A Critical Review of Research on the Economic Valuation of Libraries (도서관 경제성 평가 연구의 비평적 분석)

  • The value of the library has always been recognized positively. Economic valuation of libraries and their services uses a concrete methodology that enables the quantification of library value and communication of said value among library stakeholders. This paper presents a comprehensive review of literature on economic valuation of the library based on a total of 89 studies conducted over the last quarter-century. Research on library valuation began in the mid-1990's with the formal exploration of the value of public libraries from a theoretical point of view. In the 2000's, various theories and methodologies were reviewed and put into actual measurement studies. The comprehensive review and analysis point to the need for the development of consistent and reliable set of methods, which will facilitate further application of methods and comparison of results.

  • Libraries should offer their services to all users including those who find difficult to access knowledge information without any obstacles or discrimination. Therefore, this study, aiming at providing library services to all users by applying 'Universal Design' to libraries, extracted and presented five components in library services: universal convenience, which allows all users to use libraries; safety of services, which offers safety in library use; user-orientedness, which offers user-oriented library services; user request, which allows library services reflecting the needs of users; and economic feasibility of the services, which provide efficient and economic library services. The proposed five components will play the foundational role in implementing universal design on libraries so that all users can use library services.

  • This study is a case study that attempt to quantify the economic efficiency of 'digital library program(DLP) of the National Library of Korea' by means of cost-benifit analysis. Results indicate that the B/C ratio is 1.70 which can be interpreted the economic efficiency of DLP is very high. Of particular significance is the fact that this study empirically proves that the digital library program is economically efficient.

  • 본 연구는 전자정보원의 도입으로 도서관 장서의 구성이 다양화되고, 도서관 장서에 대한 이용자 중심의 가치평가에 대한 필요성이 증대되고 있는 도서관 환경을 배경으로 한다. 본 연구의 목적은 도서관의 장서의 가치와 경제성 평가 사례를 분석하여 이를 토대로 도서관 장서에 대한 이용자 중심의 가치 평가 모형의 기초자료를 제시하는 것이다. 이를 위해 국내외의 문헌 연구를 통해 도서관 장서의 평가가 어떠한 방향으로 변화하고 있는지 동향 파악과 국내외에서 이루어진 도서관 장서의 가치연구사례를 분석하였다.

A Study on the Economies of Administration Scale in University Libraries (대학도서관 경영규모의 경제성 연구)

  • This study is to evaluate whether economies of scale exist in four categories of university libraries in the Korea. Regression analysis is used to fit a log-log equation to the total budget-output (total circulation, interlibrary lending and borrowing, reference transactions, hours opened, volumes added, automation and information indicator) for all the types of libraries. In results of the analysis, returns to scale are almost constant in the national and public libraries and larger libraries. But there is presence of economics of scale in private libraries and all of the libraries. Except for hours opened, economies of scale decrease more rapidly.

A Study on the Economic Feasibility of Constructing the Maritime and Ocean Digital Library (해양 전문 디지털도서관 건립의 경제적 타당성에 관한 기초연구)

  • As a part of the feasibility study of constructing the Maritime and Ocean Digital Library, we focused to examine the basic economic feasibility of the library in this study. In order to achieve the purpose, we analyzed related governmental policies, investigated the demand of the digital library, and tested the economic feasibility. As the tools of economic test, we calculated the size of benefit by Contingent Valuation Method, and estimated the Benefit/Cost Ratio, Net Present Value and Internal Rate of Return. As the result, we could get an assessment of positive economic feasibility mainly from the quite high level of WTP for the Maritime and Ocean Digital Library.

  • The study aims to present function and role of the library in the age of sharing economy. For this purpose, through theoretical discussion and review of the characteristics and benefits of the sharing economy, the potential and value of a sharing economy were analyzed and the role of libraries was compared and analyzed in terms of the value of a sharing economy. In this study, the values created from the sharing economy were divided into five categories: Economic value, Social value, Community value, Technical value, and Environmental value, showing that the potential value of a sharing economy is similar to the role, function and value of a library. Based on this, it presented a function and role to realize the sharing value of a library in the era of a sharing economy.

  • As a part of feasibility study of constructing Geumsaem library, the purpose of this study is to examine the result of economic feasibility analysis on constructing the library. In order to achieve the purpose, we evaluated policy relevance, investigated people's demand for constructing the library, and examined the result of economic feasibility analysis. As the tools of economical efficiency analysis, we used the techniques like cost-benefit ratio, net present value and internal rate of return to analyse the economic feasibility, and we estimated the amount of benefit by contingent valuation method. As the result of this study, cost-benefit ratio for constructing Geumsaem library was turned out as 1.28, and we could get an assessment of positive economic feasibility about constructing the library.

A Study on Applying the Sharing Economy to Libraries (공유경제의 도서관 적용에 관한 연구)

  • The sharing economy has been evaluated as a sustainable system dominating the next 10 years and one of the 10 ideas which can change the world. The purpose of this study is to reveal whether there is any relevance between the sharing economy and libraries, if the library can be the core model of the sharing economy, and to propose how libraries could contribute to a sharing economy. To this end, literature related to the sharing economy and the actual cases of its implementation were analyzed. The results are as follows: First, the library was evaluated as a successful model of the sharing economy because it has shared information and tools for centuries. Therefore, it was concluded that the library could be an institution that can lead to a sharing economy. Second, it was analyzed that the library could foster the sharing economy through offering its space, and functioning as the infinite imagination room and smart work center, sharing goods through Little Free Libraries, as well as various other resources of library, and sharing various types of knowledge including reference services. Third, it can be said that the possibility of realizing a shared economy in libraries is inexhaustible, and librarians can play an active role and will positively influence the success or failure in terms of realizing the sharing economy. In the future, there needs to be a study to measure the practices and the performance of the sharing economy of libraries.

  • The need for overall assessment of economic effectiveness of library culture program has been suggested, as its importance continues to grow. Our study proposed a new assessment method by applying DM format and IBM format to contingent valuation method that has been used for analyzing the economic value of culture program. This study also illustrates the process through case analysis so that the public library can apply this model. It is meaningful that the study provides basic framework to evaluate the fair value of the public library by minimizing the bias that the contingent valuation method has.
