Construction of Earthquake Disaster Management System Based on Seismic Performance Evaluation of Architectural Structure (건축물 내진성능평가에 의한 지진재해관리정보체계 구축)

  • This paper proposes potentialities of constructing the information system for earthquake hazard management which can manage and analyse earthquake risk and hazard systematically. The experimental results as well as architectural structure investment data for seismicity assessment are built in database and connected with GIS for assessing earthquake safety of building in urban area. For earthquake-resistant performance assessment, we collected and classified building structural data according to assessment criteria using building register, architectural map, digital map, and then complemented database with field survey data. We also suggest GIS-based information system can cope with and manage earthquake hazard effectively, as evaluating earthquake risk by performing detailed earthquake-resistant assessment and determining final assessment scores. The assessment should be processed quickly and accurately by integrating the earthquake hazard information management system with modularization of assessment procedure and method in the future.

  • Construction waste is given a great deal of weight on the total waste. Because of many reconstructions, urban redevelopment projects and dismantlement of dilapidated building, construction waste that generated by dismantlement is having a great effect on total construction waste. Problems about waste treatment are increasing along with an amount of construction waste. Therefore, environmental problems that related to waste treatment become a social issue recently and problems about waste treatment are confronted with a major subject. A study focuses on giving solutions to treat construction waste through quantitative analysis of the problems about waste treatment.

  • 풍수해저감종합계획은 해당 지역의 풍수해 위험요인을 종합적으로 조사 분석하여 피해예방 및 저감을 위한 각종 구조적 대책과 비구조적 대책을 종합적으로 제시하는 방재분야 최상위 종합 계획이다. 풍수해저감종합계획은 자연재해대책법 제16조, 같은 법 시행령 제14조, 같은 법 시행 규칙 제4조의4에 따라 특별시 광역시 특별자치시 특별자치도 및 시 군에서 수립하고 있다. 또한 자연재해대책법 제16조 6항에서는 광역도시계획, 도시 군기본계획 및 도시 군관리계획의 수립 변경권자가 광역도시계획, 도시 군기본계획 및 도시 군관리계획을 수립하거나 변경하는 경우에는 시 군, 시 도 풍수해저감종합계획을 반영하도록하고 있다. 그러나 시설물 위주의 저감대책, 풍수해위험지구 정보의 한계, 풍수해위험지구의 자연재해위험개선지구 지정으로 인한 개별사업에 의한 재해저감 대책 수립 등의 이유로 현실적으로 반영이 잘 되지 못하고 있는 실정이다. 실제 경기도 도시기본계획의 방재 및 안전계획 부분의 풍수해저감종합계획과의 연계를 검토한 결과 대부분의 지자체가 방재대책과 관련하여서는 원론적인 측면에서만 언급하고 있는 것으로 나타났다. 본 연구에서는 풍수해저감종합계획의 도시계획에서의 활용도를 높이고자 하천, 내수, 사면, 바람, 해안재해 등 재해유형별로 풍수해의 직접적 발생과 풍수해 발생에 영향을 주는 공간적 영역, 개발 상태, 개발예정 등 토지이용현황 및 계획 등을 고려하여 풍수해중점관리구역, 풍수해선제관리구역, 풍수해전략관리구역으로 구분하여 설정하는 방법론과 활용방안을 제시하고자 하였다. 또한 도시계획 수립 시 풍수해관리구역을 어떻게 활용할 것인지에 대한 방안을 제시하였다. 향후 풍수해관리구역 지정과 관련한 법제도 및 지침 등이 마련된다면 풍수해관리구역은 풍수해저감을 위한 토지이용 및 기반시설, 건축물 제한 등 도시계획적 대책 마련에 적극적으로 활용될 수 있을 것으로 판단된다.

A Study on Management Plans through Case Analysis of Residential Complexes in Commercial Areas in Daejeon (대전시 상업지역 주거복합건축물 사례 분석을 통한 관리방안 연구)

  • Recently, due to the location of residential complexes in commercial areas of large cities, the urban function is shifting from commercial to residential.In order to improve the use volume system in the commercial area of Daejeon Metropolitan City, the system of special and metropolitan cities was compared and analyzed, and problems were derived by analyzing 8 cases. First, use classification of mixed-residential buildings, Second, unbalance of urban planning for functional loss of commercial area, Thrid, damage on urban environment due to difference of development density. Accordingly, improvement measures include First, securing the ratio of residential function and mixed use at least 10%, Second, securing urban competitiveness by inducing facilities that combine various uses and functions. The overall floor area ratio of housing is applied, Third, the development density is presented through the establishment of the district unit plan and consultation.

A Basic Study of iBUM Development based on BIM/GIS Standard Information for Construction of Spatial Database (공간자료 구축을 위한 BIM/GIS 표준정보 기반 건축도시통합모델(iBUM)의 개발에 관한 기초연구)

  • Recently, BIM(Building Information Modeling) has been applied to the infrastructure such as road and bridge, and information about the outside environment of buildings is needed for maintaining and managing the large urban facilities. In addition, the convergence between spatial information and Big-data has a large potentiality, in respect that considerable profits and developments in other application problems such as various simulations and urban plans, national land security, may be brought about on the basis of the interoperability of information between BIM and GIS. Therefore, this study attempted to suggest the development direction of a model integrating building for spatial information analysis and city on the subject by comparing and analyzing difference between information system and shape expression of IFC, CityGML and LandXML to efficiently link information between IFC as a standard model of BIM and CityGML as a standard model in the GIS sector and to prepare a basic fusion strategy and a method of utilization between BIM and GIS. The result of the study are as follow. Firstly, contents and structure of IFC, CityGML and LandXML are compared and analyzed. Secondly, the development direction of iBUM(Integrated Building and Urban Model) suggested, which is based on convergence technology for analysis of space information. Finally, a strategy and method of the BIM and GIS are proposed in the iBUM environment.

  • 도시가스는 도시생활을 유지하는데 필수 불가결한 라이프라인으로 가스사업자는 평상시 안정공급을 확보하는 것은 물론 지진과 같은 대규모의 자연재해가 발생한 경우에도 대처할 수 있도록 평상시부터 준비를 철저히 하지 않으면 안 된다. 우리나라에서는 1988년 건축물의 내진설계기준이 도입된 이래 일부시설에 대한 내진 설계기준이 설정되어 있다. 가스시설에 대해서도 1997년 한국지진공학회으로부터 우리나라의 지진환경을 고려한 가스시설의 내진성능기준(안) 및 내진설계 표준서(안)이 제시되어 가스시설물의 내진설계를 위한 기본적인 틀을 갖추었다.   • Based on the previous year's statistics, 37% of buildings in South Korea are aged over 30 years. As the number of the aging buildings increases, so does the need for maintenance. Building maintenance involves a significant number of works; the work of 'maintenance manager' accounting for the largest part. Currently, the maintenance history record is mostly in drawing or handwritten form which makes reviewing the data highly time consuming. Therefore, to improve the convenience of maintenance works and optimize historical data management, the existing maintenance process was analyzed. Problems were derived and a smart device-based automation model was established. In order to establish a smart device-based automation model, ① general flow of facility management process was analyzed and related articles were reviewed, ② current maintenance process was optimized, ③ functional block diagram of BIM Data, COBie Data, IoT, and AR-based automated maintenance management model was created, ④ a smart device-based automated maintenance management model was constructed, ⑤ finally, the above system was verified by testing the aforementioned model in the field site, evaluating the time required for the maintenance process and reviewing maintenance history data against the current one.

Recognition of Stakeholders Regarding Building-Related Landscape Systems (대지의 조경 제도에 대한 관련 주체의 인식 비교 분석)

  • This study proposes the difference of awareness and improvement plan of building-related landscape systems through a cognition survey of building owners, public officials, and experts. The main results are as follows. First, all three groups are highly aware of the need to secure urban green spaces. Even if private property rights are restricted, the level of awareness that green space should be secured for public benefit is high. The level of interest in the building-related landscape system was also surveyed to a greater degree. Second, the survey respondents, including the building owner group, answered that there is a need to strengthen the building-related landscape area standards. It can be seen that there is a need to revise the relaxation of the building-related landscape area standards through an amendment of the Building Ordinance in many local governments. Third, most municipalities are not equipped with an organizational system that can promote the work of building-related landscape. It is necessary to newly hire civil servants for landscape design, maintenance, and management specialization, or to expand co-working relationships with related departments. Fourth, building owners are interested in building-related landscape, but they do not know specific management methods and leave the landscape space. The municipality needs to offer guidance on landscape architectural design and construction methods that the building owners can easily follow and to support the voluntary landscape space management on the part of the local residents by supporting the trees. Fifth, in order to improve the building-related landscape system, it is necessary to verify the effect of the building-related landscape and spread a consensus. At the government level, in order to enable building owners to recognize the value of the landscape space in connection with an urban regeneration project, it is necessary to present an example of an excellent building-related landscape installation via a pilot project.

Proposal of Hydrologic Performance Evaluation Method for the Improvement of Rainwater Management and Utilization of G-SEED (녹색건축 인증제도의 빗물관리 및 이용 항목의 개선을 위한 수문학적 성능평가 방법 제안)

  • 도시에 불투수면적이 증가하고, 기후변화가 극심해져감에 따라 홍수 및 열섬현상과 같은 도시의 물 문제가 발생하고 있다. 이를 해결하기 위한 정책의 일환으로 우리나라의 녹색건축인증제도(Green Standard for Energy and Environmental Design, G-SEED)에서는 물순환 관리를 평가하고 있다. 하지만, 현재 G-SEED의 평가방법을 살펴보면 빗물관리시설의 설치 정도로 평가하고 있고, 강우 특성 또한 고려되고 있지 않다. 그러므로 본 연구에서는 G-SEED의 빗물관리 및 이용 항목에 대해 수문 모델을 통해 효과를 정량화함으로써 성능에 따라 평가할 수 있는 방법을 제안하였다. 빗물관리 항목에서는 유출저감률을, 빗물이용 항목에서는 빗물이용률을 평가지표로 선정하였고, 각 평가인자를 산출하기 위하여 개념모델을 적용하였다. 빗물이용시설의 경우 초기우수배제장치 용량과 필터 효율에 따른 빗물유입량의 변화와 급수인원에 따른 수요량 변화를 고려한 수문모델을 개발하였고, 수요량과 빗물저장조 용량에 따른 유출저감률과 빗물이용률을 알아보기 위해 MATLAB을 이용하여 모의해보았다. 또한, 옥상녹화의 경우에는 강우, 저류, 증발산, 유출을 고려한 수문흐름모델을 적용하였고, 토층의 두께와 배수(저장) 층의 용량에 따라 모의하여 평가기준을 선정하였다. 제안된 수문모델의 검증을 위하여 서울대학교 기숙사와 35동 옥상녹화의 실측데이터를 비교하였고, 적용성 평가를 위해 RMSE(Root Mean Square Error)와 NSE(Nash-Sutcliffe Efficiency)를 이용하였다. 본 연구에서 제안된 방법을 통해 빗물관리시설의 수문학적 성능에 따른 평가가 가능해질 것이며 설계자와 건축가들로 하여금 실질적인 효과를 내는 시설을 설치하게끔 유도할 수 있을 것이다.

  • The goal of this research is to identify the energy planning techniques of Smart Green City and to establish the realized plan through the analysis of Multi-functional Administrative City. For the research, eighteen planning techniques were derived and categorized into three sectors and six basic direction through literature review and Brain-storming analysis considering correlation between three goals of Smart Green City and expectation of planning technique. And Multi-functional Administrative City was analyzed for the current status of application of planning techniques focus on two application aspects. In conclusion, 'Establishing Integrated Management Center for Urban Energy', 'Building Energy Management System', 'Building Automation System', 'Green Transport System', 'Intelligent Transport System', 'Introduction of Eco-friendly Transportation' planning techniques in reduction of building energy consumption sector and green-intelligent transport system sector were identified as important techniques for Smart Green City.
