, bookstores, and platforms running various publishing / subscribing services. The premise is not a sale of e-books, but a rental concept, but the platform is valid regardless. In addition, the platform takes the form of social cooperatives to represent the interests of all members involved in publishing services. The lead-based distribution platform is the most ideal business model to compromise with reality. Conceptually, the service of the publishing content-related industry is a model in which all content is supplied from the lead-bone system, which is a collaborative space, and technically, the central e-book database controls the flow of all content, but the publishing content-related industry takes the form of controlling its flow through virtual.

  • In domestic university libraries, the difference between the knowledge resource collection activities on campus is depending on the size of the university, and their collection is concentrated on some types of digital resources. In recent years, the main universities in developed countries has developed actively in social openness and share activities of their knowledge resources, through the OA-based institutional repository, for the purpose of image improvement and competitiveness as a knowledge production base. This study examined ways to improve the relevant regulations in order to effectively collect and systematically manage the knowledge resources from graduate school, research institutes, center for teaching and learning, e-learning center, museum, press, a variety of campus organizations, so as to enhance the role of the library as the right manager of knowledge resources on campus. To this end, this study, considering the improvement of relevant regulations, investigates the operating situation of the library regulations of 176 universities and suggests necessary improvement methods in order to facilitate the digital legal deposit and expand its scope.
