Evolution of Internet Trademark Infringement in the U.S. (미국 인터넷상표권 침해관련 법률의 변화에 관한 연구)

  • Global commerce is apparently here to bind Korean firms as well as Koreans. The advertising, buying and selling of goods and services recognizes no borders. As a result, enforcing territorially based trademark rights has become ever more challenging. Remote trademark owners who peacefully coexisted in a time before the internet and increasing globalism are now bumping heads. The internet also has made it easier for unscrupulous operators to deceive consumers and divert customers from established businesses by misappropriating trademarks on web-sites and in domain names. U.S. federal courts have been willing to help American businesses halt trademark infringements that reaches outside the United States. This is particularly true for e-business, via the internet, and the trend toward enforcement seems to be in favor of the trademark owner. This article discusses this trend as well as the extraterritorial enforcement of trademark rights by U.S. courts under the Lanham Act. It also offers suggestions for protecting valuable trademark rights worldwide. This paper will contribute to global Korean firms and Koreans who carefully read arguments in this valuable literature.

Evaluation of Open-source Software for Participatory Digital Archives: Understanding System Requirements for No Gun Ri Digital Archives (참여형 아카이브 구축을 위한 오픈소스 소프트웨어 평가 - 노근리디지털아카이브 구축을 위한 예비분석 -)

  • This paper reports the evaluation of six open-source software systems for participatory digital archives. This is an effort to create a digital platform for the social memory of No Gun Ri, which was first recognized in 1999 as a civilian massacre. The process of how it was reported and investigated is critical to understanding this brutal incident. In addition, the course of its cultural recovery has witnessed the reconstruction of the No Gun Ri memory. Thus, it is important to embrace the social memory around the massacre in these archives. In consideration of a virtual space for memory, this study takes the form of participatory archives to provide a mechanism in which anyone can share their memories. As a way to find a digital archives system for No Gun Ri, this study analyzed open-source software based on identified functions and requirements for participatory digital archives. Knowing the details of digital systems, this study discussed how contents for social memory can be stored and used in a digital system.

A Study on Factors Influencing the Intention of Playing On-line Games (온라인게임 플레이 의도의 영향요인 연구)

  • This study investigates the determinants of continuous user intention of playing on-line games. Based on the data collected through on-line survey, we find that telepresense and commitment influence on the perceived utility of on-line games which, in turn, has effects on continuous user intention of and information sharing among on-line game players. In addition, the findings support the premise that the method of playing game and challenges influence on commitment, whereas rewards for playing game do not. As another determinant of perceived utility of on-line games, telepresense is found to be guided by diplomatic system and storytelling in on-line games.

  • Recently economic crisis has brought world economic instability. Each country in order to stabilize the economy, fiscal rules are introduced or reinforced. Fiscal Policy in a country plays an important role in determining the economic situation in the present and future. Existing fiscal rules tend to place a rigid limit not only on the deficit ratio and thus on the scope for fiscal stabilization, but also on the extent to which fiscal policy can be used for structural purposes. But the fiscal rules are operated in many ways and adopted in various forms, with different binding of each other, according to their own fiscal situations, and political circumstances. This study shows several important factors for successful National fiscal system and continuous fiscal soundness and development.

Estimation of the Mixture of Normals of Saving Rate Using Gibbs Algorithm (Gibbs알고리즘을 이용한 저축률의 정규분포혼합 추정)

  • This research estimates the Mixture of Normals of households saving rate in Korea. Our sample is MDSS, micro-data in 2014 and Gibbs algorithm is used to estimate the Mixture of Normals. Evidences say some results. First, Gibbs algorithm works very well in estimating the Mixture of Normals. Second, Saving rate data has at least two components, one with mean zero and the other with mean 29.4%. It might be that households would be separated into high saving group and low saving group. Third, analysis of Mixture of Normals cannot answer that question and we find that income level and age cannot explain our results.

  • In the knowledge-based society, utilization of women's resources has significant implications as the key to success of national competitiveness. The space and conditions for women to show their abilities in all areas should be provided. Policies on women's resources, which aim to achieve gender equality, should not be limited to the area of social welfare as usual, but should be treated in-depth with relation to political, economic, social, and cultural areas. Local women policies do not reflect the distinct characteristics of the local areas and realities of women, furthermore, even the concept of women policies is not delivered to local women. In this study, directions to shift local women policies from the marginalization to the mainstream of policy are discussed focusing on utilization of women's resources.

Methodology for Measuring the Quality of Experience of E-Participation Systems (전자참여시스템의 체감품질 측정방법론)

  • E-participation is the term referring to the use of information and communication technologies to political participation by enabling citizens to connect with one another. Because e-participation systems are already constructed and operated, continuous usage is regarded as a major concern for successful e-participation. E-participation systems should guarantee ease of use, user satisfaction, and high quality. In addition, measuring the quality of e-participation systems will provide a useful strategy. This paper suggests a methodology for measuring quality of experience of the e-participation system and computing the quality score. We apply two concepts of usability measurement method and quality of experience that are most suitable. We provide the target of measurement,, the construct of quality of experience, the method of experiment and analysis of data, and the scoring method of quality of experience.

  • The development of ICT and the popularization of smart devices are affecting not only politics, economics and culture but also even education. Smart education, a concept that promotes active learning based on the latest mobile technology, is being noted for a new paradigm in education of the $21^{st}$ century. The aim of this study was to develop a mobile application, Smart Medical Terminology(SMT), allows health science students to learn medical terminology anytime, anywhere, easily and conveniently. The SMT makes learners interested in and motivated to learn medical terminology. It also provides various learning methods that enable self-direction learning in accordance with the level of learners.

  • This paper explains concepts and methods of indexes measuring gender gaps. There are mainly 4 indexs, GDI, GEM, GII and GGI. UNDP developed GDI, GEM and GII. WEF developed GGI. Each index has its own strengths and weak points. Therefore it is important to understand each index in detail. For Korea, as men and women have been developed equally in areas of education and health, the GDI score was in a high group. However, the GEM and GGI scores were low. This implies that in order to reduce gender gaps, it is necessary to expand gender equality policies empowering economic and political empowerment.

  • Although the social media plays leading role in the change the political, economic, social and cultural environment in all fields, it is not really understanded the overall management of social media in society. With understandings on the influence of social media, the purpose of this study is to investigate the characteristics of social media and to provide some suggestion to make use effectively of social media in society. To achieve th purpose of this study, the responsibility and the effort of government was examined. As a result, the Social Media Strategy Broad (tentative title 'Social Media Committee') suggests to protection of the users' rights and active support of the current utilization. This study is expected to show the meaningful implication of social media strategy and standard of the social media utilization in policy, education etc.
