국가인적자원 개발 방향과 전문대학의 과제

  • (1) 21세기 우리나라가 선진국에 진입하여 초일류 국가로 발돋움하기 위해서 반드시 해결해야 할 과제는 지식기반사회로의 성공적인 이행과 디지털 경제 시대에의 능동적인 대응임. (2) 지식기반사회 그리고 디지털 경제시대는 정보와 지식이 가치 창출과 경쟁력의 핵심 원천인 동시에 경제활동의 중심이 되며, 이러한 지식과 정보를 창출 획득, 활용 할 수 있도록 하기 위한 인적자원개발 관리가 국가 발전의 핵심 전략임. (3) 대다수 OECD 회원국에서는 이미 지난 세기말부터 지식기반사회로 이행하기 위한 국가 발전의 핵심 전략으로 인적자원개발 관리에 관심과 정책을 총집결하여 왔으며, 국가 차원의 교육개혁추진과 관련부처의 통폐합 등 인적자원개발 관리체제를 재구축 하였음. (4) 부존자원이 전무하여 사람에 의존할 수밖에 없는 우리나라도 다각적으로 인적자원개발 관리에 관심을 보이고, 정책을 펼쳐왔지만 아직 국가 차원의 인적자원개발 관리체제가 미흡하여 정책의 일관성이 결여되어 있을 뿐만 아니라 곳곳에 인적자원개발 관리의 비효율 비능률이 초래되고 있음.

  • 하루가 다르게 우리 사회의 모습은 정보화, 디지털화 되어 가고 있다. 이러한 시대적 흐름에 맞추어 정보통신기술교육에 대한 관심과 중요성이 커지고 있으며, 단순히 기능을 가르치는 교육에서 문제해결력을 기르는 방향으로 변하고 있다. 이러한 정보통신기술교육의 변화를 반영하기 위해서는 보다 다양하고 체계적인 교수 학습 모형에 대한 연구가 필요하다. 이에 본 연구에서는 구성주의 교육방법론의 하나로 학습자에게 행함에 의한 학습(learning-by-doing)이 이루어지는 모의 상황을 통해 학습 목표를 달성할 수 있도록 하는 목표기반 시나리오학습(Goal-Based Scenario : GBS) 이론을 초등학교 정보통신기술교육에서 활용할 수 있는 교수 학습 모형을 제안하고자 한다. 즉, 교육현장에서 초등학교 학생들에게 적용할 GBS 교수 학습 모형에 대한 연구로 체계적인 정보통신기술교육의 정착에 도움이 되고자 하는데 의의를 둔다.

A Study on the Development of Software Education Program to Activate Employment for the Disabled

  • In this paper, we propose an effective software education program to promote employment of the disabled and verify the effectiveness of SW education through pilot operation. In this SW education program, we develop a SW curriculum consisting of the basic course, Unity programming course, and the advanced course, AR/VR digital content development course. The SW education achievement standard develops the basic and advanced course achievement standards in consideration of the level of the virtual reality content production job of the National Competency Standards(NCS) and the SW education achievement standards of youth with visual, hearing, and physical disabilities. SW education materials are developed on a project basis so that one AR/VR digital content can be implemented step by step according to the intellectual level of the disabled based on Unity. SW education pilot training is conducted as online education based on Blended Learning due to COVID-19. In order to derive the SW education effect and each learner's individual SW education academic achievement for the SW education pilot training, a survey is conducted on learners, and the results are analyzed. In the basic course, 77.3% of learners achieved academic achievement above excellent(80-90), and in the advanced course, 48.8% of learners achieved academic achievement above excellent(80-90). These results verify that the SW education program for the disabled developed in this paper is effective in activating employment for the disabled.

Students' Perception on the Effects of the SSI Instruction Using Digital Storytelling Approaches (디지털스토리텔링 활동 기반 과학관련 사회쟁점 수업의 교육적 효과에 대한 인식 탐색)

  • This study aims to examine the educational effects of the SSI program using Digital Storytelling (DST) approaches. Since DST provides students opportunities to express their own opinions in the form of stories and to share learning outcomes through the web, we developed and implemented SSI program by adopting the concept of DST in order to produce synergistic effects on student learning. Twenty-four 9th graders who enthusiastically engaged in the DST-based SSI program participated in this study. The students responded to focus group interviews after the instruction, and all interviews were transcribed for analysis. The results indicated that the students became aware of socio-ethical perspectives of each SSI topic while searching and collecting data by themselves. They also felt the necessity to consider multiple perspectives around the issues by having discussions with group members. Second, pre-producing DST allowed students to negotiate to settle on a group discussion, and to use emotional contents that can lead viewers to have sympathy. In addition, while producing DST, students considered various factors such as design, soundtrack, visual effects, and screen composition in order to express their opinions and convey their messages more effectively. In the stage of sharing DST outcomes and receiving feedback, they realized new perspectives that they did not perceive in the previous production process, and to move them into an action for resolving the problems caused by SSI. This study showed the potentials of DST-based SSI instruction as a good strategy to support students' SSI engagement.

Development of a Medical Terminology Learning App for Smart Education (스마트교육을 위한 의학용어 학습 앱 개발)

  • The development of ICT and the popularization of smart devices are affecting not only politics, economics and culture but also even education. Smart education, a concept that promotes active learning based on the latest mobile technology, is being noted for a new paradigm in education of the $21^{st}$ century. The aim of this study was to develop a mobile application, Smart Medical Terminology(SMT), allows health science students to learn medical terminology anytime, anywhere, easily and conveniently. The SMT makes learners interested in and motivated to learn medical terminology. It also provides various learning methods that enable self-direction learning in accordance with the level of learners.

Curriculum Development of Acoustics and Audio Engineering on Digital Convergence Environment (디지털 융복합 환경을 고려한 음향 및 오디오 기술 교육과정 개발)

  • In this paper, we present the college curriculum for the acoustics and audio engineering on digital convergence environment. For these purposes, we categorized the colleges which linked on the ASA and AES websites into three types according to their characteristics such as an acoustics-oriented type, an applied-acoustics type, and a convergence-oriented type. And a basic step-by-step curriculum model for the audio acoustics is suggested based on the characteristics of the category analysis. The proposed model can be effectively used to build an acoustics and audio technology course at the domestic colleges.

  • For effective remote education using multimedia, it is necessary to develop efficient management techniques of video information. This requires real-time processing of video information which should be managed and retrieved in a compressed forms. The main technology of compressing video is currently MPEG-2. This implies that it is very important to manage and retrieve video compressed in MPEG-2, and then to process the video in real-time for the remote education environment using multimedia. This paper is to develop the management system of video information which is one of the most critical requirements in remote education systems for managing and retrieving MPEG-2 video.

A Study on Coding Education of Non-Computer Majors for IT Convergence Education (IT 융합교육을 위한 비전공자 코딩교육의 발전방안)

  • Coding education is an effective convergence type educational tool. While solving problems and designing programs, students can enhance problem solving ability, logical reasoning ability and creative thinking. Researches on coding education are done primarily for elementary school and middle school students. However, researches on college students are lacking. Today, educating college students about coding is in dire need. Although there are efforts to promote the importance of coding education and make it requirements. People find it difficult to find ways to provide training. There is a need for researches on coding as universal education. Therefore, this research proposed educational training using app inventor based on flipped running in order to effectively promote coding education. This study conducted the survey and the personal interview to measure the effectiveness of coding education. It is hoped that, through coding education, students who do not major in coding could combined their knowledge of their major with coding to improve their problem solving ability to solve various problems based on computing knowledge and approach.

  • The purpose of this study is to analyze the Elementary and Secondary Education Act(ESEA) of the U.S. reauthorized by the Every Student Succeeds Act in 2015 from the viewpoint of the library and information services, and to derive implications for improving the library and information services. For the first time, ESEA includes effective school library programs and school librarians, and links school library programs and school librarians with literacy, digital literacy, books, resources, up-to-date materials, technology, library services and educational services. It provides a financial and institutional base for library and information services in elementary and secondary schools of the US to be more conducted. In addition, school librarians are required to participate in personalized learning experiences, evidence-based assessments, and professional development in the law, so school librarians must provide library and information services to students, staff, and parents in order to improve student achievement and digital literacy. Based on these analyses, this study discussed strengthening access to the school library, specifying the work of the teacher-librarian's library and information services, strengthening collaboration with school members, educational activities based on evidence base, sharing educational effects and developing of library and information curriculum.

Development of a Design Model for School Library-based Instruction under EduTech (에듀테크 기반 학교도서관활용교육 설계 모형 개발)

  • The purpose of this study is to propose a design model for school library based instruction under EduTech. EduTech-based education expands learning boundaries and requires new instructional environments and learning experiences for learner-centered deeper learning. Accordingly, this study modified the ADDIE model based on the system theory and presented a four-stage instructional design model (draft) consisting of 'analysis stage, preliminary learning and development stage, learning management stage, and team teaching evaluation stage.' This model reflects elements of flipped learning, the backward design model, and inquiry-based learning to develop of customized student materials and inquiry activities. In addition, the scope of learning was expanded to include prior learning, face-to-face learning, and additional learning to increase the diversity of collaboration and opportunities to utilize school library materials. Also, Several ways for school library based instruction within EduTec were proposed in terms of teacher librarians' expertise, school library space, budget, standard curriculum development, and comprehensive support system for reading education.
