Development of Community Design Evaluation Index from the Perspective of Sustainability (지속가능성의 관점에서 본 커뮤니티디자인 평가지표 개발)

  • The purpose of this study is to develop community design evaluation factors for sustainable urban regeneration and to suggest considerations for sustainable community design by analyzing excellent community design cases. Through literature review, previous studies on the concept and core items of sustainable urban regeneration, and the concept and components of community design were considered. In addition, evaluation indicators for sustainable community design were developed in the socio-economic, physical, environmental, historical and cultural dimensions through the analysis of the linkage with the evaluation factors of community design through the analysis of previous studies. The evaluation index consists of 3 evaluation items and 9 items including social performance and participation at the social level, economic feasibility at the economic level, environmental characteristics at the physical and environmental level, accessibility, contextuality, locality at the historical and cultural level, identity, and artistry. Includes dog evaluation factors. Reliability and effectiveness are secured through the developed evaluation index and detailed description and expert verification. Exploratory factor analysis and expert interviews were conducted through the survey, and as a result of the analysis, the stability and Cronbach'α coefficients were verified, and the validity of the community design evaluation index considering sustainable urban regeneration was recognized through expert interview. The results of this study are considered meaningful in that they can provide basic data for the improvement of community design for sustainable urban regeneration in the future.

A Study on Transfer Convenience Evaluation Indicators for Urban Railway Stations (도시철도 역사의 환승 편의성 평가지표 연구)

  • This study classifies the types of urban railway stations that reflect the location characteristics of urban railway stations, the structure and form of station taxes, and the number of users, and the level of inconvenience in the transfer movement line for users by station type, the number and connectivity of transfer information, and the level of transfer convenience facilities. The number of installations, conflicts between users, and transfer information signs were analyzed. As a result of data analysis, it was found that the factors that cause the most inconvenience to urban rail users when transferring are the length and curvature of the transfer line, pedestrian density and number of passengers in the transfer passage, presence or absence of transportation convenience facilities, and the size and height of transfer information letters. These transfer inconveniences were objectified, quantified, and presented as evaluation indicators that can measure the transfer convenience of urban railway stations. Additionally, an evaluation scale was developed to measure the service level for each evaluation indicator. The evaluation scale for each indicator presented six levels by applying linear interpolation based on the maximum and minimum values of data derived through field surveys. However, it is judged that a comprehensive evaluation of transfer convenience that combines the importance and weight of each convenience evaluation indicator should be established through future research.

The Relationship between Local Fiscal Indices and Standardized Mortality rate (지역 재정지표와 표준화 사망률의 관련성)

  • 본 지역 재정지표와 표준화사망률간의 관계에 대한 것으로, 연구대상지역은 1998년부터 2007년까지의 전국 232개 시 군 구이며 이를 5개 광역권과 4개 도시 종류에 따라 분류하였다. 지역 재정지표는 1인당 지방세부담액과 재정자립도, 재정자주도, 의존재원비율을 활용하였고, 지역 총사망률은1998년에서 2007년까지의 통계청 사망 원자료 상의 사망자수를 분자로, 주민등록인구를 분모로 직접 표준화법을 사용하여 연구대상 지역의 성 연령표준화사망률을 산출하였다. 자료의 분석은 SPSS 12.0K를 이용하여 상관분석, 일원배치분산분석(Tukey b 사후검정) 및 회귀분석을 실시하였다. 주요 결과로는 첫째, 재정지표와 표준화사망률간의 상관분석을 실시하여 연도별로 계수 값을 구한 결과 1인당 지방세부담액을 제외하고 재정자립도, 재정자주도, 의존재원비율 모두 남자, 여자, 전체 모두가 전 연도에 걸쳐 상관계수 값이 통계적으로 유의하였으며, 남자가 여자보다 높은 상관관계를 보였다. 둘째, 재정자립도, 재정자주도 각각을 표준화사망률과 단순 회귀분석을 실시한 결과, 표준화사망률 남자, 여자, 전체가 전 연도에서 통계적으로 유의하였고, 재정자립도와 재정자주도가 낮을수록 사망률이 높은 것으로 나타났다. 셋째, 광역권역, 도시 종류까지 고려한 재정지표의 다중회귀분석을 실시한 결과, 1인당 지방세부담액과 의존재원비율, 광역권역과 도시 종류에 따른 지역을 고려하고도 재정자주도의 효과는 전체사망과 남자, 여자, 전 연도에 걸쳐 모두 통계적으로 매우 유의하여 재정자주도가 높을수록 사망률이 낮은 것으로 나타났고 이런 경향은 여자보다 남자에서 더욱 강하게 나타났다. 넷째, 광역권별 분석의 경우, 충청권은 수도권에 비해서 표준화사망률에서 유의한 차이는 없었으며 호남권과 영남권은 전체 표준화사망률의 경우 전체 연도의 절반 이상에서 수도권에 비해서 통계적으로 유의하게 높았고, 남자와 여자에서는 이런 경향이 약해졌다. 강원 제주권은 전체 사망에서 수도권에 비해 전체 연도의 절반 이상이 유의하게 사망률이 낮았으며, 여자도 이와 비슷한 양상을 보여주었다. 다섯째, 도시 종류에 따른 분석에서 대도시에 비해 중소도시는 통계적으로 유의한 차이는 없었으나, 전 연도에 걸쳐 도농통합도시와 군지역은 대도시에 비해 통계적으로 사망률이 높았다. 여섯째, 전 연도에 걸쳐 의존재원비율이 높아질수록 사망률이 유의하게 높아졌다. 이는 남자, 여자 모두에서 유사하게 나타났다. 마지막으로 연도별 분석 이후 1998년에서 2007년 전체 다중 회귀분석을 실시한 결과 전체 사망과 여자의 경우 1인당 지방세부담액을 제외한 모든 변수에서 통계적으로 유의하였다. 지역의 재정력이 성 연령 표준화사망률에 영향을 미치는 것으로 파악되었는데 이를 단서로 지역의 건강 격차가 발생하는 원인과 기전을 밝히기 위해 향후 보다 면밀한 후속 연구가 이뤄져야 하겠고 지역 간 건강 격차를 완화하기 위한 여러 방법론적 고찰 안에 지역간 재정력의 격차를 완화하려는 정책적인 접근도 필요할 것으로 사료된다.

An Analysis on the Smart City Assessment of Korean Major Cities : Using STIM Framework (국내 주요 도시의 스마트시티 수준 분석: STIM 프레임워크를 이용하여)

  • The purpose of this study is to assess the smart city for major cities in Korea. The assessment indicators are based on the STIM structure (Service, Technology, Infrastructure, and Management Layer Architecture) of the Multi-Layered Smart City Model. Assessment indicators are established through smart city concepts, case analysis, big data analysis, as well as weighted through expert AHP survey. For the assessment, seven major metropolitan cities are selected, including Seoul, and their data such as KOSIS, KISDISTAT from 2017 to 2019 is utilized for the smart city level assessment. The smart city level results show that the service, technology, infrastructure, and management levels were relatively high in Seoul and Incheon, which are metropolitan areas. Whereas, Busan, Daegu, and Ulsan, the Gyeongsang provinces are relatively moderate, while Daejeon and Gwangju, the South Chungcheong region and the Jeolla provinces, were relatively low. The overall STIM ranking shows a similar pattern, as the Seoul metropolitan area smart city level outperforms the rest of the analyzed areas with a large difference. Accordingly, balanced development strategies are needed to reduce gaps in the level of smart cities in South Korea, and respective smart city plans are needed considering the characteristics of each region. This paper will follow the literature review, assessment index establishment, weight analysis of assessment index, major cities assessment and result in analysis, and conclusion.

Developing an Evaluation System for Certifying the Robot-Friendliness of Buildings through Focus Group Interviews and the Analytic Hierarchy Process (로봇 친화형 건축물 인증 지표 개발 : 초점집단면접(FGI)과 분석적 계층화 과정(AHP)의 활용)

  • With rapid advancements taking place in the Fourth Industrial Revolution, human-robot interactions have been garnering increasing attention. Robots are being actively adopted in building systems and facilities. In this study, we developed robot-friendly building certification indicators. Because these indicators were being developed for the first time, we focused only on commercial buildings. We conducted exploratory research using methodologies such as focus group interviews and the analytic hierarchy process. First, the concept of the robot-friendly building was defined through focus group interviews, and the requirements were categorized by the appropriateness of operating facilities and systems and the appropriateness of architectural and robot operating systems and networks. Next, the relative importance of the evaluation items (23 items in total) was calculated using the analytic hierarchy process. Their average score of the marks was 4.4, and the minimum and maximum were 2.0 and 11.3, respectively. This study is significant because we collected the basic data necessary to develop a one-of-its-kind evaluation system for certifying the robot-friendliness of buildings using scientific methods.

Study on Shared E-scooter Usage Characteristics and Influencing Factors (공유 전동킥보드 이용 특성 및 영향요인에 관한 연구)

  • Recently, shared dockless e-scooter usage has rapidly increased, rather than the station-based shared mobility service, because of convenience. This transition leads to new social problems in urban areas such as increased traffic accidents and hindrance of pedestrian environments. In this study, we analyze the usage characteristics of shared e-scooters in Seoul, and identify factors influencing demand for shared e-scooters by developing a negative binomial regression model. As a result, the usage characteristics show that the average trip distance, the average trip duration, and the average trip speed were 1.5km, 9.4min, and 10.3km/h, respectively. Demographic factor, transport facility factors, land use factors, and weather factors have statistically significant impacts on demand for shared e-scooters. The results of this study will be used as basic data for suggesting effective operation strategies for areas with higher shared e-scooter demand and for establishing transport policies for facilitating shared e-scooter usage.

A Study on Water Cycle Recovery Rate Analysis according to Rainwater Management Goals (빗물관리목표에 따른 물순환 회복률 분석 연구)

  • 2022년 중부권은 집중호우에 의해 큰 피해를 입었다. 2022년 서울의 강수량은 1775.3mm로 30년(1993~2022년) 연평균 강수량(1429.6mm)을 상회하였고, 6월~9월에 1412.4mm로 약 80%의 강수량이 집중되었다. 또한, RCP(Representative concentrate pathways) 기후변화 시나리오에 따르면 2100년까지 강수량과 강우지속시간이 지속적으로 증가할 것으로 예측하고 있다. 뿐만 아니라, 도시화는 지속적으로 불투수면적을 넓히고 있어, 도시지역의 홍수피해는 점차 가중될 것으로 판단된다. 본 연구에서는 도시지역 불투수면적의 투수화를 통해 강수량을 지표하로 침투시켜 지표유출을 저감하는 방안을 연구하였다. 대상지는 부산광역시 신도시 개발지역으로 30년 강우자료를 이용하여 무강우 지속시간, 독립 강우사상의 구분, 강우사상의 지속시간 및 분포 등을 분석하여 빗물관리목표를 설정하였다. 해당 빗물관리목표를 만족시킬 수 있는 규모의 저영향개발 시설을 적용하였고, 도시지역의 개발 전, 개발 후, 저영향개발 기술 적용 후의 단계로 구분하여 모의분석을 수행하였다. 개발 전의 물순환 회복률을 100.0%로 기준을 설정하고, 모의분석 결과 개발 이후 38.1%로 물순환 회복률이 급감하였으나, 저영향개발 기술 적용을 통해 약 92.0%로 회복되는 것을 확인하였다. 이후 연별, 월별 물수지 분석을 통해 물순환 회복률과 지표유출 저감 정도를 비교 분석하였다. 이상의 결과를 통해 저영향개발의 적용으로 도시화와 집중호우로 인한 도시지역의 수해를 일부 저감시킬 수 있을 것으로 판단되고, 대상지역 개발 전의 물수지 상태 회귀를 통해 지속가능한 발전이 가능할 것으로 기대된다.

  • 도시재생종합정보시스템에서는 도시의 쇠퇴정도를 파악하고 그에 따른 도시재생사업을 수행하는데 있어 의사결정 지원과 관련정보 등을 제공해주고 있다. 본 연구에서는 도시재생 사업을 진행시키고자 했을 때, 쇠퇴 도시가 가지고 있는 도시잠재력을 평가하여 효율적인 도시재생 사업의 의사결정을 지원해줄 수 있는 도시잠재력 지표를 개발하였다. 또한, 도시 잠재력 진단을 위한 정보 프로세스 및 구현방안을 제시하였고 그에 따른 시스템을 구현하여 도시재생종합정보시스템에 연동하였다. 제시된 도시잠재력을 진단을 통하여 효과적인 도시재생에 필요한 사업 우선순위등에 활용을 기대할 수 있다.

Evaluating and Improving Urban Resilience to Climate Change in Local Government: Focused on Suwon (기초지자체 기후변화 대응을 위한 도시회복력 평가 및 증진방안: 수원시를 대상으로)

  • As the damage caused by the abnormal climate due to climate change is increasing, the interest in resilience is increasing as a countermeasure to this. In this study, the resilience of Suwon city was examined and the plan to improve the resilience were derived against climate impacts such as drought, heatwave, and heavy rain. Urban resilience is divided into social resilience (e.g. vulnerable groups, access to health services, and training of human resources), economic resilience (e.g. housing stability, employment stability, income equality, and economic diversity), urban infrastructure resilience (e.g.residential vulnerability, capacity to accommodate victims, and sewage systems), and ecological resilience (e.g. protection resources, sustainability, and risk exposure). The study evaluated the urban resilience according to the selected indicators in local level. In this study, the planning elements to increase the resilience in the urban dimension were derived and suggested the applicability. To be a resilient city, the concept and value of resilience should be included in urban policy and planning. It is critical to monitor and evaluate the process made by the actions in order to continuously adjust the plans.

A Study on the Development of Old Down-town Activation Indicator -Focusing on Improving Urban Resilience in the Old Down-town of Seo-gu, Incheon- (원도심 활성화지표 개발에 관한 연구 -인천광역시 서구 원도심의 지역 회복력 향상을 중심으로-)

  • This study was done to develop indicators for cities that can be used in the long term and in a sustainable manner. Activation indicators were developed to improve the resilience in the downtown area of Seo-gu, Incheon. Preliminary indicators were derived from prior studies on similar indicators of resilience for urban regeneration, and an expert opinion survey was conducted to analyze the suitability and importance of the indicators. Activation indicators were established for improving urban resilience in six areas: population stability, social inclusion, industrial diversity, local productivity, environmental sustainability, and social-based convenience. From 60 preliminary indicators, 42 indicators were selected through the expert opinion surveys for securing an economically active population, establishing a living infrastructure, improving the settlement environment, and upgrading industry to reflect the characteristics of the West, including industrial complexes. It was found that diversification is necessary. Further study is still necessary to improve the objectivity of the indicators and calculate a resilience index. The significance of this study is that it looks at quantitative indicators, complements other studies on regional decline diagnosis, and presents realistic alternatives suitable for domestic situations based on the concept of resilience.
