In this study, I examined the current situation of the reading instruction policy and the entity of the arguments and criticism surrounding the reading instruction policy. In addition, on the basis of this research I analyzed the problems of the reading instruction policy. Moreover, I suggested for the desirable direction and alternative of the reading instruction policy and the reading instruction.

This survey is performed to propose the direction of policy development on reading education for Jeollabukdo Office of Education. To do this, this survey asked 239 teachers who are in charge of each school's reading education. The questionnaire is designed to investigate the effectiveness of current support projects from Jeollabukdo Office of Education, current level of schools' reading education and priorities of policy development. The findings of this survey are as follows: The teachers are contented with current support projects. Each school provides an average of 4 reading programs per year. Elementary schools' level of reading education is higher than middle and high schools' level. And more employment of full time reading experts as teacher librarian and the improvement of school libraries are revealed to be more important priorities on the policy development of reading education. Based on these findings, this study proposed maintenance of current support projects, improvement of school libraries, development of specialized policies for elementary schools, enhancement of reading teachers' expertise and preparation of information sharing system as the direction of policy development.

The purpose of this study is to analyze the meanings of school libraries in Japanese reading education. An emphasis was on analyzing both strength and weakness of Japanese school library policies and reading education programs from the viewpoints of Japanese students. Employed to collect the data were a comprehensive literature survey, focus interviews with 23 school librarians, and a survey with 404 Japanese students. The major finding of this study is that the current Japanese school library policy is not adequate enough to make its reading education be successful, and in particular, it has serious flaws with the educational system of school librarians as well as the school library staffing system itself.

This research aims to provide alternative policy guidelines and suggestions to enhance reading culture in the country. Analyzing "Reading Culture Promotion Act", which is the keystone legal frame to promote readership in Korea, followed by major foreign policies, this study identified three main policy areas including 'Reading infrastructure', 'Tax support', and 'Public Campaign'. In addition, the study conducted Delphi survey of experts' assessments of how much is the recognition of, contribution to, pubic support of, and actual applicability to the reading promotion for the readers. Through the survey along with the Focus Group Interviews of different age groups, this study could develop useful guidelines and suggestions to strengthen existing reading promotion policies. The findings also suggest that the society should realize that reading is not just educational purpose but 'enjoyment' itself and for that matter, the government needs more careful and active public campaigns.

The purpose of this paper is to analyze and look for improvement points of the ordinance for school libraries and reading education in Korea. For the purpose, the writer analyzed 15 ordinances of metropolitan city and provincial offices of eduction. The ordinance content were examined in terms of obligation of superintendents of education and principals, committees and administration department, reading promotion and education, and school libraries. According to the examination the writer discussed about effectiveness enhancement, operating integrated type ordinance, connections of school libraries and reading education and curriculum, and reflection of information literacy education.

For this purpose, this study conducted a questionnaire survey to the young adults' program librarians on the current state of the young adults' reading programs. This study looks at the reading related qualifications that examine the issues into the curriculum of reading-related qualifications specifically. The results of analysis, 278 reading related qualifications are both operated by the private non-accredited. And reading related qualifications system was required the effort and systematic enhancement of the quality management system of education information. On the basis of the survey, It is proposed operational plans for the quality of reading-related qualifications by cooperation of the private and government that are utilized as a reference in the promotion policy.

This research allows purpose to illuminate Reading Popularization Movement and readers' interest in the 1960's. This period, there were scientific and national interests about 'Reading' as culture from society whole as well as on public education situation. The purpose of this study was to develop the indicatives for the analysis of the effects of Gyeonggi-do Book Sharing Project on pre-schoolers of supporter' reading care and thereby, suggest some data useful to the establishment of a reading culture promotion policy in Gyeonggi-do. Preceding studies and cases were reviewed to analyze the effects of the book-sharing project on pre-schoolers of supporter' reading care and thereby, develop some measurement indicatives, and thus, the indicatives were verified by professionals using the Delphi technique. Then, supporter of 3~5 year-old pre-schoolers were sampled from 7 cities and counties in Gyeonggi-do (Pocheon-si, Yangpyeong-gun, Yeoju-si, Dongducheon-si, Gapyeong-gun, Yeoncheon-gun and Yangju-si) to be divided into control and test groups and thereby, their reading care effect indicatives were compared before and after the test. The theoretical background is theory of family literacy, emergent literacy and parenting efficacy. As a result of developing the indicatives for analysis of pre-schoolers of supporter's reading care effects and comparing them for the sample pre-schoolers of supporter, before and after the test, the book-sharing project was found effective in improving reading care. The most difficult problem in pre-schoolers' earlier reading education involves acquisition of reading habit. So, it is deemed necessary to operate a regular book sharing project involving public organization and homes. As a result of developing the indicatives and analyzing the effects of the book-sharing project, it was confirmed that the project would serve to improve pre-schoolers of support's reading care and therefore, this study seems to provide some ground for the operation of a sustainable book-sharing project to narrow the education divide and promote a book reading culture in Gyeonggi-do.

2007년 4월 시행된 "독서문화진흥법"의 제2조에는 "독서문화진흥기본계획의 수립"이 포함되어 있다. 현재 문화체육관광부는 독서문화진흥기본계획(안)을 준비하고, 곧 발표를 앞두고 있는 상황이다. 이에 우리협회는 독서문화진흥기본계획의 성공적 추진을 위한 방안을 모색하고자, 대한출판문화협회, 책읽는사회만들기국민운동, 한국출판연구소와 공동으로 세미나를 마련하였다. 특히 독서문화진흥기본계획의 주무부처인 문화체육관광부 출판인쇄산업과에서 주제발표를 하였으며, 지자체, 교육계, 산업계, 도서관계, 출판계, 시민단체 등 각계 각층에서 우리사회전반의 독서문화 활성화에 대해 함께 머리를 맞대고 의견을 모으는 등 그야말로 민관이 함께 하는 열정적인 논의의 장을 마련하였다. "도서관문화" 6월호에서는 2008서울국제도서전 전문인의 날 세미나 "독서문화진흥기본계획의 성공적 추진을 위한 민관협력 방안"의 주제발표자료를 수록함으로써 향후 발표될 독서문화진흥기본계획에 대해 도서관인 여러분께 소개하고, 이해를 돕고자 한다.
