일본 최대 전력회사인 도쿄(동경)전력(주)는 후쿠시마 제1원자력발전소 제1호기의 격납용기 보수사실 은폐와 보수기록 허위작성 등의 협의로 2002년 10월 원자력안전$\cdot$보안원으로부터 1년간의 발전정지처분을 받았으며, 이에 대한 책임으로 도쿄전력의 회장(황목호), 사장(남직재) 등 경영간부들이 사직하였다. 또한 원자력발전소의 잦은 고장으로 인하여 국민들로부터 신뢰를 잃고 있다. 이에 모든 원자력발전소에 대하여 철저한 점검계획을 작성$\cdot$실시하는 등 신뢰회복에 심혈을 기울이고 있다. 한편, 도쿄전력은 기저부하를 담당하고 있던 원자력발전소 17기 중 12기가 발전정지 됨으로써 전력공급에 어려움을 겪고 있으며, 특히 금년 3월 이후에는 공급예비율이 $0\%$에 이를 것으로 전망되는 등 전력수급에 비상이 걸렸다. 이르 극복하기 위해 화력발전소의 O/H일정 조정, 부하조절 시행, 대국민 절전 홍보를 대대적으로 실시하고 있다. 이와같이 도쿄전력에서 절전캠페인을 실시하는 것은 1973년 오일쇼크 이래 처음 있는 일이다. 우리 나라도 전력소비 및 LNG 소비의 급증으로 에너지 수급에 많은 어려움을 겪고 있다. 특히 최근에는 미국$\cdot$이라크 전쟁위기감이 고조되면서 국제 유가가 급등하고 있어 ''에너지절약 강화대책 시행'' 등 에너지위기 극복을 위해 전국민적인 노력을 기울이고 있다. 이에 일본에서 벌어지고 있는 절전캠페인을 참고하여 우리 나라의 에너지위기 극복에 조금이나마 도움이 되었으면 하는 바램으로, 그중 일부 ''전력기기별 절전내용''을 소개한다.

한 일 광학산업 기술협력사업의 일환으로 한일산업기술협력재단과 한국광학기기산업협회가 주관한 기술연수에 참가했다. 필자는 광학이 아닌 전자공학을 전공했지만 광전자 회사를 다니는 연유로 이번 연수에 참가할 수 있는 기회를 얻었다. 연수에는 한국산업기술대학교의 조언정 교수를 포함해 광학업체 대표와 연구원 등 총 17명이 함께했다. 중소기업인들은 물론 대기업인 삼성전자 광학개발 담당자들도 참석해 폭넓은 의견을 나눌 수 있는 자리였다. 지난 1월 27일부터 31일까지 총 4박 5일 동안 참가한 이번 연수는 도쿄대학 광학 관련 연구소 방문 및 세미나, 광학 업체 오하라(OH ARA) 방문, 세계 최대 규모 나노기술 전시회인 '도쿄 나노테크 2013' 참관 등의 일정으로 진행됐다.

일본인쇄기재단체협의회(회장 고모리 요시하루)는 해외 인쇄전문미디어를 대상으로 한 IGAS2011전시회 미디어컨퍼런스를 지난 7월 28~29일 이틀간에 걸쳐 도쿄 미나토구에 위치한 도쿄 프린스호텔 11층 회의실 수에히로에서 개최했다. 이번 컨퍼런스에는 한국을 비롯, 중국, 대만, 홍콩, 호주, 인도 필리핀 등의 인쇄전문기자가 참석했으며 개회식에서 일본인쇄기재단체협의회 교지 히구치 부회장은 인사말을 통해 "지난 3월 11일 발생한 비극적인 동일본 대지진의 여파로 적지 않은 인쇄업계도 피해를 있었으며 IGAS를 치를 빅사이트전시장이 위치한 도쿄 지역도 전력부족에 따른 계획정전 및 전력사용 절감이 실행되고 있지만, IGAS2011을 차질 없이 진행할 수 있도록 대응을 철저히 하고 있는 만큼 해외출전사들은 아무런 염려없이 많은 출전을 해줄 것"을 당부했다.

Although aviation safety and security have been improving, which has made air transportation more reliable, the international aviation community has witnessed a steady increase in the number of unruly passenger incidents. Under international law, the Tokyo Convention (The Convention on Offences and Certain Other Acts Committed on Board Aircraft of 1963) is applicable to unruly passenger issues. While the Tokyo Convention has been a successful convention which 185 member states have ratified, it has its shortcomings. Three major shortcomings are related to definition, jurisdiction, and enforcement. Firstly, the Tokyo Convention does not provide for a definition of unruly passengers, thereby resulting in a situation where conduct that may be considered to be a criminal offence in the country of embarkation may not be a criminal offence in the country where the aircraft lands. Having different definitions may lead to ineffective action on the part of air carriers. Secondly, the fact that the state of landing does not bear jurisdiction produces circumstances in which it is impossible to punish an unruly passenger who clearly committed an offence on board. Thirdly, the Tokyo Convention only recognizes the competence of the state of registry to exercise criminal jurisdiction but does not impose the duty to actually use that competence in any specific case. Along with ratifying the Tokyo Convention, Korea enacted the Aviation Navigation Safety Act in 1974 as a domestic legal approach to dealing with the problem of unruly passengers. Partially reflecting the ICAO's model legislation, Circular 288, the Aviation Safety and Security Act was enacted in 2002. Although the Korean Aviation Safety and Security Act is a comprehensive act which has been constantly updated, there is no provision with respect to jurisdiction and only the Korean criminal code is applicable to jurisdiction. The Korean criminal code establishes its jurisdiction in connection with territoriality, nationality and registration, which is essentially the same as the jurisdictional principles of the Tokyo Convention. Thus, the domestic legal regime cannot close the jurisdictional gap either. Similarly, Korean case law would not take an active posture to jurisdiction unless the offence in question is a serious one, such as hijacking. A Special Sub Committee of the ICAO Legal Committee (LCSC) was established to examine the feasibility of introducing amendments to the Convention on Offences and Certain Other Acts Committed on Board Aircraft of 1963 with particular reference to the issue of unruly passengers. The result of the ICAO's findings should lead to the modernization of the Tokyo Convention, thereby reducing the number of incidents caused by unruly passengers and enabling all parties concerned to respond to unruly passengers more effectively.

Tokyo! is a 2008 French / Japanese / South Korean / German anthology film containing "Interior Design" by Michel Gondry, "Merde" by Leos Carax, and "Shaking Tokyo" by Joon-ho Bong, all of which were filmed in Tokyo. This cinematic triptych of three Tokyo-set stories is concerned with how the experience of self-alienation is related to urban life, that is, how to survive in a city as a self. The problem of life is the struggle for self-preservation. In Tokyo! the three film directors have shown that urban life is both self-deconstructing and self-preserving. In this paper, our purpose is to examine different modes of urban life by using two concepts reformulated by the French philosopher Jacques Derrida: the urban ipseity and auto-immunity. According to Derrida, ipseity is a system subjected to a circular structure. Such a system cannot avoid the general logic of auto-immunity; i.e., the structure of ipseity functions as both self-deconstructing and self-preserving. The three episodes contained in Tokyo! testify, each in its own way, to the function of that logic. In bringing to light the three modes of self: appropriation, dis-appropriation, and in-appropriation, we claim that the modality of urban life is confronted with the autoimmune reaction.

IGAS2011(International Graphic Arts Show)이 지난 9월 16일부터 21일까지 일본 도쿄 빅사이트 전시장에서 열렸다. 이번 전시회를 주최한 일본인쇄기재단체협의회는 이번 전시회는 최신 인쇄 디지털 그래픽 관련 장비와 기술을 한자리에 모인 국제 종합 인쇄기재전으로 현재 인쇄업계가 직면한 다양한 과제에 대한 솔루션 제안 인쇄 산업의 장래와 최신 기술 동향을 제공하는 동시에 인쇄인들의 국제적 교류를 도모하고, 관련 업계의 활성화와 교류에 기여했다고 밝혔다. 이번 전시회는 경제산업성, 도쿄도, 일본무역진흥기구(JETRO) 사단법인 일본인쇄산업연합회 등이 후원했으며 전시장의 면적은 51,380$m^2$, 전시 면적은 약 41,000$m^2$였다.

내용 한국의 10분짜리 단편 애니메이션이 애니메이션 왕국 일분을 뒤흔들었다. 지난말 일본 도쿄에서 열린 제 3회 도쿄 국제 애니메이션페어(TAF)에서 한국의 동우애니메이션이 출품한 아프리카 아프리카(africa a F r I c A, 감독 한태호)가 대상인 그랑프리를 차지해 세계를 당황하게 했다. 91년 설립해 미국과 유럽의 유명한 작품을 주문자 상표 부착생산(OEM)방식으로 제작해온 동우 애니메이션은 몇년 전부터 본격적으로 창작활동에 뛰어 들면서 제 2의 전성기를 누리고 있다. 동우 애니메이션은 올 상반기 경에 '마테오'를 극장판으로상영하고 빠른 시일안에 아프리카 아프리카를 장편으로 제작해 세계 시장 장악에 나서겠다는 야심찬 포부를 아고 있다.

포장에 있어서 인쇄는 포장재료만큼 중요하다. 제품 정보를 전달하는 것은 물론, 제품 이미지도 전달하는 역할을 하기 때문에 포장 인쇄에 대한 중요성은 갈수록 커지고 있다. 그러나 소재별, 기능별로 샐 수 없이 많은 인쇄방법이 존재해 자사의 포장에 가장 적합한 인쇄방법을 찾는 것은 쉬운 일이 아니다. 지난달 초 '도쿄팩(TOKYO PACK) 2016'이 열린 일본 도쿄 빅사이트 전시장에서 제품 표시 산업의 글로벌 리더인 비디오젯 테크놀로지스(Videojet Technologies, 이하 비디오젯)의 이안 왓슨(Ian Watson) 아시아지역 부사장을 만나 최신 포장 인쇄 트렌드, 아시아시장 현황 등에 관해 이야기를 나눴다.

일본포장기계공업회는 10월 15일~18일의 4일간 도쿄국제전시장(도쿄 빅사이트) 2~6홀을 사용하여 재팬 팩 2013을 개최했다. 이번 전시회의 개최규모는 236사 단체, 1953부스의 규모로 열렸다. 29회째를 맞은 재팬팩 2013은 "어서오세요, 포장의 미래로"의 테마 아래에 내외 19개국 지역으로부터 최신 포장기계, 포장자재, 포장재료가공기계, 식품가공기계, 로봇, 포장 유통관련기계, 시험 검사기, 환경관련기계, 포장기계관계의 컴포넌트 등을 전시 공개했다. 본 고에서는 주요 출품 품목을 살펴 보았다.
