1999년은 1998년부터 시작된 도서관계의 각종 위기상황이 계속되었다. 그러나 때로 위기상황이 또 다른 기회를 가져오기도 하였으며, 국가 경제가 급속하게 회복되면서 제반 상황이 새로운 국면으로 전환되기도 하였다. 우리 협회는 1999년 한 해 동안 일반사업 뿐 아니라 각종 프로젝트, 해외 도서관계와의 협력강화 등 폭넓은 활동을 비교적 활발하게 수행하였다. 1999년도에 수행한 우리 협회 사업 가운데서 외부의 재정지원을 유치하여 수행한 사업들만을 요약 정리하면 다음과 같다.

Since 2010, the itinerant librarian project has aimed to support small libraries and to establish cooperative systems between public libraries and small libraries. However, the project has been criticized for several issues, although there are some positive evaluations. In this context this study aims to analyze various issues of the project and to provide alternative strategies. Based on analyzing previous studies the study discusses the concept and social background of itinerant librarians. Furthermore, it explores the issues of the project, including low awareness and employment instability of itinerant librarians through the interviews with participants of the project. As a result, the study provides six alternative strategies to improve the project.

This study aims to investigate the problems in conducting the first year project of a five-year school library revitalization project and to suggest the alterative to the present system for the following years. The method of evaluation was to visit the 16 local ministries of education and to interview the government school inspectors, school principals, teachers-in-chief, teacher librarians and parents. The evaluation was conducted based on the following criteria； school library facilities and increase in collection, enrichment of education W through school library, location of manpower and enhancement of profession and building the cooperation system with the private and public sectors. Additionally, school library service training and library support system were evaluated.

This study attempts to analyze the structure of collaborative network among multicultural agencies in Busan area. The survey was conducted with such agencies as multicultural family support centers, regional government offices, public libraries, social welfare centers, and other NGO-supported agencies, in order to analyze the structural features of the network. The results of the study indicate that cooperative networks are hardly in action except for the one among agencies which share their function, roles, and characteristics in common, that regional government offices and multicultural family support centers have high density networks with other agencies and performed major roles. Public libraries, however, only collaborate with other libraries, or did not participated in the networks, which indicates that endeavors of public libraries to cooperate with other multicultural agencies is needed.

도서관정책을 총괄하고 있는 문화관광부는 2월 5일 「도서관 발전 종합계획」수립계획(안)을 발표하고 금년 상반기 중 관계부처와의 협의를 거쳐 동 계획을 확정할 예정이라고 밝혔다. 이러한 계획이 수립되면 도서관 육성과 진흥에 대한 도서관계, 시민단체, 언론 등의 여망을 기반으로 각 부문에서 산발적으로 추진되어 온 도서관 진흥 정책을 종합하여 관계부처간 협력을 통해 효과적으로 추진해 나가는 계기가 될 것으로 기대된다. 그 동안 문화관광부는 1991년부터 지난해까지 도서관 건립지원에 769억원, 공공도서관의 콘텐츠 확충에 228억원(1995~2001)을 투입하는 등 도서관 육성 및 진흥을 위해 지속적으로 지원해 왔으며, 그 결과 1991년 267관이던 공공도서관이 2001년에 485관(건립중 포함)으로 2배 가까이 증가하였다. 이처럼 절대 부족한 도서관의 확충과 함께 지식정보화시대 도서관을 지식정보유통의 핵심기관으로 확성화시키고자 2000년부터 관계부처와의 역할 분담을 통해 공공 및 학교도서관 정보화기반 조성 및 도서관 소장자료의 디지털화(콘텐츠 확충) 등 '도서관정보화 종합계획'을 추진하고 있다. 계획수립은 한국문화정책개발원이 주도하여 도서관계 전문인사와 공동연구로 추진하고 자문위원단을 구성하여 계획의 기본방향 및 내용에 대한 각계의 의견을 수렴하게 되며, 문화관광부, 국립중앙도서관, 한국도서관협회 등이 지원기관으로 참여하여 정부정책으로 연계되어 그 활용성을 높이는데 주력할 계획이다. 이번 계획에서는 기본적으로 국립중앙도서관 및 공공도서관의 발전방안을 중심으로 학교 및 대학 도서관 부분에 대해서는 관계부처간 효과적인 정책협의체계 구축을 통한 정책적 지원부분에 초점을 두고 정보화 시대에 부응하는 도서관의 역할과 기능 재정립, 도서관 관종 간의 협력 프로그램 개발을 통한 도서관 운영활성화 등 도서관의 조직ㆍ기능ㆍ인력ㆍ프로그램 등의 측면에서 현황분석을 통한 문제점 도출과 개선방안을 마련, 궁극적으로는 도서관및독서진흥법 개정 등 도서관발전의 법ㆍ제도적 지원 토대를 마련할 방침이다. 한편 도서관정보화 부문에 대해서는 2003년부터 2단계 도서관정보화사업 추진을 위해 관계부처와 협력하여 현재 민간 컨설팅업체를 통해 추진중인「도서관 정보화전략계획(ISP)」을 종합계획에 반영할 계획이다. 또한 교육인적자원부를 중심으로 정부 6개 부처가 '학교도서관 활성화대책 기획단'을 구성하고 학교 및 대학도서관 발전 계획을 수립 중에 있다. 그리고 대통령자문 교육인적자원정책위원회에서 4월 3일 '도서관 정보인프라 활성화 방안'을 대통령에게 보고한 바 있다. 우리 「도서관문화」에서는 도서관 및 관련 부문의 각계 인사들에게 정부 「도서관 발전 종합계획」등 계획 수립에 바라는 바를 알아보았다.

This study investigated librarians' perception and preference of cultural programs in the field of cooperation between school and public libraries. The findings are as follows: 1) Librarians and teacher librarians at school and public libraries perceive the importance of cultural programs in library service. 2) Online space was mostly preferred as a means of PR activities by librarians and teacher librarians at school and public libraries. 3) The preferred methods to cooperate projects between school libraries and public libraries were to implement programs through public librarians' field visiting, and to participate linkage program customized to individual school libraries. 4) Preferred types of cooperation were to sign MOU and to make a cooperative system between school libraries and public libraries.

Pareto principle states that, for many events, roughly 80% of the effects come from 20% of the causes. This study clarified if there is Pareto principle in Korean universities' academic information resource sharing network and calculates the Gini efficient about inequality in sharing academic resources. As a result, top 20% libraries led 80% of performance and inequality degree showed 0.8 as very serious condition. Relative Gini efficient which is recalculated considering scale of each libraries stay 0.7 that is adjusted slightly down. It means that such phenomenon is not caused by the difference of each universities scale with high contribution of big university and low contribution of small university. And in comparison of inequality between university's types, inequality between community colleges and private universities is more serious than four-year-course college and national university respectfully. Finally, as a result of visualizing the distribution of participating libraries, there were libraries with overwhelming contributions, and libraries with small but relatively high contribution levels were also distributed.

This article examines the current status and future trends in library and information services in USA, with particular emphasis on the library automation system, library cooperation, Internet andinformation services, activities of information services organizations. Client/server computing and integrated Web-based technology make it possible for libraries to build a new generation of automated library systems, and digital libraries project is the highest priority. As a cooperative effort among libraries, they formed consortia such as ARL/AAU on the national level. and CIC on the regional level, and GALILEO, LLN, OhioLink, Texshare, VIVA, ILLINET on the state level information netwok. The Internet and the World Wide Web have a huge impact, so American libraries are developing new skills to provide value-added information services using Internet resources. Lastly, recent information activities of the LC, NAL, NLM, ERIC, NTIS are described.

The purpose of this study was to identify ways in which to improve assistance of reading culture promotion for reading disables in Busan Metropolitan City. The research conducted a survey on reading culture promotion works which were conducted through related public institutions, private organizations and facilities for disadvantaged class, including public libraries. This study analyzed the situations in Busan. The Results indicated promotional strategies are needed in reading culture for the handicapped. This study suggest ways in which to improve assistance through analytical research which are models of mutual cooperation for reading culture promotion in Busan.

The study aims at discussing issues concerning the establishment of the cooperative repository libraries based on regional central libraries which not only support various types of regional libraries and conduct cooperative businesses with them, but also are responsible for collecting and preserving library materials. The study analyzes concepts and types of cooperative repository libraries by literature review and explores cooperative repository libraries in the United States. Futhermore, it conducts a survey and finds that the regional central libraries do not perform their preservation functions, due to the lack of their manpower and budget. As a result, the study provides an establishment plan for cooperative repository libraries which participant libraries hold ownership of transferred materials and regional central libraries own the right of management. Also, it suggests to expand cooperative repository libraries' service coverage from participants to regional communities.
