이르면 내년부터 지방자치단체가 직접 재개발.재건축 정비계획을 수립하고 비리로 처벌받는 건설업체는 재건축.재개발 사업 입찰자격이 제한된다. 그 대신 조합원들의 자금 부담을 덜어주기 위해 사업초기 단계에 도시.주거환경정비기금이 지원되고 재정비촉진지구에서는 시공사를 복수로 추천하는 경쟁방식이 도입된다. 정부가 올 가을 정기국회에 제출할 도시 및 주거환경정비법, 재정비촉진특별법의 개정 방향을 알아본다.

서울의 강북 재정비촉진지구가 확정됐다. 그 동안 서울시가 조례로 시행해오던 뉴타운 사업을 건설교통부가 지구로 지정한 것. 지구로 지정된 곳은 앞으로 대량으로 아파트가 공급되고, 층수 제한이 풀리는 등 개발에 가속도가 붙을 것으로 예상된다. 기대감이 커지고 있는 도시 재정비촉신지구를 돌아보고 향후 시장을 전망했다.

In this study, we try to select the sites and set the boundary in the Improvement Promotion Project as a case analysis of Busan Metropolitan City Area. Specifically speaking, we build the database of the city improvement promotion project area, spread out collectively in the Busan City, select the possible sites recommended by the basic units of local government, and analyse these sites through applying our physical standards. The result is as follows ; The degree of advancement and driving willpower from the basic units of local government are largely effective on the improvement project, but in terms of accessibility, decrepitude, and development density, there are relatively negligible differences among the possible sites.

As We experienced the onrush of industrialization, unplanned cities that had been grown rapidly are declining. The Urban Redevelopment is an alternative which is physical and functional improvement of declined cities. It has many types of undertaking by related law in Korea. But this undertaking has a problem. Whole designated district is separated several zones. And these zones are managed individually Therefore it has a difficulty to achieve overall goal of the urban redevelopment. The Urban Redevelopment should be managed over all. So we suggest application possibility of Program Management in Urban Redevelopment.

After announcing a special law for promotion of urban regeneration, urban regeneration project expand a scale. The urban regeneration project is purposing of increasing the public well-being and elavation quality of life citizen. But it is comprehention the making many conflict in phase of project promotion. A project is taken participation many stakeholds. So it is generated a multiplicity of conflict. It is survey placing an example of conflict to basis of paper news. So an example of conflict is studied total 44. Among of them, phase of project operation and management disposial was occupied to many ratios. The participation of the residents made only to specify the project district. What doesn't reflect the opinion of residents cause of after approved to specify It is classified those conflicts by procedure to study. It will make reduce the government role and between the residents and contractor will enable coordination comment in way to resolve conflicts between the subject's participation. That is to say, reflection the opinions of residents to actively of way is presenting variation of the process and change in the choice way of construction company.

This study is carried out in order to suggest the effective method to enhance the resettlement of natives for re-maintenance promotion district of Asansi. This study is carried out through current status survey, native survey, and examining related laws, and the result of study is as follows. First, as a result of examining the intention of resettlement for the residents and merchants who live in the project district, 84% of residents and 80% of merchants wish to resettle. Second, in order to enhance the rate of resettlement, driving project to satisfy the demands of residents and merchants is needed. For this, house supplying policy and complex design technique for corresponding this tendency is needed because they prefer to live a single houses or housing attached to shopping street of 100 million won valued below as well as apartments,. And new types of business which can activate the function of the old city are needed, but making commercial space where current merchants can constantly do business activities is demanded. Third, the expansion of urban regeneration concept which have economics, society, culture, welfare and community as well as physical environment improvement are emphasized is needed. Fourth, the role of government for urban regeneration should be strengthened, and institutional improvement should be supported. Government needs to constantly support including financial supporting in order for the regeneration of regional city, and especially should scout for the policies which community can be maintained and should support first. For this, utilizing public lands inside project district into leading project, government should utilize into "constructing rental houses for natives", inducing the leading key facilities. Fifth, various plan techniques for the resettlement of natives of other advanced countries should be examined and be achieved.

저층 노후 주택이 빼곡히 들어서 있는 장위뉴타운에 대한 개발 기대감이 높아지고 있다. 장위뉴타운은 지난 9월 신길뉴타운, 종로 세운상가 일대와 함께 ‘도시재정비촉진특별법’에 따른 시범지구로 지정돼 사업에 한층 탄력이 붙고 있다. 서울시 16개 뉴타운 중 면적이 가장 넓은 장위뉴타운을 찾았다.

This study analyzed the urban structure of Jinju city where urban doughnut phenomena, development of new town at suburban zone and establishment of innovation city appear. The sphere of this study was set limit to Jinju's dong area due to taking the limitation of data. Multivariate analysis was done by using 24 variables to classify into seven clusters(CBD, Industrial Area, Residential Area etc). We studied regional condition and problems at the relation between analyzed regional features of this study and development principles at the upper planning. Jinju city needs urban redevelopment, reconstruction works and redevelopment promotion project for urban outworn zone in view of the regional conditions to innovate outdated city image and restore western Gyeongnam as a central city and also they should promote innovative city that is progressing now and construction of new town that is linked with Sangpyeong industrial complex removal as well as the whole Chojang-dong zone. In conclusion, this study will help to understand regional phenomenon like regional development project and urban management.

The Urban Regeneration can improve physical, environment, economy, life and culture of retarded urban area to recover vitality and to recreate residing environment having competitiveness. This study constructed buildings database to investigate deterioration of buildings of each dong that was minimum administrative region classified for administrative convenience, and spatial structure analysis for Urban Regeneration in Busan. Legal standards have not been established yet. Therefore, the study conducted quantitative analysis based on the Law of Urban and Dwelling Environment Improvement as well as the Special Law of Promotion of Urban Reorganization to find out problems of existing legal systems and to make use of investigation results as basic material of Urban Regeneration project in the future. And, the study investigated physical deterioration of buildings, and characteristics and types of the variables such as population, welfare, business entities at each dong, that is to say, basic administration unit of the government through Factor-Analysis.
