This study attempted to analyze factors affecting public library collection development. To this end, a recognition survey was conducted on librarians in public libraries to ask about the collection development policy, the environment of the book, and the importance of the reference information. As a result of the analysis, more than 80% of public library librarians were aware of the necessity of the collection development policy. In addition, many librarians prioritized matters related to the status of loans and applied them to their work, and it was found that reference sources such as literature/academic award-winning books, newspapers/magazines, media, and various book-related associations were more important.

The purpose of this study is to diagnose the current status of alternative materials in Korea and to suggest directions and goals for the development of alternative materials. The comprehensive list of national alternative materials and the list of popular and new books were analyzed using the collection evaluation method. Results first the percentage of alternative material collections based on the popular book list for 10 years is 90.1%. The production rate of alternative materials is low in the subjects of 'Language', 'Art' and 'Technology and Science'. Most of the service formats were 'text only daisy'. Second, the CCHR(Common Collection Holding Ratio) and CUI(Collection Uniqueness index) of alternative materials were analyzed using the union catalog. Libraries with a large volume of books have a high proportion of CCHR and CUI. Topics with the highest CCHR are 'Literature' and 'Social Science'. The subjects with the highest collection uniqueness index are 'religion', 'art', and 'language'. Third, the replacement ratio of new books for 3 years is 5.09%. During the same period, the average book purchase rate of public libraries was 8.83%. The average book purchase rate in public libraries is 8.83%, and it is necessary to increase the collection rate of alternative materials based on this ratio.

In this study, we aimed to examine the feasibility of establishing a shared preservation center with a focus on the Chungcheongbuk-do Office of Education. We conducted surveys to assess the current situation and gather perceptions. The research findings revealed the following: Firstly, the surveyed school libraries were already experiencing extreme levels of book saturation, necessitating the management of book saturation and proper book quantity. Secondly, very few libraries had the facilities required for book preservation. Thirdly, the research showed that in 78% of school libraries, book saturation already exceeded 75%, leading to a rapid increase in discarded books each year. Therefore, there is an urgent need for the systematic expansion of a shared preservation center. Moreover, given the difficulty of individual libraries in establishing facilities for preservation, valuable materials such as rare books and specialized resources should be transferred to a shared preservation center. Additionally, policies and regulations related to material preservation are deemed necessary.

The goal of this study is to propose the plan for strengthening organizational competences related to the collection development function of the national library. For this goal, author analyzed and compared the organizational characteristics of departments for legal deposit in national libraries of nine developed countries, derived the limitations and weaknesses of legal tasks, policy documents, and collection development tasks by organizational units of the National library of Korea. Based on these results, author suggested the centralization of collection policy and legal deposit function, th name change and total restructuring of collection acquisition division, and its manpower reinforcement, etc.

This study attempted to discover the problems related to the increasing book disposal trend within academic libraries by analyzing the disposal status over ten years and interviews with the librarians. The analysis utilized Korea Education and Research Information Service provided disposal information from 2010 to 2019. The academic libraries with more than 2 million books had disposed of the most number of books. This trend led to a distinctive decrease in the books' duplicate copies in terms of the collection composition. The librarians from the organizations, which conducted disposal more than three times and one massive removal within ten years, revealed in the interviews that they discarded many valuable duplicate books. They discussed the importance of digitizing high-value resources and also the limitation imposed by the copyright law. In conclusion, this study pointed out that book disposal can cause changes in the collection composition in the long run and suggested that academic libraries pay attention to these changes. The study also suggested evaluating the discarded books' values to guide the digitization efforts and count the number of books to include digital book use rights.

디지털 문헌이 증가하고 디지털 도서관이 개발되면서 인터넷 정보자원을 도서관장서의 일환으로 개발, 보존, 이용시키는 문제가 논의되기 시작되었다. 본 연구는 네트워크로 연결되는 인터넷 자원을 도서관의 가상적 장서로 수용하기 위하여 인터넷을 통해 제공되는 정보자원과. 이의 접근과 관련된 문제들을 정의하였다. 그리고 인쇄자료와 비교하여 인터넷상에 유통되는 자원의 형식 등을 비교 분석하여 자료의 신뢰성을 평가하는 요소를 개발하고, 전통적인 장서개발 요소와 비교하여 인터넷 정보자원을 선택하는데 필요한 평가요소를 설정하였다.

It is often said that collections of public library are too poor to meet user demands in terms of quantity as well as quality. It is also criticized that this situation is related to the lack of material budget and non-systematic purchasing process. Situated in such context, this study attempted to investigate current policies and regulations that control the material budget allocation and purchasing process in public libraries, because book purchasing process in public libraries is especially influenced by policies and regulations both in national and regional levels. Policies and regulations affecting material budget allocation and purchasing process were analyzed into 4 elements, namely about (1) financial foundation supporting collection development and material budget allocation, (2) the formation of material budget and discount rates, (3) prescribing characteristics of monographs public libraries purchase, and (4) acquisition process.

This study evaluated the fiction collection of Korean public libraries by applying use factor and suggested various measures to enhance collection development function. As a result, while the collection building and borrowing ratios of Korean literature in literature collection by language were the highest at 62.6% and 54.3% respectively, the use factor was lower than the base value(1.00). And while the collection building and borrowing ratios of Korean contemporary fiction by item category were the highest at 65.60% and 51.36% respectively, the use factor was lower than the base value and the use factor by year is decreasing in recent years. The reason is because of poor collection development. Therefore, public library need to consider active alternatives such as establishment of the collection development policy and fiction collection development guideline, composition of the fiction material selection committee, adaption of the dedicated librarian system for fiction material development, development and utilization of a selection tool for fiction materials, and periodic evaluation of fiction collection.

The purpose of this study is to interpret the growth and the present status of in 6 major Korean cities and 9 provinces libraries using statistical data. The data were collected from The Statistics on Libraries in Korea, and were analyzed for a time series by using the Excel program. The result shows that there are great differences in major statistics of libraries in Korea due to the historical backgrounds and various political and social conditions of the country. The differences are also more likely related to the size of the library collections, budget and number of staffs.
