Discourse on the University and Particularity of Public Libraries in Korea (국내 공공도서관의 보편성과 특수성 담론)

  • A public library in most countries is a knowledge and cultural institution, which is established, supported and funded by the local administrative authorities and central government. Public libraries, therefore, should ensure access to knowledge and information through various resources and services equally available to all members of the community. This role of the public library is a world-wide phenomenon and are called the universality which is applied to all countries. On the other hand, the public library's policies and operations in many countries have their own particularity, meaning exceptional cases, and this is due to the different stages of the growth and development, socio-cultural diversities. This study analyzed and discoursed whether expansion policy of the small library, supremacy of lifelong learning, steep increase in the percentage of contracting out, installation and operation of reading rooms in public libraries are examples of tolerance of particularity based on the universality or the negation of the universality packed with particularity in Korea.

An Analysis and Improvements of Loans and User Satisfaction for Smart Libraries: A Case of A Library in Incheon (스마트도서관 이용 및 만족도 분석과 활성화 방안 - 인천광역시 A도서관의 스마트도서관 사례연구 -)

  • As the number of smart libraries is continuously increasing, activation measures are necessary to expand user engagement and enhance service quality. This study analyzed the usage patterns of four smart libraries in A Library in Incheon, from June 2020 to December 2023. It also conducted user satisfaction surveys and question-and-answer sessions with a librarian. The number of books and loans increased, and two smart libraries in areas without public libraries showed high usage rates. Although users were satisfied with the smart libraries, they pointed out inconveniences such as the limited number of loan books and insufficient books. Consequently, it is suggested to improve user-centered service quality, continuous monitoring and evaluation, as well as active promotion.

  • 흔히 EAS SYSTEM으로 불리는 Electronic Article Surveilance System(전자 상품 가시 시스템)은 일반적으로 '상품 도난 방지 시스템' 이라고 한다. 상품 도난 방지 시스템을 설치하는 목적은 편의점, 슈퍼마켓, 의류점, 서점, 오디오/비디오 테이프 판매점 및 대여점, 스포츠용품점, 하이마트, 도서관 등의 일정한 보호구역으로부터 의류, 서적, 오디오/비디오 테이프, CD등의 상품을 도난으로부터 방지하는 것이다. 상품 도난방지 시스템은 판매되는 상품 표면에 특정 주파수의 전파에 반응하도록 설계된 라벨이나 태그(Tag)를 부착하고, 입구에 특정 주파수의 전파를 방사하는 안테나(Frame)를 설치하여 라벨이나 태그가 계산대에서 제거되거나 센서 기능이 소멸되지 않은 채 유출될 때, 상품을 검출하여 경보를 발생시켜 상품의 도난을 방지한다.

A Study on Green Library Construction Status and Awareness (녹색도서관 구축 현황 및 인식조사 연구)

  • The purpose of this study was to research instances of green library construction and recognition in order to increase awareness of green libraries. To this end, we investigated the green library's outline and green building, evaluated cases of G-SEED certified libraries, and surveyed the employees at the 16 different G-SEED certified libraries. Results showed that the employees' knowledge of green libraries and the green certification system was low, whereas their interest and needs regarding the green library concept were very high. Second, the respondents were able to recognize as a whole the factors of green library construction based on the evaluation items for G-SEED and place particular emphasis on 'recyclable resources & recycling bins.' However, only a few recognized 'water reclamation/reuse system establishment' as a green library factor. Third, the respondents largely agreed upon an evaluation of items on the suitability of G-SEED, and their ranked reasons for build a green library were preventing environmental pollution, energy-saving, environment, ecology, and indoor environmental factors. Fourth, a lack of 'awareness about the concept of the green library' was thought to most affect the awareness of difficulties in green library construction, and the respondents agreed with the need for 'library image enhancement' to better manage expectations of the green library.

A Study on the Operating Status and Development Direction of Public Library in Busan Metropolitan City (부산시 공공도서관의 운영현황 및 발전방향에 관한 연구)

  • This research is to find a direction of development through operating status survey of public library in Busan metropolitan city. First, Normally library users visit the library to check out books or to have a private study session. Also users normally obtained information about upcoming events done in the library through using offline search methods. Second, although the usage of the website was low, however the users demanded the increase in computer numbers in the library and online database for home access. Third, the users acknowledged the importance of the public library to their local community. Library policy indicator rated high in importance to the local community(m=3.86). However the reference desk(m=2.87), checkout desk(m=2.41), computer availability(m=2.47), as well as up-to-date artifact availability(m=2.64) did not reach the average point of 3.0. Thus, revealing that the public library's management policies were not sufficient enough to satisfy the needs of the library users.

A Study about the Deposit Stations in Japanese Colonial Era (일제강점기 순회문고에 관한 연구)

  • This study attempted to analyze the deposit stations in Japanese Colonial Era of Korea. To do this, this study reviewed the related literature such as articles, records, statistics, books and reports selected from databases, archives and libraries. The deposit stations were categorized by the colonial governmental bodies that included the central and local governments, by the non-governmental bodies that included the quasi-public organizations, the anti-Japanese organizations and the others and religious organizations and by the public libraries. These deposit stations were analyzed according to the time and purpose of establishment, the audience and area of the services, the ways of the services and the theme and quantities of the collections. Finally, the study could find that the deposit stations were widely adopted to supplement the lack of a library infrastructure by various administrative bodies and non-governmental bodies in Japanese Colonial Era of Korea.

  • Bylaw Is essential to assuring continuity and preventing disagreements and misunderstanding. But library bylaws of the wide-area self-governing cities in Korea are complicated In structure and violated the law according to administrative authorities. Therefore, the purpose of this paper is to suggest an integrated bylaw model including goal of bylaw operations of library : the library director officers : branch libraries : substructure, use rules : assigned materials promotion committee of library promotion fund ; amendment procedures, etc.

A Study on the Satisfaction of User Groups of the Digital Library System (디지털자료실지원센터(DLS)의 이용자 집단간 만족도에 관한 연구)

  • DLS(Digital Library System) have been established by Ministry of Education and Human Resources Development for providing the application services to each school library managers(teacher librarian) and front end users such as students and teachers. DLS's are separately operated by 15 major metropolitan or provincial office of education to cover all elementary, middle and high schools in Korea. There is a necessity which it will analyze the current status of DLS because it's system after starting a service 2 years passed. This study suggested to improvements strategies of DLS by survey from teacher librarian, subject teacher, students of 308 schools.

School Library and Information Skills Instruction and the Task in Korean Primary School (초등학교 도서관교육과 그 과제)

  • The author reviewed the school library and information skills instruction. In order to fit the goal that is the enhancement of student's creativity, the instruction the author introduced is based on the learning model such as The big Six. She insisted that students can be creative, if they solve their classroom tasks by using such learning model for their entire school days because the teaming models are structured similar to human brain's thinking process and it can help the function of human information processing system. The author suggested the improvement of the conditions of school library media centers for school library and information skills instruction to meet the goal of school, that Is the creativity of students.

Improving the Acquisition and Distribution of Foreign Print Journals in Korea (해외인쇄학술지의 확보와 유통의 개선에 관한 연구)

  • Despite the rapid adoption of electronic journals, the need for print journals still remains. The current level of foreign journals acquisition poses a threat to strengthening the national research capabilities. Furthermore, there is too much overlap among academic libraries for foreign journals. We propose the establishment of government funded foreign research information centers to systematically acquire and distribute foreign print journals. We discuss specific approaches to selecting and operating such centers. Foreign research information centers are expected to enhance the national scholarly information infrastructure as well as the academic libraries' core capabilities.
