Since the recent financial crisis in universities has caused the decrease of academic library budget, the resource sharing has been considered by utilizing inter-library loan (ILL) data for solving the financial deficit. This study aims to identify the collection profiles of western monographs' ILL data among 4-year academic libraries. In order to achieve the purpose of this study, this study analyzes ILL data from 2011 to 2017 using the bibliographic data and ILL transactions of the KERIS union catalog. The findings of the study show that the western monographs was significantly provided by large-scale academic libraries in 2011, however, the extent of major regions expanded, and the number of influential institutions rose in 2016. Second, in 2012, the influence in the ILL network increased in the quantity of western monographs holdings and the proportion of common collections. On the other hand, in 2016, it was also shown that the influence in terms of provision in the ILL network increased in the proportion of unique collections. Lastly, the ILL participating academic libraries were classified into six clusters by a hierarchical clustering analysis of holdings and ILL indexes.

This study is to evaluate whether economies of scale exist in four categories of university libraries in the Korea. Regression analysis is used to fit a log-log equation to the total budget-output (total circulation, interlibrary lending and borrowing, reference transactions, hours opened, volumes added, automation and information indicator) for all the types of libraries. In results of the analysis, returns to scale are almost constant in the national and public libraries and larger libraries. But there is presence of economics of scale in private libraries and all of the libraries. Except for hours opened, economies of scale decrease more rapidly.

This paper is to analyze the impact of changes n academic library management environment on information services. For this purpose. based on literature reviews. various factors affecting information services due to changes in management environment such as human resources, information resources, facilities, budget and information technologies are investigated. Also, in order to substantiate this work, librarians in diverse university libraries were surveyed. According to our survey results, The conclusion is as follows. That is, the most to least affecting factors on information services in university libranes are human resources, information technologies and facilities, respectively.

The purpose of this study is to analyze the reading events in the public libraries, and to present the development methods on the reading events like these: 1. making the wholly responsible post for reading development, 2. planning various events such as the week for reading, the month for reading every season, 3. planning various events for users of libraries, 4. giving the reading development work to the librarian with the teacher librarian certificate, 5. preparing the multipurpose room like the audio-visual room for the reading development, 6. PR through a cyber space and the like for the reading development, 7. cooperating with the related organizations, 8. increasing the budget for the reading development.

University libraries need the development of a common Internet-based reference request system in order to prevent duplicated investment and provide interoperability among them. This paper proposes a standard of Internet-based reference recluest system that serves reference request-responses and that provides reference source sites on the world wide web. Using this system, university libraries can cooperate other libraries with reference databases and may perform tasks of reference service efficiently.

This paper outlines recent conditions after the collapse of former Soviet Union and presents activities in eight major information-related organizations including International Center for Scientific and Technical Information, Russian State Central Scientific Medical Library. Russian National Public Library for Science and Technology, All-Russian Institute for Science and Technical Information, Natural Sciences Library of Russian Academy of Sciences, Scientific and Technical Information Center of Russia, Russian State Library and All-Russian Scientific and Research Institute of State Patent Examination. All of these organizations face economic difficulties brought about by financial crisis and inflation as well as shortage of the state budget. In addition, the domestic information processing technology using computers and computer networks is generally inferior to that of developed western countries due to lack of growth of information infrastructure in Russia.

Academic libraries in Korea have had more and more troubles in management due to the drastic increase in quantities and budgets for purchasing expensive international academic information resources. In this research, with a focus on the international electronic information resources, an attempt is made to overcome such difficulties in management of academic libraries in the following steps: First, the amount of budgets for purchasing resources and building collections for academic libraries is analyzed; Second, the current state of academic library consortia, both domestic and foreign, is reviewed; Third, the current administrative issues and strategic directions of domestic academic library consortia, including the KESLI Consortium of KISTI, ACE Consortium of KERIS, and Consortium of Korean Council for University Educations, are examined; and Fourth, based on the above collected information, a proposal is made to improve the collection and distribution system for international academic information resources in Korea.

The purpose of this study is to analyze the development strategy of academic libraries in the U.S., U.K., Australia, and Canada which have been established in response to the problems faced since the 1990s. Major problems, which academic libraries in various countries have commonly experienced include continuing decrease in library expenditures, changing role of libraries themselves, changing nature of library collections, development of information technology and technological intrastructure on campus, steep increase in prices of scholarly journals, and relative decrease in purchasing powers of libraries. In this study, discussed are the strategic planning and solutions carried out at the national or government level, rather than by individual libraries. Their efforts commonly focus on such measures as resource sharing, shared catalog and storage facilities, cooperative purchasing and negotiation for scholarly journals, etc.

This study attempts to investigate the current stage of collection development process in small libraries through case study to eleven small libraries in Yeongnam region. Library collection is the primary element of a library and collection development is the starting point of librarians' duty. The researcher recognized the problems observed in collection development process in the case small libraries and discovered the widespread obstacles restraining the future development. Through the visits and observations, aging book collections, lack of diversity in the form of materials acquired, imbalance in subject distribution, and the imbalance in circulation are identified. Suggestions are to be added: collection development duty can not be fulfilled without proper support by local governments. While small libraries penetrate into peoples' territory, Public libraries should seek to enhance and improve their service orientation as well as a cooperative network with these small libraries.

The purpose of this study is to investigate what fields of library cooperation system should be resolved and to find out a resolution. A survey are used for research method. The contents of survey is about operating performance and main obstacles of cooperation among other libraries. The results show that most of respondents estimated need of cooperation among libraries and operating performance of cooperation was poor. The system needs to be changed. The problems are insufficiency of budget and personnel. two different types of operating body, insufficiency of standard and committee for cooperation system, delayed speed of integrated retrieval system, limitation of sharing of information about users, insufficiency of user's and librarian's recognition of cooperation system. This study proposes improving method through developed model on cooperation system.
