최근의 정보통신기술의 급격한 발전으로 인해 향후 도시를 건설할 때 도시운영 및 관리뿐만 아니라 도시민들이 향유할 각종 서비스에 정보통신기술 변화를 반영하여야 할 것이다. 행정중심복합도시를 건설하기 위해서도 이러한 정보기술의 변화를 전망하고, 이를 구현하기 위한 추진방안이 모색되어야 한다. 행정중심복합도시는 과거의 전형적인 도시개발방식에서 탈피하고, 새로운 방식과 모델을 도입하여 21세기의 모범적인 도시를 건설하는 것이 필요하다. 그리고 IT의 비약적인 발전에 따라 도시의 물리적 거리와 시간에 구애받지 않고 무한한 정보를 매체로 새로운 도시공간으로 구현되어야 한다. 또한 이러한 정보기술의 발전을 통해 행정중심복합도시의 가치를 높이고 새로운 비즈니스 기회를 창출할 필요가 있다. 이를 위해 본 연구에서는 u-행복도시의 비전을 '사람과 자연과 기술이 하나되는 세계제일의 지능정보도시'로 정의하고 이러한 비전을 토대로 행적 효율과 시민 편익이 제고되는 전자 행정중심 도시, 자연과 인간이 함께 하는 지능형 환경 도시, 시민 안전을 도모하는 첨단정보관리 도시, 사람과 사물이 연결되는 정보 네트워크 도시에 대한 구현방안을 모색하였다.

Due to rapid urbanization around the world, various social problems and side effects are occurring. Accordingly, the creation of smart city is being promoted to improve the quality of life of citizens and promote sustainable urban development. In Korea, visions and strategies for the creation of smart city have been presented for each ministry within the government. But they are proposed from the standpoint of each ministry, not from the national level. Therefore, it is necessary to establish a vision and core strategies at the national level. In this study, the problems of Korea smart city were derived, and a smart city vision was established as a solution. In addition, STEEP analysis was conducted through Korea and overseas smart city status analysis and literature review, and based on this, CLDs (Causal Loop Diagrams) were drawn up to derive major smart city strategies. The smart city vision and major strategies proposed in this study are expected to be helpful in setting the direction for future successful smart city creation.

Recently, a lot of local autonomous entities are promoting Ubiquitous City(U-City) Construction by integrating Information Communication Technology(ICT) with city development, and also internationally, a lot of cities are making efforts to develop U-City to intensify a city's competitive strength and improve life quality of city dwellers. In keeping with such a stream of the times, each local autonomous entity and project developer are developing a lot of methodologies to establish optimal U-City in corresponding cities and also inquiring into a variety of development procedures, such as connecting existing urban development methods with information establishment methods. The method used usually is to establish Information strategy Plan(ISP) for a city which will be developed through consulting in the stage of city development planning. ISP is to establish vision & strategy for building the ubiquitous city and is a methodology including city vision, strategy, goal, and implementation method, etc. However, due to a lot of variables, such as a variety of city environment, establishment period, budget, information technology, and etc., it is difficult to contain establishment plans for every occasion in a similar method, in reality. Therefore, it is naturally necessary to suggest plans for city vision & strategy, and selection of element technology/service. Thus, this paper suggests models for vision & strategy establishment of U-City and suggests Top-Down Approach and Bottom-Up Approach method as a plan for U-City establishment. In addition, this paper analyzes general promotion methodologies for constructing U-City and analyzes how these two strategic methods [Top-Down Approach and Bottom-Up Approach] for city vision establishment are composed in such a methodology, to define and analyze its constituent plan.

This study proposed how to identify window defects by using photos uploaded by occupants during the pre-handover inspection of mulch-family housing. A total of 1168 door images were acquired to generate training data and validation data. Subsequently, through the proposed algorithms, every pixel in images labeled a door was binarized using the OTSU threshold, and then dark pixels were identified as defects. Experimental results demonstrated that our computer vision-based defects identification method detects the door with a recall of 57.9%, and door defects with 63.6%. Although it is still a challenge to automatically identify building defects because of the distortion and brightness of photos, this study has the potential to support better defects management. Ultimately, the improved pre-handover inspection may lead to increased customer satisfaction.

지난 2003년 9월 13일 "전원.문화.국방의 모범도시"를 표방하면서 우리 지역의 숙원인 계룡시 승격이 이루어진 이후, 본원에서는 "계룡시정 발전방향 및 비전수립 연구프로젝트" 수행과 관련하여 북미지역 (미국.캐나다)의 명성 높은 국방도시에 대한 벤치마킹을 추진하였다. 여기서는 계룡시 발전전략에 적용 가능한 특징적 모습들을 일부 소개하고자 한다.
