The Fourth Industrial Revolution and Labor Relations : Labor-management Conflict Issues and Union Strategies in Western Advanced Countries (4차 산업혁명과 노사관계 : 노사갈등 이슈와 서구 노조들의 대응전략을 중심으로)

  • The $4^{th}$ Industrial Revolution, symbolizing the explosive innovation of digital technologies, is expected to have a great impact on labor relations and produce a lot of contested issues. The labor-management issues, created by the $4^{th}$ Industrial Revolution, are as follows: (1) employment restructuring, job re-allocation, and skill-reformation, driven by the technological displacement, resetting of worker-machine relationship, and negotiation on labor intensity and autonomy, (2) the legislation of institutional protection for the digital dependent self-employed, derived from the proliferation of platform-mediated labor, and the statutory recognition of their 'workerness', (3) unemployment safety net, income guarantee, and skill formation assistance for precarious workeforce, (4) the protection of worker privacy from workplace surveillance, (5) protecting labor rights of the digital dependent self-employed and prcarious workers and guaranteeing their unionization and collective bargaining. In comparing how labor unions in Western countries have responded to the $4^{th}$ Industrial Revolution, German unions have showed a strategic approach of policy formation toward digital technological innovations by effectively building and utilizing diverse channel of social dialogue and collective bargaining, while those in the US and UK have adopted the traditional approach of organizing and protesting in attempting to protect the interest of platform-mediated workers (i.e. Uber drivers). In light of the best practice demonstrated by German unions, it is necessary to build the process of productive policy consultation among three parties- the government, employers, and labor unions - at multi levels (i.e. workplace, sectoral and national levels), in order to prevent the destructive damage as well as labor-management confrotation, caused by digital technological innovations. In such policy consultation procesess, moreover, the inclusive and integrated approach is required to tackle with diverse problems, derived from the $4^{th}$ Industrial Revolution, in a holistic manner.

A Freeze-drying Formulation and Target Specificity of Double-stranded RNA-expressing Bacteria to Control Insect Pests (Double-stranded RNA 발현 세균의 동결건조 제형화와 적용 대상 해충 선택성)

  • Double-stranded RNA (dsRNA) has been applied to control insect pests by its suppressive activity against specific target genes. Integrin is a heterodimer (${\alpha}$ and ${\beta}$) transmembrane protein and plays a critical role in cell-to-cell or cell-to-extracellular matrix interactions in eukaryotes. Suppression of ${\beta}$ subunit integrin gene expression by its specific dsRNA (= dsINT) induces significant mortality against target insects. Furthermore, a recombinant bacterium expressing dsINT is potent to kill target insects. However, it is necessary to develop a formulation technique of the dsRNA-expressing bacteria to apply the bacterial insecticide against field populations. This study formulated the recombinant bacteria by freeze-drying and tested its control efficacy against target insects. The formulation maintained significant insecticidal activity against last instar larvae of Spodoptera exigua. While a commercial Bacillus thuringiensis (Bt) insecticide exhibited only about 60% insecticidal activity against S. exigua last instar, an addition of the dsINT-expressing bacterial formulation significantly enhanced the Bt insecticidal activity. The dsINT-expressing bacterial formulation exhibited relative selectivity to target insects depending on sequence similarity. These results indicate that a freeze-dried form of dsRNA-expressing bacteria keeps its insecticidal activity.

The Strategic Research Approach for the Grand Plan of the Korean Peninsula Infrastructure (통일한반도 국토인프라 Grand Plan 연구 구상)

  • Right after president Keun-Hae Park's announcement at German Dresden on March 2014, both expectation and skepticism have been raised for the Korean unification. The unification would give a great chance for the economic prosperity in the positive sense. In the negative sense, it would only give a great burden to the Republic's financial status. Comparing the expectation of the unification, there are lack of structured preparation, duplicated and/or overlapped systematic approach, and even the national strategies are diffused. There are several individual research papers, analytical data and information, researches on the industry and technology. However most of the previous researches and findings are unstructured and lack of completeness. It is hard to find out the overall feature of the unification strategy. West German has compassed that it knew very few the reality of East German status. The Korean Government may know much less about North Korea's condition comparing to West German. Before the actual unification in the Korean peninsula, it needs the Grand Plan for the national infrastructure and land utilization of the Korean peninsula. During the development of the Grand Plan for the Korean peninsula, the Asian Global transportation network could be developed at the same time. The German's unification experience can give a great opportunity to the development of the Gran Plan. The data and information, and the previous researches should be classified and structured in a way of systematic arrangement. Since most of investment and budget for the unification come from the Korea, it would be very much beneficial for the Korean people. The openness and early exposures of the Grand Plan for the national infrastructure are considered as mandatory action.

Effects of Seeding Time on Growth and Nutrient Contribution of Ryegrass and Hairy Vetch (호밀과 헤어리베치의 파종시기가 녹비작물의 생육과 양분 공급량에 미치는 영향)

  • This study was conducted to evaluate the effects of seeding time of ryegrass+hairy vetch on the nutrient contribution and growth of the crops. in order to develop utilization of cover crops as an organic nutrient source in a pear orchard. The study was conducted at a diligent farmer in Boseong in Chonnam, and the both ryegrass and hairy vetch applied on 1) 27 September, 2) 15 October, 3) 8 November, and 4) 10 December of 2008 as a cover crop treatment. Sod culture was refereed as a control. Growth of ryegrass was not affected by seeding time, but hairy vetch had fewer leaf and shoot number as seeding time advanced from September to December, and the similar trend was observed for the dry weight of the crops by seeding time. Seeding of cover crop on September was 2.6 times greater dry weight than those of the sod culture (362 kg/10a). Higher N concentration in cover crops occurred on early seeding time, and estimated N contribution from the cover crops was 16.9 kg/10a, which was 2.6 times greater than those of sod culture. $P_2O_5$ production from the cover crops was the greatest on seeding of October, and $K_2O$ production increased at earlier seeding time.

A Practice-Oriented Study on Application Level of Animal Slurry (액상분뇨 이용 수준에 대한 현장적용 연구)

  • The aim of the study is to describe the fate and transformation of nitrogen in grassland ecosystems. In the growing season from 1987 to 1993, 2 growing farmer in south Germany were studied the yield and nutrient balance of reduced input slurry application. The study includes 3 different slurry application levels. The levels are conventional slurry application, reduced slurry application, without slurry application. These levels are studied at 2 different experimental farms. The forage yield of zero slurry application plot has 14∼44% of the conventional slurry application, while the yield in the reduced slurry plot is only 0∼14% lower than that in the conventional slurry plot. The kalium and phosphorus contents of forage were tend to decrease with reduced slurry application N-uptake was increasing with the increase of slurry application level. The N-uptake of zero slurry plots was lower 40∼65% of the conventional plot, while in the reduced plot was only 6∼16% lower than in the conventional plot. The N-balance shows negative figures on all plots. The N-uptake in experiment site A was only a little bit more than the N-fertilizer plot, while in site experiment B the N-uptake is 2 to 3 times higher than the N-application amount of slurry.

Wall Tie Member Force Curve for the Construction Tower Crane (건축용 타워크레인 마스트의 횡방향 지지요소인 월타이 부재력 특성곡선)

  • Tower crane's wall tie is generally used for extending of mast height according to rising of lifting height. In order to get wall tie member force this problem, this study concerning wall tie is based on load data described in manual book of 290HC model. This study made the equation of wall tie member force and computer programming for calculating wall tie member force and then get ${\theta}-P$ curves(angle-wall tie force). After considering the ${\theta}-P$ curves, optimum angle range ($48.4^{\circ}{\sim}77.2^{\circ}$) about wall ties (A), (C) members was obtained. Member force of wall tie (B) was changed from tension to compression or from compression to tension at $74^{\circ}$ in service and $54^{\circ}$ in out of service. When both horizontal force($H_A$) and torsional moment ($M_D$) were varied from (+) to (-), wall tie force(A, B, C) were changed almost symmetrically about ${\theta}$-axis. Because this study was based on wall tie analysis conditions, wall tie members in symmetric and ideal geometry shape used for analizing wall tie of tower crane, it is necessary to have more careful verification in order to apply generally the results of this study.

A Study on the Pork Market Analysis of the Philippines and the Export Prospect of Korea Pork (필리핀 돼지고기 시장 분석 및 수출 전망)

  • This study was focused on the pork market analysis of the Philippines and the export prospect of Korean pork to the Philippines. The main results are as follows; first, the Philippines have relied on import some quantity of pork consumption every year because climate condition is unfavorable for pig raising and production technologies are undeveloped. Major exporting countries to the Philippines are Germany, Canada, Belgium, Denmark, France, Holland. Second, Korea exported pork of 2,885 tons to the Philippines from Jan. 2004 to Oct. 2004. It was 5.7% of total import pork Third, pork of skinning was 20% higher than the pork of scalding in the consumer price of pork in the Philippines. The consumer price of pork in Korean pork market was 281% in belly, 118% in loin, 106% in leg, 117% in tenderloin higher than the Philippines pork market. Fourth, the export of Korean pork to the Philippines depends on the price of Korean pork market entirely for future, but low grade part of pork and byproducts can be exported to the philippines because consumer price of pork in the Philippines is low compared to Korean pork market.

Dissolved Oxygen at the Bottom Boundary Layer of the Ulleung Basin, East Sea (동해 울릉분지 해저 경계면의 용존산소)

  • General consensus on typical vertical profile of dissolved oxygen in the Ulleung Basin is that dissolved oxygen concentration beyond 300 m decreases with increasing depth. However, the results of our observations in 2005 and 2006 revealed three different dissolved oxygen distribution types in the deep layer of the Ulleung Basin. The first type showed oxygen concentration decreasing with increasing depth (Type-1), the second showed oxygen concentration decreasing very sharply near the bottom boundary layer but constant in the bottom adiabatic layer (Type-2), the final was of the oxygen minimum layer above the bottom boundary layer (Type-3). Type-2 was the most common pattern in the Ulleung Basin. Type-1 was most common close to the Japan Basin, including the Ulleung Interplane Gap, while Type-3 was found around Dok do. Oxygen Consumption Rate (OCR) at surface sediment estimated using the dissolved oxygen distribution at the bottom boundary layer was $0.2{\sim}5.8\;mmol{\cdot}m^{-2}d^{-1}$, which coincided with OCR from direct sediment incubation. This implies that organic matter decomposition at surface sediment may play an important role in dissolved oxygen distribution patterns at the bottom boundary layer of the Ulleung Basin.

An Overview of Problems Cyanotoxins Produced by Cyanobacteria and the Solutions Thereby (남조류에서 발생하는 독소의 문제점과 대책)

  • Cyanobacteria frequently dominate the freshwater phytoplankton community in eutrophic waters. Cyanotoxins can be classified according to toxicity as neurotoxin (Anatoxin-a, Anatoxin-a(s), Saxitoxins) or hepatotoxin (microcystins, nodularin, cylindrospermopsin). Microcystins are present within cyanobacterial cells generally, and they are extracted by the damage of cell membrane. It has been reported that cyanotoxins caused adverse effects and they are acculmulated in aquatic oganisms of lake, river and ocean. In natural, microcystins are removed by biodegradation of microorganisms and/or feeding of predators. However, in process of water treatment, the use of copper sulfate to remove algal cells caused extraction of a mess of microcystins. Microcysitns are removed by physical, chemical and biological methods according to reports. The reduction of nutrients (N and P) inflow is basic method of prevention of cyanobacteria bloom formation. However, it is less effective than investigation because nutrients already present in the eutrophic lake. In natural lake, cyanobacteria bloom are not formed because macrophytes invade from coastal lake by eutrophication. Therefore, a coastal lake has to recover to prevent of cyanobacteria bloom formation.

Comprehensive Pest Management Techniques of Organic Cultivation Sweet Persimmon Orchards (유기재배 단감 과수원의 병해충 종합관리기술)

  • This study was carried out for three years from 2013 to 2015 to investigate the actual condition of pest control of domestic persimmon organically cultivated farmers, to select environment - friendly pest control materials for major pests, and to conduct field test of established control system. The main cultivated cultivar of the reader farmer of organic cultivation was "Buyou" and sprayed organic agricultural material 9~17 times per year for pest control. The most harmful pests were anthracnose, bugs, persimmon fruit worm, and scales, etc. The control materials used were organic lime sulfur mixture, red clay sulfur, emulsifier, bordeaux solution, and self-made plant extracts using garlic, ginkgo nut and pine tree. The effective materials for controlling anthrax were lime sulfur mixture and red clay sulfur. Garlic oil + citronella emulsion, shrubby sophora seed extract + tea extract was effective to control Riptortus clavatus and Euproctis subflava. When installed 60 ea per 10a of mating disruption trap in a sweet orchard, the fruit setting rate was improved by 30%. The results of field test of control system to control 10 times a year in organically grown persimmons were able to harvest fruit of 70.7%. However, since any kinds of pesticides can not be sprayed during the harvest season in September and October, the damaged by bugs did not decreased, and further research is needed.
