City-to-City Cooperation for the Megacity-Region Infrastructure and Planning (광역 도시계획 시설의 조성을 위한 국내외 도시 간 협력 방향에 관한 연구)

  • The City-to-City cooperation(C2C) in Korea has been made by economic needs based on industrial conditions. However, now it is necessary to cover environmental and social aspects as well as economic in order to respond to the realization of the international value, the domestic demands, and the changing comprehensive conditions. In particular, inter city cooperation is important because the efforts for solving environmental problems are impossible individually in each local government. In Korea, C2C have promoted in various ways by complex interests between cities. C2C build a creative environment by catalysis in the process of exchanges between different cities. And its purpose and the process and results appeared in environmental, social and economic sustainability of the green city. Therefore, this study analyze the C2C cases in Korea by pursuing value types. The purpose of this study is awaken to the importance of C2C and seek a direction for its successful realization and activation. The result of this study can be a guide for the success of C2C.

Specialized Industries and Industrial Connectivity of Cities in Yeongnam area: Analysis on the Basis of Network City Theory (영남권 도시들의 특화산업과 산업연계: 네트워크도시이론에 바탕을 둔 분석)

  • The capitalist economic process of glocalization and development of transportation and communication technology have led us to the significance of network city as well as concepts of global city, megacity region, etc. Network city theory pursues development of both individual cities and of the region of those cities through strengthening of mutual connectivity among them with specialized industries. On the basis of network city theory, this paper is to analyze specialized industries of cities and connectivity among them in the Youngnam region in S. Korea. It uses the methods of locational quotient, locational Gini coefficient, and shift-share method to analyze specialized industries of cities, and correspondence analysis, global and local Moran's I to examine connectivity among cities. As results, it can be identified that each city in the Youngnam region has its own specialized industries different from each others, but it seems not easy to grasp the overall extent of connectivity among them, partly because of the limitations of applied analysis methods and partly because of a lack of connectivity among cities themselves.

Inter-city Flight Connectivity and Polycentricity in the Yeongnam Region (영남권 도시 간 화물 연계성과 다중심성)

  • This paper reviews literature on urban connectivity, and reconsiders the concept of polycentric urban region and its analysis methods, and then, applying them, explores the inter-city flight connectivity and polycentricity in the Yeongnam Region. As results of analysis, it has been identified that the entropy index shows a relatively dispersing pattern of the urban network of the region, and that the dominance index reveals a more polycentric (that is, less hierarchic) character of the region than that of the Capital Region, while some differences are found among individual cities in the symmetry of connectivity and the dominance and/or dependence index. Even though flows of products in textile, basic metals, and automobile industries in sub-divisions of manufacture appear a pattern of concentring into the first central city, the urban network of the Yeongnam Region in general can be characterized as a polycentrism, and policy for polycentric regional development would be suggested.

Analysis on the Inter-Industry Network between the Service Industry in the Korean Capital Region and 10 Industrial Sectors in 20 City-Regions of China-Japan-Korea (한국 수도권 서비스업과 한·중·일 20개 도시지역 내 10개 산업부문과의 산업 간 네트워크 분석)

  • Considering the intensified ties between Korean service industry and the other industries in China and Japan, this study empirically analyzes the inter-industry network between the service industry in the Korean capital region and 10 industrial sectors in 20 city-regions of China, Japan, and Korea(CJK). Firstly, unit structures are constructed based on the estimated CJK interregional input-output tables to understand the production connection. Moreover, the reorganized unit structures are visualized as networks and examined from various angles. As the results of the analysis, the inter-industry network of the service industry in the Seoul Metropolitan Area is still mostly dependent on domestic industries, especially on manufacturing industry, while it shows the tendency to be weakly connected to the industries in Chinese and Japanese city-regions.

Promotion Strategies for Regional Industries in Relation to a New Innovation City in Korea : A Case Study on the Gyeongbuk Innovation City (혁신도시와 연계한 지역산업 육성전략 : 경북 혁신도시를 사례로)

  • This study aims to present promotion strategies for regional industries by exploring the ways to build industrial cluster focusing on regional strategic industries of Gyeongsanbuk-do(province) which are related to innovation city, by taking Gyeongbuk innovation city as an example. This study presented the methods for linking with innovation cities that focus on regional strategic industries, along with the analysis on the linkage between regional industries and public organizations relocated to local regions. As to the methods for the linkage, methods to build clusters based on the characteristics of each industry, such as electronic information device, new material parts, biological oriental medicine, cultural tourism, eco-friendly energy, etc, which are strategic and leading industries of Gyeongsanbuk-do(province), were presented. It was inferred that the industries which have achieved fast growth such as IT and BT industries, required mutually interconnected collaboration through geographical proximity among related subjects, while sectors with mature technologies, such as automative parts, machinery, steel industries, etc, were found to require more extensive infrastructures like the support of transportation and distribution for promoting current clusters.

  • With the rapid development of information and telecommunication technologies, the adoption of ubiquitous technologies is increasing for the realization of new effective u-City services. u-City is defined as a next-generation informatization city that can innovate a city's various functions, such as improving the welfare of the citizenry, ensuring safety based on systematic urban management, improving the quality of lives, and increasing convenience in city life, by merging cuttingedge information and telecommunication infrastructures and ubiquitous information services with urban space. There is therefore a need to recognize that a successful u-City implementation strategy involves developing the previous UIS into a ubiquitous technology-based UIS and integrating UIS's various urban informations with effective u-City services. In this paper, for UIS-based u-City implementation, the intelligent integration model of urban spatial information based on interoperability is proposed.

  • Ubiquitous city which was appeared since 2006 is defined as "The city provided the ubiquitous city service anytime and anywhere using ubiquitous urban infrastructure to improve the city's competitiveness and quality of life" under ubiquitous city construction law. To realize the ubiquitous city, the city has to be constructed efficiently based on the spatial information. And connection of information achieve effective synergy. In this study, applied multilateral analysis to spatial information and administrative information to implement u-service focused on MACCA(Multifunctional Administrative City Construction Agency). Study about main function and product data with connection process of Korean Land Spatialization System and administrative information System was performed. Also, details of u-service and method of acquiring necessary data were derived. In Addition, the information connection possibility for efficient u-service realization was suggested by linkage analysis method to utilize the related information infrastructure jointly.

Theory of Network city and perspective on development of the Yeongnam region (네트워크도시 이론과 영남권 지역의 발전 전망)

  • This paper is to provide some suggestions to complement and extend theory of network city, and to consider preliminarily its applicability for development of the Yeongnam region, exploring its normative implications for urban and regional policy and its significance of empirical research. In order to resolve some limitations and problems of network city theory and of empirical research, we need to reconsider systematically analysis methods, to extend indices of connectivity, to reconfirm normative characters inherent in network city theory, to suggest the constitution of cooperative governance, and to develop policies for embedding functional connectivity into internal community. In a preliminary analysis of Yeongnam region on the basis of network city theory, it is not clear whether the urban system of the region is entirely a type of network city, even though it seems to be close to network city. However, in order for the Yeongnam region to orient towards network city, we can point out importance of policy issues such as expansion of transportation and communication infrastructure, strengthening of economic connectivity, constitution of cooperative governance, and local embeddedness of functional network within the region.

  • 본 연구는 산지-도심-해안으로 연결된 해안도시의 지역적인 특성으로 인해 해일과 같은 조위 상승 원인이 침수 및 홍수 위험을 증가시키는 복합재난에 대응하기 위하여 실시간 침수 위험정보 확인 및 대응, 대시민 상황전파 등이 가능하도록 IoT 융합 침수 대응시스템을 개발하는 것이다. 또한, 침수 및 홍수방어벽 등의 구조적대책을 검토하여 실시간 IoT 융합 침수 대응시스템과 연계운영함으로써 해안도시의 시설 및 재산을 보호하고 시민의 안전을 확보하는데 기여할 수 있는 실증연구를 수행하는 것을 목표로 한다. 침수 대응을 위한 구조적 대책은 양산형 IoT 침수 및 하천수위 감지 장비, 센서 연동 침수 및 홍수방어벽, 복합재난알림 디스플레이 등의 개발이며, 비구조적 대책은 강우-하천수위-조위 실측자료기반의 머신러닝 침수위험 분석 모듈 개발, 수치모의에 의한 예상 침수심 및 침수위험지도 작성, 재난상황 전파 알림서비스 등이 있으며 개발된 시제품과 기술을 테스트베드에 적용하고 부산광역시에서 운영하는 재난상황관리시스템인 스마트빅보드(SBB, Smart Big Board)에 연계 및 탑재함으로써 향상된 침수대응 및 대시민 서비스가 가능한 시스템을 구축 및 실증하고자 한다. 센서, 통신, 자료연계 및 분석에 대한 IoT 융합 기술을 침수 대응 기술개발에 적극 활용하여 실측자료와 수치모의 분석 결과가 연계된 침수위험정보를 생산하고 실시간 대응이 가능한 효율적이고 실질적으로 피해를 저감 할 수 있는 기술을 개발하고 적용성을 입증한다면 국내외 해안도시에 확대 보급이 가능해져 침수 피해로부터 효과적으로 국민의 재산과 생명 보호할 수 있다. 또한, IoT 기술을 연계한 재난 모니터링 시스템의 확산으로 복합재난 대응 연구에 기여할 수 있고 상대적으로 실측자료 수집, 연구에 소외되어 온 소하천 등에도 적용이 가능하여 재난으로 인한 사회적 비용을 경감시킬 수 있을 것으로 기대된다.

  • 기후변화로 태풍, 집중호우 등의 발생빈도가 높아져 도시지역에서 홍수범람으로 인한 인명피해와 재산상의 손실이 반복되고 있으며, 이로 인한 사회기반시설에 대한 피해가 급증하고 있다. 따라서 이를 효과적으로 방어할 수 있는 구조적, 비구조적 내배수 홍수방어 대책의 수립이 시급한 실정이다. 도시유역에서의 침수피해는 내부배제 불량에 따른 내수침수가 대부분을 차지하고 있으며 효과적인 내수침수예측 및 홍수피해 저감을 위한 방재시스템 구축을 위해서는 내외수를 연계한 침수 예측 선진화 기술개발이 필요하다. 따라서 본 섹션에서는 레이더 및 위성 정보를 활용한 초단기 또는 단기 강우예측 기술개발, 하수관망 단순화 자동화 기술 개발, 베이지안 모형과 연계한 SWMM모형의 매개변수최적화, 내수침수 대응을 위한 동적의사결정 모형 등의 핵심기술을 통합한 내외수를 연계한 도시홍수예보시스템 개발내용과 실강우사상에 대한 적용성 검토 결과를 소개하고자 한다. 본 연구의 성과는 실시간 또는 예측강우분석을 통하여 돌발홍수로 인한 내수침수피해에 대한 골들타임을 확보하고 대피지구 선정 및 주민의 대피이동 정보제공 등 도시홍수로부터 발생하는 피해에 대한 최적화된 선제적 대응체계 구축에 활용도가 높을 것으로 기대된다.
