2014년 8월 25일 시간당 130mm 이상의 폭우로 인하여 부산시 중구를 제외한 부산 전역에 걸쳐 인명 및 막대한 재산피해가 발생하였다. 이는 부산광역시의 지형특성상 고지대에 주택 등이 조밀하게 개발되어 불투수층의 증가 및 배수처리의 한계로 침수지역이 다량 발생하였고, 절개지 및 옹벽 등이 많은 지역, 소하천 및 산업단지 조성 후 지반이 약화된 지역 등에서 주로 피해가 발생하였다. 따라서 부산지역에서 도시홍수로 인한 막대한 피해를 입은 기장군과 부산광역시 일부 유역에 대하여 홍수 예보 시설을 설치 운영하기 위하여 체계적이고 효율적인 재해관리 방안을 마련하고자 하였다. 재난취약지역으로 선정된 기장군 일대와 부산광역시 일대의 총 10개 지점(14개소)에 대하여 현장 조사를 실시하여 수위관측시스템 설치를 위한 적절 지점을 선정하였으며, 이를 바탕으로 각 지점에 대하여 수리모형(HEC-RAS)을 구축하였다. 수리모형에서 산출된 결과를 바탕으로 도시 하천의 현실에 맞는 홍수 예 경보 발령을 위한 각 각의 4단계 기준수위(둔치위험 수위, 주의보 수위, 경보 수위, 하천범람 위험 수위)를 산정하였다. 그리고 각 지점별로 산정된 단계별 기준 수위를 이용하여 재난취약지역으로 선정된 기장군 6개 지점과 부산광역시 4개 지점에 대하여 "홍수 예 경보 발령을 위한 기준 수위 산정 결과"를 도출하였고, 위 결과를 바탕으로 부산광역시에 홍수 예 경보 발령을 위한 시스템을 구축하여 도심 재난 예방에 활용하도록 하였다. 또한 위 지점에 대하여 지속적인 하천 정비 등의 사후 관리 방안을 제시하였으며, 향후 부산광역시의 다른 재난취약지역에 대하여 보다 개선된 홍수 예 경보 시스템을 구축하여 현재 국가하천에 대하여 시행되고 있는 홍수 예보와 같은 재난 예방 시설의 구축과 국민의 생명과 재산을 보호할 수 있는 체계적인 대응 방안 마련에 기여하고자 하였다.

This study analyzes the influence of the construction of a high-speed railroad on territorial organization in France. After development of a new transportation network, the French territorial organization has been largely modified. Many economic urban areas are modified by their position in the territorial hierarchy according to their condition of connection with the TGV network. At first, spatial convergence is the most important effect of the TGV network construction. Second, the development of a transportation network concentrated in the Paris area has influence as an intensified factor on metropolitan areas and as a weakening factor on middle- and small-sized cities. Thus, this system has risk in increasing territorial imbalance in France. Third, to implant an economic activity zone around new TGV stations, a new town or a new economic center starts to develop. This is going to grow into a second core outside of the old city center so that regional spatial organization is transformed from a mono-polarized(mono-centric) organization to a multi-polarized(polycentric) one. Lastly, the integration of the EU railroad system enhances the concentration of economic activity in European metropolitan areas as each metropolitan area tries to develop more competitive space for its rising position in the global urban hierarchical system.

도시철도유지보수 정보화시스템 구축의 일환으로 3차원 형상정보화를 구축하여 사용자의 편리와 유지보수시 안전성을 향상하고자 시스템을 개발한다. 본 연구에서는 3차원 형상정보에 대한 자료 검토와 적용가능성을 검토하고 시작품을 개발한다. WEB기술의 발달로 더욱 형상정보에 대한 필요성이 제기되었고 유지보수작업과 작동원리 더 나아가 공학적 요소까지 적용하여 도시철도의 안전과 유지보수 비용을 절감하게 될 것이다.

Cities in the world are rushing to develop smart cities to create a sustainable and happy city by solving many problems in cities using information and communication technologies such as big data and IoT. However, in Korea's smart cities and smart city certification systems, the focus is on platform-oriented hardware infrastructure, and the information security aspect is first considered to build and authenticate. It is a situation in which a response system for the risk of leakage of big data containing personal information is needed through policy research on the aspect of personal information protection for smart city operation. This paper analyzes the types of personal information in smart cities, problems associated with the construction and operation of smart cities, and the limitations of the current smart city law and personal information protection management system. As a solution, I would like to present a model of a personal information protection management system in the smart city field and propose a plan to strengthen personal information protection through this. Since the management system model of this paper is applied and operated in the national smart city pilot cities, demonstration cities, and CCTV integrated control centers, it is expected that citizens' personal information can be safely managed.

도시생태환경복원을 위한 녹지기본계획에서 취급되어질 수 있는 녹지유형 구분에 관한 한일비교연구로, 한국의 환경부, 서울시, 울산시의 계획과 일본의 동경도, 오사카부, 아오모리현, 효고현, 가나가와현, 요코하마시의 녹의 기본계획을 참고로, 녹지공간의 구분기준에 대한 고찰을 행하였다. 그 결과내용은 다음과 같다. 한국에서의 녹화공간의 구분은 녹지 공간배치를 중심으로하는 시점에서의 공간 구분을 행하고 있어, 공간 위계질서 체계를 구축함에 유용한 구분으로 되어있다. 이와 달리, 일본에서의 녹화 공간구분은 관련법규와의 연계성을 고려한 행정적인 시점에서의 공간 구분을 행하고 있어, 실현성 높은 공간 구분으로 행정적인 관리체계에까지 일괄적인 연계가 가능하도록 고려되어 있다. 또한, 도시공간의 동일한 지역구분을 하고 있으나, 그 지역 내의 특성을 살릴 수 있도록 세부지역을 구분하여 지역성을 남길 수 있는 유연성을 갖고 있다. 이와 같은 점을 종합적으로 검토한 결과. 비록 법적인 체계 정립이 미비한 한국이지만, 녹화의 계획적인 면보다는 행정적으로 실질성을 가질 수 있는 녹지계획의 관련법규 및 규제 등을 고려한 공간유형구분이 보다 유용하다는 것을 시사하고 있다.

최근 전 세계적으로 문제가 되고 있는 지구온난화의 주범인 탄소 배출에 대한 규제 움직임과 더불어 미래도시철도는 저탄소 녹색교통수단으로 다시금 각광받기 시작하고 있다. 그러나 철도수단 자체의 태생적인 단점과 장기간에 걸쳐 건설되는 인프라와 막대한 투자비용은 철도 투자확대에 여전히 걸림돌로 작용하고 있어 미래도시철도 중심의 교통체계 구축을 위한 획기적인 대안이 절실한 상황이다. 이에 컴퓨터 시뮬레이션으로 배선 설계, 차량운행, 유지보수 등 건설하려는 미래도시철도 시스템을 모델링하고, 단기/중기/장기 예측 및 효율성 분석하여 막대한 투자비용을 절감할 수 있는 미래도시철도 시뮬레이션을 통한 비즈니스 모델을 제시하려고 한다. 본 논문의 구성은 서론에서는 연구 배경 및 필요성, 연구범위에 대해 살펴본 다음, 본론에서 미래도시철도 시뮬레이션, 녹색 성장 비즈니스 모델, 사례연구 결과에 대해 설명한다. 끝으로 미래도시철도 시뮬레이션을 통한 녹색 성장 비즈니스모델의 기대효과에 대해 설명한다.

This study attempts to establish sewerage underground facility map using aerial photograph with high readability and accessibility as an alternative of digital map and compilation cadastral map. A study on utility and consistency of established sewerage underground facility map in line with the current continuous cadastral map of underground facility was carried out. If underground facility map is established and utilized by converging digital image and compilation cadastral map, various spatial information analysis and systematic and integrated information utilization is available. The drawing of underground facility map using aerial photograph in this highly information-oriented society shall play a role in basic map for integrated control as an alternative of problems in the current drawing and designs created and managed by controlling institutions. In addition, the information of sewerage underground facility map using aerial photograph shall be used for establishing systematized urban planning and control.

This study is significant by suggesting the plan of urban regeneration strategy, selection of vitalization area and build basic DB for establishing a plan of urban regeneration vitalization and draw measures to evaluate and monitor as urban regeneration project is promoted in earnest. For the process of study, basic DB and evaluation monitoring index were examined based on collaboration proposal of 13 leading areas and (the agenda of) the plan of urban regeneration vitalization in 4 areas(Seoul, Changwon, Busan, Yeongju). This study can be concluded as follows; First, general information system which can support regeneration strategy vitalization plans for smooth promotion of the project and manage regeneration vitalization project and all kinds of city maintenance projects systematically are necessary. Second, monitoring of regeneration project should be firstly institutionalized. thrid, it's necessary to secure that city or county foundational management plan and the relations during the establishment of strategic vitalization plan. Finally, it's necessary to introduce and evaluate modularized plan suitable for Bottom-up regeneration project.

최근 국내에서 저렴한 건설비 및 교통약자들에게 대중교통서비스 제공이 가능한 저상트램에 대한 관심이 많아지고 있으며, 자연환경을 보호하고 도시의 교통을 체계적으로 구축하기 위하여 저상트램에 관한 적용 가능성을 검토하고 있다. 전주시, 울산광역시 등에서 트램 도입에 대한 관심을 보이고 있으며, 본격적인 건설에 착수한 국내의 기관은 없지만, 2012년 여수 국제엑스포에 신교통수단으로서 무가선 하이브리드 저상트램을 기본 운행시스템으로 선정하여 운행될 예정이다. 저상트램시스템은 승객의 안전 및 보행자의 안전 측면에서 1인 유인운전으로 운영되지만, 기존 도시교통시스템과의 간섭과 도로교통신 신호시스템과 연계가 필수적이다. 따라서, 본 논문은 한국형 저상트램의 신호시스템 기본구축 방안에 대해 다룬다.

This paper shows a case study on the design of the schema of the information DB of the City-Train Standardization project. The process used in this case is : Database development, Schema design, and cross referencing of the data with the work process items. The DB and the schema was implemented using computer aided systems engineering tool Cradle■. We expect that the user can find the data and the related information very easily, quickly without omission.
