도시$\cdot$주거정비법 문제있다

  • 오는 7월부터 ''도시 및 주거환경 정비법''이 시행되면 공동주택 시장은 크게 변할 것으로예상된다. 이 법은 그 동안 개발지상주의가 팽배해 있던 공동주택 시장을 성장관리 체제로 전환해 관리하겠다는 의도에서 출발했다. 이 법이 시행되면 향후 재건축사업은 도시계획 차원에서 관리가 가능해지고, 그 동안 수많은 사업추진 과정에서 나타난 비리와 잡음이 차단되는 등 운영관리 측면에서 긍정적인 변화를 기대할 수 있게 된다. 하지만 이러한 내부적인 변화에도 불구하고 도시 및 주거환경 정비법의 도입은 공동주택 시장에 여러 가지 문제점을 노출할 우려가 높다.

  • 국내 최초 공동주택 지역냉방 공급으로 주거문화의 질이 향상될 전망이다. 안산도시개발(주)는 지난 7월 안산시 사동에 위치한 푸른마을 3단지에서 지역냉방시설 준공식을 갖고, "국내 최초로 공동주택 지역냉방을 공급했다" 고 밝혔다. 안산도시개발은 이번 준공에 따라 안산지역에 지역난방 뿐만 아니라 공동주택에도 지역냉방을 공급하는 전국 최초의 공동주택 지역냉방을 도입하게 돼 주거문화의 질을 향상시키는 기반을 마련했다.

  • $\ulcorner$2000년 인구 및 주택 조사$\lrcorner$ 자료에 의하면 전체 가구 중에서 단독주택 가구가 40.38%, 공동 주택 가구가 58.79%를 차지하고 있다. 아파트, 연립주택, 다세대주택 등으로 이루어진 공동주택이 이제 우리의 일상적인 주거양식이 되었다고 할 수 있다. 다시 말해 공동주택 주거양식은 현대적인 생활양식으로 우리의 보편적인 주거형태이며 대도시뿐만 아니라 중소도시의, 심지어 면 소재지에 이르기까지 우리의 주요한 주거 공간이 되었다. 이러한 현대적인 주거 생활은 도시화의 상징이자 도시 생활양식의 확산에 있어서 중요한 기능을 하고 있다. 초고층 공동주택의 쓰레기처리 설비시스템

  • 도시로의 인구집중, 도시의 대규모화에 따라 고가의 부지에 대한 고밀도화가 요구되고, 주거부문에서는 그 대응 수단으로 초고층 공동주택의 건설이 증가 하고 있다. 부언하면, 대도시 도심부의 높은 지가 상황에서 가구당 건설비의 저감을 위한 고용적률화의 필요성, 새로운 도심지 주거스타일의 발생 및 그에 대한 대응, 도심지역 기능 재편 대책으로서 도심지역에 있어서의 상주인구 확보 등의 대응 수단으로서, 도시 주택의 한 타입인 초고층 공동주택 건설이 증가하고 있으며, 이러한 도심지 초고층 공동주택 건설의 기반에는 근년의 초고층 건설기술의 진보 및 발전이 있다는 것은 두말할 나위도 없다. 본고에서는 초고층 공동주택에 필요한 각종 설비시 스템중에서, 주거환경의 위생성및 쾌적성을 확보에 있어서 중요한 역할을 하는 쓰레기처리 설비시스템에 대하여 기술한다.

  • 1960년 이후 급속한 경제성장과 산업화에 따라 도시의 인구 집중과 핵가족화 현상으로 주택에 대한 수요가 증가하자 공동주택을 짧은 기간에 대량으로 공급하지 않을 수 없게 되었다. 이 결과 1995년 국내 통계에 의하면 도시주택 유형 중 아파트가 48.1%를 차지할 만큼 대표적인 공동주거 형태로 자리잡게 되었으며 가용택지의 부족은 이후로도 단독주택보다 아파트와 같은 공동주택 건설의 중대를 야기할 것으로 예상된다.

A Study on the Parking Supply and Management Strategics for Multi-Family Housing Sites (공동주택 주차공급 및 관리방안 연구)

  • The rate of automobile ownerships has been increased significantly in multi-family housing sites so that government has made new parking regulations increasing the rate of parking supply by the high demand of parking lots in multi-family housing sites. However, the new regulation of parking supply has several problems that it applies to only new multi-family housing sites and disregards to the locational distinctions around the sites. It also has reduced to the open spaces in the sites and increased the price of housing units especially to the small size units of multi-family housing sites by increasing the number of underground parking lots. Furthermore, the residents have not been equal opportunity to access their parking lots even though they have been charged to equal amount of financial burden for the construction of underground parking lots. This research aims to relieve above problems by analysing parking supply and demand management strategies both domestic and foreign countries, and suggest to new parking management system for multi-family housing sites in 21st Centuries. This research reveals that most of multi-family housing sites want to be applied 1) diverse parking supply regulations considering the locational distinctions of sites, 2) parking lot ownership programs, 3) charging parking fees to second vehicles, 4) increasing parking lots both in the sites and around the sites, 5) enforcing police power to the parking violation vehicles to their sites. Especially, the multi-family housing sites consisting of small & medium size of units and locating in small & medium size of cites strongly want to be accepted new Parking regulations considered their locational and social distinctions and applied police power to the parking violation vehicles in their sites compared to the other multi-family housing sites.

Analysis of Determinant Factors of Apartment Price Considering the Spatial Distribution and Housing Attributes (공간지리적 요인과 주거특성을 고려한 공동주택 가격결정 분석)

  • Because local cities are different from large cities, they need to reflect their own characteristics of housing market. Thus in order to obtain useful implications for the establishing sound housing market in Jinju City, this paper investigated the characteristics of spatial distribution and determinant factors that affect apartment price in Jinju City. GIS representation of the apartments showed that most of old and small apartments were built in 'land readjustment project' areas executed in 1970s. On the contrary, new and large scale apartment complexes were built quite recently and distributed in the western and southern parts of the city. Next, in order to examine the factors which affect apartment price, this paper subtracted firstly several variables from the related studies. However in order to avoid multi-colinearity, variables were summarized by means of factor analysis. Then, setting apartment price as a dependant variable, 12 hedonic price models were established with 33 independent variables. As results, building age, floor area, accessibility to university and hospital, accessibility to arterial road, and stair-type building were turned out to be significant. These results will be used in making the supply and allocation plan of urban facilities and housing. Finally as conclusions this paper emphasized the need of periodic analysis of local housing market and establishing detailed housing information systems.

  • In Korea, large.scale housing complexes and residential areas began to appear in urban regions through urban plan projects from the 1970s. In addition, with the increase in the percentage of apartments in developed areas, road traffic noise at roadside apartments was raised as a new problem. Furthermore, since the late 1980s, apartments, which had been no taller than 15 stories, have grown higher to 20-30 stories and recently 40.story or higher apartments are being constructed, and as a result, residences are growing denser and road traffic noise is increasing in urban areas. Thus, the present study made a noise map using variables 'traffic volume' and 'mean spot speed' among factors influencing roadside apartments, and examined the noise reduction efficiency of the variables. According to the results, traffic volume and speed limit were found to have an effect on a limited space, and the median bus lane system was found to have a slight effect on the roadside.

  • As apartments have been made into high-rise buildings, the residents in the buildings have become to enjoy the benefits. On the contrary, the users of buildings on the back have become to experience many problems in residential environments. This research studied on measures to improve height control systems focusing on the heights of apartments in order to figure out the impact of apartments on city scenery. This study concluded that, to solve these problems, a general system to control heights should be prepared to solve the problem of visual blocking and for apartment complexes or buildings in coastal areas, regulations for height controls suitable to them should be separately prepared thereby controlling systems related to height controls as a whole instead of those many different systems relating to heights.
