Analysis of Spatial Crime Pattern and Place Occurrence Characteristics for Building a Safe City (안전도시 조성을 위한 범죄의 공간적 분포와 도시의 장소별 발생특성 분석)

  • The purpose of this study is to examine the possibility of crime prevention in consideration of urban physical environment by analyzing the spatial distribution characteristics and pattern using actual crime occurrence data of the case city. The crime data was rebuilt by transforming them into geographic information system to analyze the spatial aspect of crime occurrence. The findings are as follows: a change from 2008 to 2011 is indicated with similar trend. But the local movements of crime hot spots are found. Moreover crimes were happening along the roads in linear pattern rather than inside of blocks in commercial area. This indicates the importance of environmental improvement of roads and open spaces. In addition it was found that the crime occurrence in a dangerous district can be reduced and prevented through the physical environment design and urban planning. The findings will contribute to promoting fundamental crime prevention as the physical environmental improvement in a city and to building a safe community as its result.

The Analysis of the Relationships between Physical Safety in Urban Spaces and Aging in Place (도시공간의 물리적 안전과 노인들의 계속 거주와의 관계분석)

  • Purpose: This study is the analysis of the relationship between the physical safety of the urban spaces and the aging in place tendency of the elderly. Method: For analysis, the physical safety of the urban space is divided into four elements: outdoor space and building safety, pedestrian safety, transportation safety and living safety, and for aging in place, the 5-point Likert scale was used. A questionnaire survey was conducted for 411 elderly people aged 65 or older living in Seoul for each of the five urban community in Seoul. Results: 78.6% of the respondents answered that they are good at continuing to live in the present living area, the elderly living in Seoul has the high tendency of aging in place. The ratio of respondents who answered that good at living continuedly is in the order of southeast, northwest, southwest, northeast, and downtown. Conclusion: When the percentage of respondents who answered that they are good at staying in the current living area is high, not only the overall physical safety but also the average of the physical safety factors of the urban space are also high, physical safety of urban spaces is a factor affecting aging in place. Based on the results of the study, it can be applied as a method to create a safe city in the process of city development or urban renewal in the future.

  • 최근의 정보통신기술의 급격한 발전으로 인해 향후 도시를 건설할 때 도시운영 및 관리뿐만 아니라 도시민들이 향유할 각종 서비스에 정보통신기술 변화를 반영하여야 할 것이다. 행정중심복합도시를 건설하기 위해서도 이러한 정보기술의 변화를 전망하고, 이를 구현하기 위한 추진방안이 모색되어야 한다. 행정중심복합도시는 과거의 전형적인 도시개발방식에서 탈피하고, 새로운 방식과 모델을 도입하여 21세기의 모범적인 도시를 건설하는 것이 필요하다. 그리고 IT의 비약적인 발전에 따라 도시의 물리적 거리와 시간에 구애받지 않고 무한한 정보를 매체로 새로운 도시공간으로 구현되어야 한다. 또한 이러한 정보기술의 발전을 통해 행정중심복합도시의 가치를 높이고 새로운 비즈니스 기회를 창출할 필요가 있다. 이를 위해 본 연구에서는 u-행복도시의 비전을 '사람과 자연과 기술이 하나되는 세계제일의 지능정보도시'로 정의하고 이러한 비전을 토대로 행적 효율과 시민 편익이 제고되는 전자 행정중심 도시, 자연과 인간이 함께 하는 지능형 환경 도시, 시민 안전을 도모하는 첨단정보관리 도시, 사람과 사물이 연결되는 정보 네트워크 도시에 대한 구현방안을 모색하였다.

Relationship between Spatial Inclusivity and Social Participation According to Degree of Disability (장애 정도에 따른 공간적 포용성과 사회참여의 관계)

  • The purpose of this study is to conceptually define "spatial inclusivity" and empirically examine the impact of disability severity and spatial inclusivity on social participation among individuals experiencing physical discomfort. The social and spatial environment of the residential area is crucial for individuals with disabilities who face limited activity range and complex barriers due to physical constraints. In this study, spatial inclusivity from the perspective of people with disabilities is defined as establishment of equal relationships with non-disabled individuals within the local community, as well as the availability of basic facilities and services in a safe urban space that allows for access and utilization. This concept consists of three dimensions: individual networks, social environment, and physical environment. The physical environment encompasses safety levels, natural environment, living environment, public transportation conditions, medical services in residential areas. We used the 2019 Community Health Survey to examine the relationship between disability severity, spatial inclusivity, and social participation using a two level regression model. The findings are as follows: Firstly, personal relationships at the individual level and the physical environment at the local level have a positive impact on social participation. Secondly, when identifying dividing the physical environment into five sub-factors, no significant influence of individual factors is found. Thirdly, trustworthy and friendly social environment at the local level has a negative impact on social participation. These results provide empirical evidence that spatial inclusivity has an effect on the social participation of individuals with disabilities and suggest implications for urban planning to create and enhance conditions for the social participation of individuals with disabilities.

A Study on U-Service for Security in U-City Newtown Planning (신도시계획의 계획지표를 반영한 U-City의 U-방범서비스 개선방안 연구)

  • This study started with necessity of historical spatial planning skills in U-city planning. Though U-city technology and information are very important, U-city development should be considered on the base of various experience of spatial planning. This study explored spatial planning indexes change in the recent newtown plans. In particular, safety and security were intensively analyzed. In addition, many theories on safe urban space, ubiquitous technology, traditional defensible space, and CPTED (Crime Prevention through Environmental Design) are compared. The findings are as follows. First, each planning is not integrated and there is lack of network among each planning. Specifically, from the crime prevention perspective, there is only mechanical monitoring such as CCTV without architectural approach. Even though CCTV is social needs, it is necessary to adopt it with architectural environment in order to improve the synergy effect of spatial planning and non-spatial planning.

A study on evaluation of physical safety factors for the Age-Friendly City - Focused on Five Urban Communities in Seoul - (고령친화도시 조성을 위한 물리적 안전요소 평가에 대한 연구 - 서울시 5개 생활권역을 중심으로 -)

  • The purpose of this study is to identify the physical safety factors and indicators needed to create an age-friendly city where elderly people can live safely and continuously in the era of aging and to evaluate the differences between the five urban communities. For the study, AHP analysis was conducted to calculate the importance of factors and indicators, based on a checklist was made this. A questionnaire survey was conducted on the degree of physical safety perceived by the elderly people aged 65 and older living in Seoul, the difference between the five urban communities in Seoul was confirmed. The research finding are summarized as follows: The score of evaluating grade was the highest in the northwest, northeast was the lowest followed by the northwest, downtown, southeast, southwest, northeast. Among the physical safety factors, the safety of outdoor spaces and buildings was the highest in the downtown and the lowest in the southwest. On pedestrian safety, the downtown was the highest and the lowest was northeast. Regards to the transportation safety, the northwest was the highest and the northeast was the lowest. Housing security was the best in the northwest and the lowest was the northeast.

The Impact of Comfort of built Environment and Microclimate on Outdoor Activities in Urban Space (건조환경의 쾌적성과 미기후가 도시공간의 외부활동 지속에 미치는 영향 분석)

  • This study aimed to examine the influence of physical environment, microclimate, and comfort on sustaining outdoor activities. This study has identified the main factors that influence sustaining outdoor activities as physical environment, comfort in the physical environment, microclimate and microclimate comfort. For analysis, the study conducted the investigation on pedestrian walkability during spring, summer and winter of the year 2017. The microclimate levels were also recorded at the same time. The method of logit regression analysis was used to analyze these outcomes. The result showed that the comfort and safety of the physical environment as well as the ideal climatic conditions, in terms of temperature, wind level, and solar insolation, were related to sustaining outdoor activities. Also, walking and shopping in the physical and climatic environment were the factors that were found to be more influenced than the act of remaining in a place and forming conversations.

  • Pedestrian environment not only affects the quantitative degree in pedestrian movement, but also an impact on the local economics and environment that speaks within the greater dialogue of the qualitative life in an urban context. Recent urban planning issues have matured from a linear street development to a conversion of pedestrian friendly streets that synchronizes the entire pedestrian movement structures as a whole. Subject cases, Myung-Dong and Kwanchul-Dong, were selected from time regulated pedestrian streets in Seoul. Analysis of these streets was done through field studies and interviews. From the research, the outcome was helpful in providing the developers a greater perspective with the pedestrian movement structure that is not confined to a certain parameter, but in a larger scale within the urban environment. It was also useful in justifying ambiguous locations of pedestrian-only streets and crosswalks. Also, It aided in planning optimal scheme that concurs with the predictable pedestrian movement.

  • Recently, in contemporary society, because of the international economic crisis and the increase of unemployment, there are dangerous crime elements that threaten the safety of citizen. The Safety from the crime is important as much as existence of need. Therefore, in order to make the safety of community, the government needs to make the best effort. In everyday life, crime is the fear of the target. Therefore, if the government can not solve the crime problem, the quality of citizen's life can not improve. In order to safety of community, this study is the one of the crime prevention diagnosis about shopping district and shopping mall. Also, this study can apply to the policy. If this study can apply to the policy, the safety of citizen's life will be protecting. The content of this study consist of introduction in chapter 1, theoretical consideration in chapter 2, foreign crime prevention diagnosis evaluation in chapter 3, crime prevention diagnosis in chapter 4 and conclusion in chapter 5.

  • 안전한고 쾌적한 보행환경을 조성하여 보행 교통을 활성화시킨다면, 자동차의 사용이 줄게 되고 자동차의 유해한 배출가스로 인한 공기 오염 및 소음 등을 낮출 수 있을 뿐만 아니라 도심부의 미관 증대, 역사적 구역의 보존, 물리적인 도시 이미지 향상 등의 효과로 도심기능의 활성화에 기여할 수 있을 것이다. 이와 같은 보행통행의 중요성을 인식하여 안전하고 효율성 있는 보행동선을 조성할 필요가 있다. 그러나 상당수의 종합병원과 같은 공공성을 띤 건물들은 대부분의 보행자가 보행동선을 이용하여 건물에 접근하는데도 불구하고 차량을 중심으로 동선이 운영되고 있는 실정이다. 차량위주의 동선 체계는 보행 통행자로 하여금 차량통행으로의 전환을 유도할 가능성이 있어 이에 대한 대책이 필요하다. 본 연구는 분석대상으로 차량과 보행자에게 동등하게 접근의 용이성을 제공해야 하는 광주시의 4대 종합병원을 대상으로 보행자 집단에게 가해지는 저항이 구체적으로 얼마나 심각하며, 그 원인은 어떠한 물리적 조건에 의하여 발생하는지 알아 보았다. 보행저항을 파악하기 위한 지표로는 차량과 보행자의 충돌점의 수, 최단거리 선호도, 보행로 미확보율 등을 설정하여 분석하였다. 이러한 분석의 결과 나타난 문제점들을 해결하기 위한 방안도 함께 모색하였다.
