Officially assessed land price has been the index of South Korea since 1989 throughout different sectors of tax and welfare. Officially assessed land price is used as a tax valuation for the tax on property holdings, and the equity of such is the most important factor in the fair taxation for the people of South Korea. On this wise, this research analyzed and verified the horizontal and vertical inequity of officially assessed land price in Seoul by using the real transaction data between 2016 and 2018. In fact, Seoul's assessment ratio for the entire three-year period was 60.64% and it showed to increase each year. Horizontal equity was found to be most favorable in 2017, and the horizontal equity of each borough of Seoul appeared to improve each year. Vertical inequity was found to have reverse inequality in most boroughs of Seoul, however, some parts of Gangnam districts such as Gangnam-gu, Seocho-gu, and Gangdong-gu presented progressive inequality. Such example showed the need for improvement in terms of balance by each borough. The use of quantile regression demonstrated reverse inequality in most quantile, but, the differences in the value of the coefficient by each quantile showed the need for improvement of officially assessed land price with the equity of each quantile. Through the equity verification of officially assessed land price, it was analyzed that the lack of equity was found by year, by borough, and by use district. In order to redeem the lack of equity, the government must systematically supplement the real-estate disclosure system by initiating ratio studies to verify horizontal and vertical equity.

Many utility lines are buried underground to provide various functions of the city. Because historical records are not managed systematically, damage has occurred during excavation. In addition, the demand for an underground facility management system is increasing as the aerial underground project is progressing. By attaching an electronic recognition sensor to an underground facility, such as pipelines, the management history and site conditions can be carefully managed. Therefore, in this study, electronic recognition sensors, such as BLE Beacon, UHF RFID, geomagnetic sensor, and commercial marker, were tested to analyze the strengths, weaknesses, and field applicability through a pilot project. According to the limited research results collected through two pilot projects, the installation depth is most important to demonstrate the performance of the electronic reader. In addition, because it should be used in urban areas, the influence of environmental interference should be minimized, and there should be no performance degradation over time. In the case of the geomagnetic recognizer, the effect of environmental interference was large, and performance degradation occurred over time using the BLE Beacon. In the field situation, where the installation depth can be controlled to less than 40cm, the utility of the battery-free UHF RFID was the best.

In contrast to standard train tracks, tramlines are often set along public roads, with trams running among pedestrians and other vehicles. In some cities and towns, trams and buses share the same routes and stations. Under the current investment appraisal system, trams are classified into light rail when predicting traffic demand and calculating benefits, but in the case of non-capital areas, it is notable that the origin-destination and transit lines of buses are not provided in the Korea Transport Database distribution data. Due to this problem, it is difficult to reflect proper mode changing behaviors between route buses and trams. This study examines the impact on tramlines of bus routes that are not currently considered in non-capital areas. Following an analysis of the effect of tram projects according to whether bus routes are considered or not, an improvement in methodology is proposed. Through this study, it is expected that the investment appraisal system for the planning of new tramlines will be improved in the future.

The purpose of this study is to analyze the properties of previous studies related to vocations in the construction field. The results of the analysis are as follows. First, The paper has not been published at the beginning of the establishment of the academic foundation for vocational studies, but there was a marked increase over the next 15 years. Second, research related to vocations in the construction field has been more active in engineering than in social science. Third, the primary data method was used much more than the secondary data method, and the quantitative research method through a questionnaire was the most common research method. Fourth, human objects showed the highest frequency as 78.9%, and among them, technicians was the most. Fifth, as the research topic, psychological and behavioral aspects such as job satisfaction, job stress, turnover intention, and organizational commitment were dealt with most, and structural and environmental aspects such as national job competency standards, job analysis, construction accidents, and career development. It was also found that the topic of the research was actively being dealt with.
The purpose of this paper is to examine the determinants of public attitudes toward welfare spending in relation with the perception of welfare level. Data from the national survey of 'the SSK Good Government Research Unit' are used to perform a logistic regression analysis of the association between welfare attitudes and government perceptions, political orientations, and socio-economic backgrounds. The most prominent finding is that the determinants of welfare attitudes differ markedly between the two different groups of welfare perception. The empirical results say that persons living in a corrupt government tend to prefer welfare spendings despite having low level of welfare, and persons living in a unjust government tend to prefer welfare expansion because welfare level must be low. Persons living in a government of great capacity tend to have positive attitudes to welfare spending despite having a high level of welfare, whereas persons living in a government of less capacity tend to have negative attitudes to welfare expansion because the level of welfare is too high beyond government capacity. This distinction between the two perceptions of welfare level provides a systemic understanding of public attitudes toward welfare spending.

The purpose of this study is to analyze the compositions and characteristics in cultural programs of the 1988 Seoul Olympics and the 2018 PyeongChang Winter Olympic Games. A research method was considered the developmental aspects of Cultural Olympics in all-time Olympic Games and the cases of Cultural Olympics in a host country through a documentary research method. The compositions and characteristics in cultural programs of the 1988 Seoul Olympics and the 2018 PyeongChang Winter Olympic Games were diversely analyzed. The results are as follows. First, a concept of a cultural program was deepened and developed at the 1992 Barcelona Olympics. In the wake of the 2010 Vancouver Olympics, IOC published the Cultural Olympic Guide. Through the 2012 London Olympics, the Cultural Olympic Guide was revised. Second, the cultural programs of the 1988 Seoul Olympics and the 2018 PyeongChang Winter Olympic Games showed the characteristics of image change & status and of the international exchange strengthening in a host country and a holding city. Third, in terms of cultural programs, the 1988 Seoul Olympics comprised the celebrations, performances & exhibitions amid the Culture and Arts Festival, and the International Academic Conference. The 2018 PyeongChang Winter Olympic Games were composed of performances, exhibitions, festivals, humanities & experience, and educational events. Fourth, the 1988 Seoul Olympics included the key element of forming a program that equally has the characteristics with the harmony between tradition and modernity, with the promotion of the excellence in Korean traditional culture & the spread in a bond of sympathy, and with various cultures and arts in each region. Also, the 2018 PyeongChang Winter Olympic Games pushed ahead with the strategy dubbed 'The Olympics in which there is culture day after day, in which provincial residents participate, and in which the cultural heritage is left' in order to systematically expedite the cultural Olympics.

Public sports facilities, which have increased in number due to continued government attention and investment, are used by a large number of residents in the province. However, the safety management in some facilities is limited due to being carried out with reference to safety management standard manuals as a mere formality. The purpose of this study was to analyze the current safety management status of public sports facilities in Gangwon and to seek out a policy direction that can be used safely by provincial residents. To this end. the study made a comprehensive review of central government and Gangwon government policy trends in sports facility safety management in Gangwon along with actual cases, from which it made the following suggestions for policy directions. First, it proposed the designation and operation of specialized institutions using locally established development and municipal companeie,. universities and cooperatives. and the training and fostering of safety managers for sports facilities. Secod, it proposed the establishment of a foundation to promote a sport facility safety culture such as designation of and commendation for excellent facility safety management on the provincial level. holding case presentations on safety and responsiveness. sports safety experience plazas, sports safety classes, and cartoons for public relations. Third, it proposed setting the foundation for a safety management system that takes into account the greater quantity of leisure sports facilities compared to other cities and provinces. Fourth, it proposed the establishment of an institutional basis to establish support ordinance for sports facility safety management that meets the local conditions in Gangwon. Fifth, it proposed safety management measures for sports facilities at the central government level in parallel with a basic plan for sports facility safety management tailored to Gangwon that matches the conditions on the ground in the region.
The study aims to provide an academic basis for the preservation and restoration of abandoned paddy wetland and the enhancement of its carbon accumulation function. First, the temporal change of the wetlands was analysed, and a typological classification system for wetlands was attempted with the goal of carbon reduction. The types of wetland were classified based on three variables: hydrological environment, vegetation, and carbon accumulation, with a special attention on the function of carbon accumulation. The types of abandoned paddy wetlands were classified into 12 categories based on hydrologic variables- either high or low levels of water inflow potential-, vegetation variables with either dominance of aquatic plants or terrestrial plants, and three carbon accumulation variables including organic matter production, soil organic carbon accumulation, and decomposition. It was found that the development period of abandoned paddy analyzed with aerial photographs provided by the National Geographic Information Institute happened between 2010 and 2015. In the case of the wetland in Daejeon 1 (DJMN01) farming stopped by 1990 and it appeared to be a similar structure to natural wetlands after 2010 . Over the past 40 years the abandoned paddy wetland changed to a high proportion of forests and agricultural lands. As time went by, such forests and agricultural lands tended to decrease rapidly and the lands were covered by artificial grass and other types of forests.
This study examines changes in business survival rates in a gentrified commercial district by comparing early movers with late entrants. Using the Hongik University Commerical District, or Hongdae, as a case study, we adopt discrete-time survival analysis to compare survival rates between businesses established before 2000 (early movers) and ones established after 2000 (late arrivers). We compare the business survival patterns in a gentrified commercial district (experimental group) to non-gentrified commercial districts (control group) in Mapogu. We examine a survival-rate difference between early movers and late arrivers by different industrial categories. We finally examine a survival-rate gap between franchise and non-franchised businesses. The results show that the early movers have lower survival rates than the late arrivers in the gentrified Hongdae area, whereas there is no significant difference in survival rates between the early movers and the late arrivers in Mapogu. The early movers in daily-life-supporting businesses in Mapogu have even higher survival rates than the late-arrivers. In addition, franchised businesses have higher survival rates than non-franchised stores both in Hongdae and Mapogu. The results provide statistical and comprehensive evidence of the displacement of early movers at a more rapid pace in gentrified areas than non-gentrified aveas, which has been an anecdotal narrative.

The computerization project for underground facilities in Korea began in earnest after the city gas explosion in Seoul in 1994, and the Daegu subway explosion in 1995. As such a large-scale gas explosion accident caused enormous economic loss including human casualties and potential benefits, the need for computerized for efficient management of underground facilities was greatly emphasized in society. Meantime, computerization of underground facilities has been carried out according to the basic plan for building national geographic information system. In this study, problems were identified based on the current status of construction and management of underground facility information, as well as laws and regulations, and directions for establishing quality standards were presented. In addition, construction work standards such as 「Public Survey Work Regulations」, design standards, standard specifications, and technical specifications, gas technology standards, design standards, and communication works so that underground facility information can be linked and utilized in construction work by examining the linkage of the underground facilities, the targets that can be used for quality level information on underground facilities were derived, and a proposal to revise the construction standards was presented. In the future, if the quality standards are established, it is expected that the accuracy and utilization in the construction field will be increased.
