This study examines the emerging global city-regions theory and suggests its implications for regional development policy in Korea. Global city-regions defined as an economic and political organization of metropolitan regions or a new scale of urban organization with polycentric structure, is appreciated as a new regionalist model of development in the globalization era. In Korea, the application of global city-regions model is required particularly for strengthening the international competitiveness of metropolitan areas except the capital region including Seoul, and resolving inequalities between the capital region and non-capital regions. However, Institutional revolution including consolidation of Shi(metropolitan area) and Do(province), and devolution should be preceded above all things to develop metropolitan cities such as Busan, Daegu, Gwangju, and Daejeon toward global city-regions.

"건축도시공간이 우리에게 어떤 의미인지, 우리에게 어떤 건축도시공간 서비스가 필요한지 성찰을 통해 국민들에게 다시 공감할 수 있도록 설명해야 할 시점 아닌가요?" "대다수 국민들이 납득할 수 있는 설명을 제시하는 연구, 일상생활에 실질적 도움이 되는 공간 환경 서비스 연구를 전개해 정책활용도와 전략의 현실성을 구체화시켜 나가겠습니다." 환하게 웃는 표정 속에서도 단호함이 묻어나온다. 지난 5월 취임한 박소현 제5대 건축도시공간연구소장을 7월 25일 세종시에서 만났다. 앞으로의 연구소 운영계획 방향에 대해 듣기 위한 취지였다. 2017년을 기해 개소 10년을 맞은 건축도시공간연구소(이하 auri)는 다가올 새로운 10년을 준비하고 있다. auri는 건축서비스산업이 당면한 각종 현안에 능동적으로 대처하고, 국가건축정책의 싱크탱크로(Think Tank)로서 자리매김하고 있다. auri가 맡은 역할을 소개하면서, 박소현 auri 소장은 앞으로 "분야별 연계와 다학제 신기술이 기반이 된 연구와 사업을 추진하겠다"고 강조했다.

우리나라는 세계 최초로 유비쿼터스 도시(Ubiquitous City: U-City) 관련 법률을 제정하고 종합계획을 수립하는 등 스마트시티 관련 정책을 선도적으로 추진해 왔으며, 현재 스마트시티 정책은 스마트시티 국가시범도시 건설, 스마트 챌린지, 스마트도시형 도시재생사업 등 다양하게 추진 중이다. 본 연구에서는 최근 정보통신의 발달에 따른 디지털화 시대를 맞이하여 해외의 스마트정책 사례를 조사 및 분석하여 국내 도시문제 해결로 시민들의 삶의 질 향상을 위한 스마트시티를 구축할 수 있는 시사점을 도출할 예정이다.

This study aims to find implications for urban economic regeneration strategies of local initiative by analyzing of promoting regional strategic industries, both Seongnam and Goyang in terms of regional industrial policy, institution and specialized service agency. The main results based on the case studies are as follows. First, It is a top priority to formulate the policy direction, such as selecting strategic industries and prepare means for improving it. It should keep reliability and continuity for inducing economic units. Second, It is necessary to consider the effectiveness and diversity of institutions. The institutions to be formalized by municipal ordinance and rules for making the successful implementing system of policies. It is necessary to implement strategic industry policy linked with the central government or public organizations for expanding of a diversity of policies. It is necessary to change in viewpoint on the deregulation and tax break for the private sectors as inducements to achieve the regional economy activation. Third, It is necessary to introduce the specialized service agency to improve an effectiveness and efficiency of institutions and accelerate a network within economic units.

In 2010, Busan Metropolitan City established an organization dedicated to urban regeneration. The Sanbok Road Renaissance Project and Hope Village Project are representative urban regeneration projects. Busan Metropolitan City is a leading local government that has expanded community business through urban policies. This study analyzed the operational status and characteristics of community-based community businesses based in Busan Metropolitan City in the early stages of urban regeneration policy. As a result, the direction of community-based community business is 'community empowerment'. However, the project effects such as 'expansion of opportunities for local residents to help each other' and 'residents' understanding of the local community' were low. In order to operate a community business, it is important to secure sufficient business capital and secure necessary human resources. In order to revitalize community-based community businesses through urban regeneration policies, it is necessary to convert support into functional organizations of urban regeneration projects rather than expanding subsidies and expand opportunities for business participation.

This paper aimed to analyze the type of urban shrinkage over the past 20 years for four case cities designated as abandoned mining area promotion zones and present the direction of future urban spatial policies through the analysis of shrinking status. According to the analysis of urban shrinkage in the past 20 years, all of the case cities were analyzed as fixed-type shrinking cities, showing a population decrease of more than 30% over the past 40 years compared to the peak population. Despite the decrease in population, the designated area of urbanization and non-urban areas is increasing every year, and the development permit and construction permit in non-urban areas are also increasing, requiring efficient management and operation of urban space. It is necessary to study military-level cities in the high-risk phase of extinction in the future, and to develop various indicators for segmentation of urban shrinkage types and analysis of status by type.

박원순 서울시장 취임 이후 서울의 구석구석이 변하고 있다. 그 중 하나가 '상생의 주거공동체'이라는 목표에 걸맞은 실험적 형태의 주택들이 등장했다는 것이다. 거대한 개발논리에 의해 도시가 좌지우지되는 시대를 넘어 시민이 만들어가는 도시, 개인의 삶을 담는 그릇으로서의 건축, 공동체를 기반으로 거주자가 만들어가는 주택의 시대가 온 것이다. 그리고 그 중심에는 서울시 주택정책을 총괄하고 있는 진희선 실장이 있다. 진희선 실장을 만나 서울시의 도시재생과 주택정책에 대해 들어보았다.
