Lottery fund which amounts 1 trillion 4,004 billion in m, has been used for establishing libraries and buying books as well as other materials. In this regard, it is important to know exact present conditions and characteristics of lottery fund and seek for the need to increase lottery fund for expanding libraries as well as promoting reading culture Also this study suggest the way how lottery fund can be used for library as an opportunity for solving the Pending issues that libraries has delayed for want of funds.

This study aims to raise academic library funds in Korea through how to raise funds and what conditions are. In order to do this, case studies on academic library funds of university in America as well as academic library funds of university in Korea have been analyzed. As for the specific plan for raising academic library funds, I have indicated to establish office for library development and include library as one of allotment for infrastructure which is similar to the Development Impact Fee in the U.S.A., and the use of library supporting organizations like "Library Friends."

이미 4년전 제정된 '도서관 및 독서진흥법'은 실질적으로 시행되지 않은 채 사문하 돼 있다. 기금이 조성되지 않으니 예산이 없고 예산이 없으니 활동이 없다. 이 법에 명시된 대로 정부는 국고에서 기금을 출현해야 하며 효율적인 운영이 이뤄지도록 실효성 있는 법체계로 개정해야 한다.

지난해에는 문화관광부의 '도서관정보화추진계획' 발표, '학교도서관살리기국민연대'의 결성, '문화개혁을 위한시민연대'의 도서관 자료구입비 증액 캠페인, 남ㆍ북도서관협회 대표단의 역사적인 회합 등 도서관발전을 위한 각계 각층의 관심이 활발했던 한 해 였다. 하지만 '저작권법시행령' 개정공표로 도서관에서의 복제전송 문제가 불거지고 '도서관및독서진흥법'의 개정으로 '도서관및독서진흥위원회'와 '도서관및독서진흥기금'이 폐지되어 도서관계를 안타깝게 하기도 하였다. 그 어느때보다도 도서관의 사회적 역할이 증대되고 있는 지금, 우리 도서관계 각 단체의 올 한해 각오와 사업방향 등을 알아보았다. 편집자 주

This study is intended to find out the possible ways for the expansion of Library Finance. With this necessity, it is indicated three sources, such as governmental. fund from other endowments, public donation, which is stated as the subsidy sources in the 'Library Law', and issuing lotteries as well. Firstly, it is suggested collecting governmental funds, included in budget sheet every year, to the amount of a ten billion won. Secondly, it is indicated the ways to collect funds to the amount of a five billion won respectively from other endowments, such as Korea Raising Association Fund under the jurisdiction of the Minister of Culture and Tourism, Information Promotion Fund, on the basis of statistical data, materials of inspection of the administration, and materials released by the government. Third device is to collect funds over a five billion won every year through public donation and lottery. This study is indicated that three devices to raise the library fund for the expansion of Library Finance to the amount of a hundred and twenty billion won in total as mentioned above.

Bylaw Is essential to assuring continuity and preventing disagreements and misunderstanding. But library bylaws of the wide-area self-governing cities in Korea are complicated In structure and violated the law according to administrative authorities. Therefore, the purpose of this paper is to suggest an integrated bylaw model including goal of bylaw operations of library : the library director officers : branch libraries : substructure, use rules : assigned materials promotion committee of library promotion fund ; amendment procedures, etc.
