  • Over the past decades, changes in economic, social and demographic structures have pushed the growth of care employment across countries around the world. Women's increasing labor force participation has squeezed the time so far available for unpaid caregiving and led to increased demand for paid care services. • Despite the rapid growth of social care, understanding of care is segmental and caring is still marginalizing. The socialization of caring is actually a 'half-socialization' that is the result of injustice surrounding caring. Therefore, it is necessary to approach the problem of caring in terms of justice. In this paper, I discuss the limitations of social justice based on John Rawls 's social contract theory in the discussion of caring justice through feminists'writings on caring ethics. And then applying Nancy Fraser' s three scales of Justice-redistribution, recognition, and representation, the concept of caring justice has been newly constructed. The concept of caring is defined as a unified concept of caring including the aspect of the social rights of the care recipient as well as the labor rights of the care provider. Based on the analysis of care justice, we derive the ideal types of care policy and then evaluate the long-term care policy for the elderly, which is the central axis of Korean care policy. The results of this study are as follows: First, it is necessary to strengthen the labor rights of care providers especially for the socialization of care responsibilities and the proper allocation of social resources. Second, a service delivery system and care culture are needed to ensure the relational autonomy of care-receivers and care-givers for caring ethics and individualization of care. Third, the issue of care should be treated as the central agenda of politics in order to distribute care responsibility democratically and to distribute legitimate resources. This requires a paradigm shift from marginalization of care to mainstreaming of care. Ultimately, we should aim for a Caring Society.

Therefore, the main policy of out-of-school care is analyzed from the perspective of children's rights. Current after-care policy focuses on the right of protection privileges. Providing a safe facility is important, but there is a lack of policy design to expand children's options to learn by various activity which can be utilized with community resources as care contents. The role of government to this is requested to supplement accountability, fairness, democracy and public interest more than over quantitative expansion of services. • This study was conducted to find ways to utilize human-centered IT in caring for elderly people who live alone. Through focus group interviews with experts, this study investigated the problems with delivery system, and ethical issues. Problems such as lack of trust, supplier-centered care, and uniform service provision were derived as major problems in the delivery system. These findings indicate that IT should be used as an auxiliary means of face-to-face services and to be controllable and convenient. Issues such as "guaranteeing the right to self-determination," "protecting privacy," "sufficiently guaranteeing the right to know," and "encompassing blind spots" were raised as important ethical issues related to human-centered IT utilization. Based on the research results, this study presented the necessity of designing user-centered information technology and the necessity of developing ethical indicators for the use of human-centered technology.

  • This study was conducted to identify research trends on the integrated community care system in Korea and suggest future research directions. The scoping review method was conducted according to the JBI methodological guidelines. A literature search was conducted in 5 databases (RISS, DBpia, NDSL, KISS, NAL), and 34 papers were selected for the final analysis. The analysis was categorized into user and provider aspects related to community care, and the results from the user aspect showed that variables related to service satisfaction and physical health status were used the most and showed positive results. Provider aspect results mainly studied problems and improvements due to service provision, and many studies showed the need to revitalize inter-agency collaboration systems and the lack of manpower to perform services. Based on the results of this study, in the future expansion of the integrated community care system, it will be necessary to not only establish criteria for selecting subjects, but also secure the expertise of service providers, establish a collaboration system between regions and institutions, and prepare measures to resolve service differences.
