Forecasting Cargo Traffic of Zarubino Port with O/Ds of Jilin Sheng in China (중국 지린성 대상의 자루비노항 경유물동량 전망)

  • Recently, master plan on the Far East three provinces in China as well as the Russian Far East coupling with 'Eurasia Initiatives' of our government is doubling its importance. It should take advantage of Zarubino port for the hub of Eurasia Logistics Network. This study forecasts the volume demand and whether the expected items of cargo traffic of Zarubino port with O/Ds for the region including the Far East three provinces in China. Input data and the existing basic unit of Korea were utilized in order to overcome the absence of the relevant information to the region. It was derived by them confined to the industrial complex facility in Jilin Sheng on behalf of the Far East three provinces in China as a pilot study. Suitable for the transport sector as a basis for traditional traffic demand, four-step method for estimating the proposed modifications, complementing methodologies. This study is determined that the contribution to the implications on the region's logistics policies of our government has a commitment with raising awareness of the region's Logistics system.

  • 본 연구에서는 부분적으로 형성되었거나 형성될 예정인 해상을 통한 남북 물류네트워크를 분석하여 남북교역 및 북방물류프로세스가 원활하고도 안정적으로 이루어질 수 있는 방안을 모색해 보고 해상과 육상을 연계한 북방물류 경로를 비교 검토해 봄으로써 대표적인 북망물류 경로를 활용하여 북방물류를 활성화할 수 있는 방안을 모색해 보았다. 부산-나진 항로 경유 북방물류 네트워크 구축에 있어 동북아 금삼각지구 개발사업을 분석하였으며, 부산-나진 항로를 중심으로 북방물류네트워크 형성하기 위해서는 중국 동북 3성의 환동해권 해륙복합운송망을 형성하고, 나진을 TSR의 기점으로 활용하며, 해상과 육상을 연결하는 남북 물류망을 형성함으로써, 북한을 경유한 북방교역이 확대되도록 한다. 또한 나진항 물동량에 맞추어 나진신항개발계획 검토안을 구상해 보았으며, 동북아시아 물류네트워크를 구축하기 위한 방안은 먼저, 환황해권 물류네트워크를 구축하고 환동해권 물류네트워크를 구축하여 환황해와 환동해 물류네트워크 연계를 통한 동북아시아 물류네트워크를 구축하고 나아가 환태평양 물류네트워크를 구축한다.

  • 북한은 전력부족난과 전기품질의 저하로 인하여 주요 생산기업에 지장을 주고 있으며, 노후 발전소의 성능저하도 함께 진행되고 있는 것으로 추정된다. 이에 대한 적절한 대책이 없는 한 그 상황은 더욱 악화될 전망이다. 한반도 에너지 개발기구(KEDO)가 추진하고 있는 경수로 원자력 발전기가 6~7년 후에 준공된다고 해도 이처럼 불안정한 전력계통에 병입되어 원활한 운전이 가능할런지 기대하기 곤란하다. 이러한 실정에서 \circled1 전력부족으로 주파수가 저하될 때 우선 순위가 낮은 부하를 제한하는 자동 부하제한 방식을 포함한 자동 주파수 제어 계통개선 \circled2 기존발전소 성능과 이용을 향상을 위한 재가동(Repowering) 등의 리 엔지니어링 \circled3 가스터빈 복합화력과 열병합발전(Co-generation) 등과 같이 건설기간이 짧고 비용이 적게 들며 송전 설비 건설도 불필요한 분산형 전원의 건설 \circled4 수력발전소와 조력발전소의 건설 \circled5 양수발전 등 전력에너지 저장설비의 개발 \circled6 송전전압격상과 배전방식개선 및 종합전력정보시스템 구축 \circled7 남ㆍ북한 전력계통 내지는 동북아시아 전력계통을 연계하는 평화망사업(Peace Network Project)등의 추진이 경수로 사업에 선행되어야 한다. 특히 러시아, 중국, 한국, 일본의 발전 에너지원 분포와 년간 부하곡선을 고려할 때 동북아시아 전력계통의 연계는 관련국 상호간에 에너지 환경과 경제적 측면에서 상당한 이득과 안정성을 강화해 줄 것이며, 기술발전과 평화공존에 크게 기여 할 것이다. 이를 위하여 관련국의 전력계통연계 전문가들이 참여하는 남\ulcorner북한전력 계통연계연합회(Co-Pia ; Co-rea Power Systems Interconnection Association)와 동북아지역전력 계통연합회(Near Pia=North-Eastern Asia Region Power Systems Interconnection Association)의 구성을 제안하는 바이다. 주요용어(Key Words): 자동주파수 제어(AFC), 리엔지니어링(Re-Engineering), 분산형 전원(Dispersed Generation System), 전력저장(Power Storage), 부하조절기(Load Conditioner), 수요관리(DSM) 연계(Interconnection), 인터시스템(Intersystem), 통합자원계획(IRP), 안전성 강화(Security Enhancement), 전력시장개방(Electricity Free Maket), 통일비용(Unification Expense, Unification Cost), 남ㆍ북한전력계통연계연합회(Co-Pia), 동북아지역전력 계통연계연합회(Nea,-Pia).

  • This paper aims to implement an empirical research about the efficiency of America and Northeast Asia pots, and to suggest an effective strategy which can operate these ports more well. This study tries to apply the Data Envelopment Analysis(DEA) model to America and Northeast Asia ports. DEA is a methodology of comparing the relative efficiency of each decision making unit(DMU) by comparing it with other DMUs having similar input and output structure, and is specially very useful when a form of production function of each DMU such as a port is not known. DEA provides the extent of inefficiency of DMUs, which is practically useful information (like the efficiency score and reference sets) required to improve efficiency. This paper analyzed the relative efficiency of 35 ports in America and Northeast Asia for 3 years from 2005 to 2007 through DEA-CCR, DEA-BCC model and scale efficiency. Accordingly, this paper evaluates the efficiency of America and Northeast Asia ports, grasps the position at the present time, and suggests an advanced direction in future.

Movement History of Faults Considered from the Geometric and Kinematic Characteristics of Fracture System in Gilan-cheongsong Area, Gyeongsang Basin, Korea (경상분지 길안-청송 지역에서 단열계의 기하학적.운동학적 특성으로부터 고찰된 단층운동사)

  • The Gilan-Cheongsong area, which is in contact with Yeongyang and Uiseong Blocks of Gyeongsang Basin, Korea, consists of Precambrian metamorphic rocks, Triassic Cheongsong granite, Cretaceous sedimentary rocks(Iljik, Hupyeongdong, Jeomgok Formations), and Cretaceous igneous rocks(andesite, quartz porphyry, felsite). In this area are developed faults trending in (W)NW, NNW, ENE, NS, (N)NE directions which are representative in the Gyeongsang Basin. We analyzed the geometric and kinematic characteristics of fracture systems to inquire into movement history and sense of these faults in this area. This study suggests that these faults were mainly strike-slip movement. The orientations of fracture sets show ENE, NNW, (W)NW, (N)NE, NS in descending order of frequency. Their prolongation presents (W)NW, NNW, ENE, (N)NE, NS in descending order of predominance, and also agrees with that of faults in this area. The development sequence and movement sense of fracture sets are summarized as follows; (1) (W)NW: dextral shearing $\rightarrow$ (2) (W)NW and NNW: conjugate shearing(the former: dextral, the latter: sinistral) $\rightarrow$ (3) NNW: dextral shearing $\rightarrow$ (4) (W)NW: sinistral shearing $\rightarrow$ (5) ENE: dextral shearing $\rightarrow$ (6) ENE and NS: conjugate shearing(the former: sinistral, the latter: dextral) $\rightarrow$ (7) (N)NE: sinistral shearing, and this result is closely associated with the development sequence and movement sense of faults developed in this area.

Assessing uncertainty in future climate change in Northeast Asia using multiple CMIP5 GCMs with four RCP scenarios (RCP시나리오 기반 CMIP5 GCMs을 이용한 동북아시아 미래 기후변화 불확실성 평가)

  • The CMIP5 climate change scenarios from 34 GCMs were analyzed to quantitatively assess future changes in temperature, precipitation, and solar radiation against the global region and the Northeast Asia region with a focus on South Korea, North Korea, or Japan. The resulting projection revealed that the Northeast Asia region is subjected to more increase in temperature and precipitation than the global means for both. In particular, temperature and precipitation in North Korea were projected to increase about $5.1^{\circ}C$ and 18%, respectively under the RCP 8.5 scenario, as compared to the historical means for 30 years (1971-2000), although a large uncertainty still exists among GCMs. For solar radiation, global mean solar radiation was predicted to decrease with time in all RCP scenarios except for the RCP 2.6 scenario. On the contrary, it was predicted that the amount of solar radiation in the Northeast Asia increases in the future period.

Effects of the COVID-19 spread on the Northeast Asia Airport Network Centrality: Using Social Network Analysis (코로나19 확산이 동북아 공항 네트워크 중심성 지수에 미친 영향: 소셜 네트워크 분석을 중심으로)

  • The purposes of this paper were: 1) to identify the structural changes of the northeast Asia airport network caused by the pandemic of COVID-19 using social network analysis (SNA) and 2) to suggest proposals for improving airport competitiveness. In this respect, the entire international air routes in northeast Asia airport collected data of 4-10 March 2019 and 9-15 March 2020 through schedules analyzer database of OAG. We found that both the density and centrality have decreased since the spread of COVID-19. The government and airport authorities need active support such as a reduction of various fees and a moratorium on transportation rights to overcome the crisis in the air transport industry. When the COVID-19 situation calms down in the future, we hope that further research will be conducted to identify the structural changes in the SNA aspects through the vast data establishment in countries such as the EU and America.

  • 국립환경연구원은 제 1회 동북아지역 장거리이동 대기오염물질에 관한 한ㆍ중ㆍ일 3국 공동운영위원회의를 개최하였으며(1996. 7. 4 - 5), 본 회의에서 동북아 지역의 대기질 개선을 위한 국제공동연구를 수행하며, 이의 성공적 수행을 위해 국립환경연구원에 사무국을 설치하기로 합의되었다. 이후 개최된 공동운영위원회의에서 측정 및 모델링 분야에서 실질적으로 연구를 수행할 전문가를 각 국 4인씩 총 12인 구성하였고, 기본단계 기간(1999. 9 - 2004. 8)에 수행할 공동연구 내용 및 방법 등을 합의, 도출하였다.
