  • Based on the global smart city promotion trend, in 2018, the "Fourth Industrial Revolution Committee" selected "sustainability" and "people-centered" as keywords in relation to the direction of domestic smart city policy. Accordingly, the Living Lab program, which is an active citizen-centered innovation methodology, is applied to each stage of the domestic smart city construction project. Through the Living Lab program, and in collaboration with the public and experts, the smart city discovers local issues as it focuses on citizens, devises solutions to sustainable urban problems, and formulates a regional development plan that reflects the needs of citizens. However, compared to citizen participation in urban regeneration projects that have been operated for a relatively long time, participation in smart city projects was found to significantly differ in level and sustainability. Therefore, this study conducted a comparative analysis of the characteristics of citizen participation at each stage of an urban regeneration project and, based on Arnstein's "Participation Ladder" model, examined the level of citizen participation activities in the Living Lab program carried out in a smart city commercial area from 2018 to 2019. The results indicated that citizen participation activities in the Living Lab conducted in the smart city project had a great influence on selecting smart city services, which fit the needs of local residents, and on determining the technological level of services appropriate to the region based on a relatively high level of authority, such as selection of smart city services or composition of solutions. However, most of the citizen participation activities were halted after the project's completion due to the one-off recruitment of citizen participation groups for the smart city construction project only. On the other hand, citizens' participation activities in the field of urban regeneration were focused on local communities, and continuous operation and management measures were being drawn from the project planning stage to the operation stage after the project was completed. This study presented a plan to revitalize citizen participation for the realization of a more sustainable smart city through a comparison of the characteristics and an examination of the level of citizen participation in such urban regeneration and smart city projects.

  • Objectives: The purpose of this study was to identify and compare the difference and related factors with general characteristic and health behaviors, a experience of diagnosis and treatment of chronic diseases between rural and urban among elderly in Korea. Methods: We used the data of Community Health Survey 2017 which were collected by the Korean Center for Disease Control and Prevention. The study population comprised 67,835 elderly peopled aged 65 years or older who participated in the survey. The chi-square test, univariate and multivariate logistic regression analysis were used to analyze data. Results: We identified many significant difference of health behaviors, an experience of diagnosis and treatment with chronic diseases between rural and urban. Compared to urban elderly, the odds ratios (ORs) (95% confidence interval) of rural elderly were 1.136 (1.092-1.183) for diagnosis of diabetes, 1.278 (1.278-1.386) for diagnosis of dyslipidemia, 0.940 (0.904-0.977) for diagnosis of arthritis, 0.785(0.736-0.837) for treatment of arthritis, 1.159 (1.116-1.203) for diagnosis of cataracts, and 1.285(1.200-1.375) for treatment of cataracts. In the experience of diagnosis and treatment of chronic diseases, various variables were derived as contributing factors for each disease. Especially, there were statistically significant difference in the experience of diabetes diagnosis, arthritis diagnosis, cataract diagnosis and dyslipidemia except for hypertension diagnosis (p <0.01) between urban and rural elderly. There were statistically significant differences in the experience of treatment for arthritis and cataract (p <0.01), but there was no significant difference in the experience of treatment for hypertension, diabetes, dyslipidemia between urban and rural elderly. Conclusion: Therefore, it would be necessary to implement a strategic health management project for diseases that showed significant experience of chronic diseases with diagnosis and treatment, reflecting the related factors of the elderly chronic diseases among the urban and rural areas.

  • The city gas pipeline network is characterized by being widely distributed and hierarchically connected in a complex manner over a wide area. In order to monitor the status of the widely distributed network pressures with high precision, Multi-block PCA(MBPCA) is recommended. However, while MBPCA has excellent performance in identifying faulty sensors as the number of sensors increases, the fault detection performance deteriorates, and also there is a problem that the model needs to be updated entirely even if minor changes occur. In this study, we developed fault detectability index and fault identificability index to determine the effectiveness of MBPCA application block by block. Based on these indices, we distinguished MBPCA and PCA blocks and developed a fault detection and diagnostic system for the city gas pipeline network of Haean Energy Co., Ltd., and were able to solve the problems that arise when there are many sensors.

  • The purpose of this study is to identify the spatial system and characteristics of the urban center by deriving the boundaries of the urban center set in the urban basic plan for Busan Metropolitan City and diagnosing the role and status of the center. To this end, four indicators representing the characteristics of the center were selected through a review of previous studies, and the boundaries of the center were derived using spatial statistical techniques with strengths in geographical boundary analysis. Then, using the indicators of center characteristics and population potential functions, we diagnosed the influence and potential of each center in the spatial structure of Busan Metropolitan City. The analysis showed that the scale of the centers varies greatly, and the unutilized areas where commercial areas are not activated and the expansion areas that spread beyond commercial areas to residential and industrial areas are different for each urban center. The results of the potential measurement, which indicates the attractiveness of the center, also showed areas with strong and weak population potential. Therefore, systematic management and strategies based on the hierarchical characteristics and influence measurement results are needed to strengthen the function of urban centers. The results analyzed in this study can be used as a resource for responding to various urban planning needs and policy changes in the future, along with station area development plans and spatial innovation zones for building a sustainable urban growth system, balanced development, and strengthening the function of centers.

  • Although the efficient formation of urban space structure is a key factor in energy saving and environmentally-friendly aspect, the maintenance of the center and sub-center of the city that are key factors has been becoming increasingly difficult due to the variability and complexity of urban activities. In the case of Busan, amid the expansion of urban scale due to rapid economic development and overpopulation, systematic approaches to professional diagnosis and maintenance have been significantly insufficient - other than the city basic plan which has been conducted at an interval of 20 years. For the effective management of urban central area, systematic monitoring of the CBD through demand forecast and blight forecast at a city level must first be implemented. In order to fulfill this goal, this study is to figure out the current state of the CBD through the diagnosis on blight of the urban central area in the viewpoint of rehabilitation of the CBD and to propose the measures for practical utilization of the information about space for the further management of the central area of the city. For analysis, the study looks into the present state in terms of physical index, economic index, and social index. And then as a micro-approach by utilizing economic index, the study has thoroughly examined the economic blight of the Seomyun urban central area of Busan. The outcome of the analysis shows that in terms of population distribution and land utilization the area is in the stage of inefficient dispersion after having gone through the stage of suburbanization. It is expected that this study, as the material that proves the necessity of enhancing the function of the CBD, can propose the direction for the management of the urban center of Busan through blight prediction and management of the urban center and can provide the basic data for the long-term urban development that aims at the efficient strengthening of functions of the CBD.
