In order to prevent indiscreet urban growth and harmonize urban development with environmental preservation, it is strongly required in Korea that urban planning should be reasonable and transparent. From this societal demand, the urban planning system was changed to be strengthened for the establishment of harmonious land-use order in urban space. However, implementation of the urban planning system demands a lot of information to analyze and estimate the present condition and problems of urban area. For this purpose, the information should quickly be collected, managed and analyzed. The urgent demand of information in urban planning field is able to be fulfilled with recent GIS and its relevant information technique, which can quickly, accurately and conveniently collect various spatial and statistical information, systematically analyze and manage them, and visually present the result of spatial analysis. This study suggested a urban planning information system and its basic implementing scheme to support the urban planning system with GIS and presented a development model of the urban planning information system using the recent GIS and its relevant information technique.

도시계획정보는 토지의 사회경제적 이용 가능한 잠재성을 보여주는 반면에 지적정보는 주로 법적 측면에서 토지정보를 다루고 있다. 지적정보시스템은 지적분야의 고유한 데이터뿐만 아니라 많은 다양한 정보를 다른 정보시스템으로부터 제공받아 이를 이용, 고부가가치의 정보를 생산하거나 의사(정책)결정을 지원하는 다목적시스템으로 진화를 시도하고 있다. 이런 점에서 지적정보와 도시계획정보의 교환의 필요성이 높아지고 있지만 두 정보분야의 이질적 요소를 제거하지 않고는 정보공유가 불가능하다. 도시계획과 지적분야의 정보공유를 연구의 중심으로 하여 특히 지적분야의 구성요소를 토지계획분야에서 원하는 정보로 변환, 사용하는 점에 역점을 두었다.

본 연구는 도시계획 및 설계에 범용되는 그래픽관련 어플리케이션을 활용한 3차원 공간정보의 구축 방법과 신규 도시개발이나 도시경관계획에서 3D 공간정보를 이용한 컴퓨터시뮬레이션 활용 방법을 제안하는데 목적이 있다. 3차원 공간정보 구축은 기 구축된 GIS DB(수치지형도, 건축물 대장 등)와 위성영상을 활용하여 도시경관계획에 필요한 3D 공간정보를 구축하였다. 그렇게 구축된 공간정보의 활용 방안으로 도시경관 측면에서 계획 및 개발 시나리오에 대한 컴퓨터 3D시뮬레이션을 통한 좀더 사실적이고 직접적인 경관시뮬레이션을 수행하였다. 특히 3D 공간정보의 구축과 활용에 있어서 공간적 위계에 따라 광역적 차원, 도시적 차원, 지구차원에서 경관 시뮬레이션을 수행하였으며, 연구를 통해서 도시경관계획 등 다양한 공간계획 및 개발에 대한 시뮬레이션을 위한 효율적이고 간편한 3D 공간정보의 구축 및 활용이 가능함을 확인할 수 있었다.

본 연구는 최근 정보산업분야에서 부각되고 있는 “유비쿼터스 정보기술(UIT)”을 도시계획 정보시스템(UPIS)에 활용하기 위한 연구이다. 유비쿼터스 기술이 무엇인지, 도시계획정보시스템에서 어떠한 이점을 줄 수 있는지 그 필요성을 밝혀 궁극적으로 도시계획정보시스템의 발전방향을 모색하는 데 본 연구의 목적이 있다.

The Urban Planning Information System is the core system in urban planning field which should operate at the national level of network, and requires a close inspection from the initial level of development. Therefore, this study analyzes international standards, domestic laws, preceding plans, as well as the standard system established in 2008, in order to identify the problems and propose directions for the future direction of the Urban Planning Information System. Suggestions from this study can be summarized as follows: (1) to take initiatives to create standards for the development of the Urban Planning Information System, followed by the establishment as international standards, (2) to have the system developed as an open structure, and (3) to comply w ith the preceding plans of related national GIS system to enable integration.

The purposes of this paper are to review the shifts and changes in urban planning environment, and to grasp how the new 'National and Urban Planning Law' accommodates these changes. In order to accomplish proposed schemes, I suggest that the following three details should be considered for the proper way of Urban Planning Information System(UPIS) from the beginning stage. First, new techniques are required to realize the new concepts in 'National and Urban Planning Law' with GIS and constructed DB by NGIS, as planning support systems. Second, the status of UPIS rises to the highest status among land-related information systems. Third, to adapt the UPIS to the decision support system, the restructuring of urban planning itself should be proceeded under considering the changes of concepts, paradigms and techniques.

급격한 도시화로 인하여 도시기반시설의 필요성에 의해 도시계획시설들이 많이 결정되었다. 헌법재판소는 도시계획시설의 지정으로 인한, 토지소유자의 토지 사적 이용권의 배제에 대해 헌법 불합치 판정을 내렸고, 2000년 1월 28일 도시계획법의 개정이 이루어짐으로써, 기존의 미집행 시설로 인한 사유권의 침해는 시급하게 해결되어야 할 과제로 발전하게 되었다. 이에 따라 장기미집행 도시계획시설에 대한 전면적인 재검토 및 재정비 계획을 수립하게 되었다. 이를 위해 본 연구에서는 GIS 분석기법을 이용하여 미집행 도시계획시설의 데이터베이스를 구축하였으며, 향후 LMIS의 지리정보 전산화일과, UPIS의 도시계획시설 데이터, 조서 자료 및 고시자료 등을 이용하여 미집행 도시계획시설 관리를 위한 기본 DB를 구축하고자 한다.

본 논문에서는 GIS를 이용하여 통합도시계획 모형을 정립하고 구현한 과정을 기술한다. 본 통합도시계획모형은 현재 시점에서 도시가 갖는 구조를 바탕으로 분석을 위한 계획죤을 생성하고, 생성된 계획죤들에서 발생할 수 있는 미래의 토지이용과 교통상황을 예측하여 그 결과를 전자지도와 그래프에 표현하는 과정들을 포함하고 있다. 이는 기존의 수작업으로 진행되던 계획을 위한 분석과정을 체계적으로 계량화함으로써 자동화된 분석을 통해 여러 가지 상황하에서 미래의 상황을 예측해 볼 수 있다는 장점을 가지고 있다. 또한 본 도시계획통합모형을 정립하고 구현하는 과정을 통해 얻어진 연구경험과 지식을 토대로 앞으로 개발방향과 모형의 발전방향에 대해 기술한다.

도시라는 광역지역의 확장을 분석하는데 위성자료는 매우 유용한 정보를 제공한다. 특히 한국항공우주연구원에서 운용중인 다목적 실용위성(KOMPSAT) 1호 영상자료는 해상도가 높아 도시지역의 분석에 유용한 정보를 제공하고 있으며, 과거의 항공사진 등을 복합적으로 활용한다면 도시의 확장 과정에 대한 시계열 분석이 가능하다. 도시의 확장 과정을 분석하여 그 정보를 추출하는 것은 새로운 도시계획을 위한 필수적인 기본 자료를 구축하는 중요한 역할을 할 수 있으며, 특히 2003년 개정 시행중인 국토의 계획 및 이용에 관한 법률은 도시기본계획 수립에 있어 도시의 성장 경향 등에 관한 기초조사를 의무화한 토지적성평가 제도를 도입하고 있다. 본 연구에서는 다목적 실용위성 1호 EOC 영상과 기타 원격탐사 자료를 복합적으로 활용하여 대전광역시 도시화 지역의 확장 추이를 분석하고 그 경향과 특성을 도출해 도시계획 수립에 원격탐사 자료를 활용할 수 있는 가능성을 제시해 보고자 한다.

With the rapid development of information and communication technologies(ICTs) and the explosive increasing of inter net users, we can find municipal information in Internet Homepage of local governments without visiting City Hall. And most part of municipal information are related with urban planning and geographic information. In this paper 1try to propose the index to evaluate the sites of urban planning information in the homepage of local governments which are classified 3 Groups. The first group is called information providing and composed with 4 categories and 20 items. The second Group is Communication between local government and citizens with 3 categories (12 items). And the third Group is Internet GIS with 2 categories (8 items). And 1 propose that we have to recognize the internet as the technological media to broaden the opportunities for the community people to participate in the policy-making in reference to their political demands.
