도서관정책을 총괄하고 있는 문화관광부는 2월 5일 「도서관 발전 종합계획」수립계획(안)을 발표하고 금년 상반기 중 관계부처와의 협의를 거쳐 동 계획을 확정할 예정이라고 밝혔다. 이러한 계획이 수립되면 도서관 육성과 진흥에 대한 도서관계, 시민단체, 언론 등의 여망을 기반으로 각 부문에서 산발적으로 추진되어 온 도서관 진흥 정책을 종합하여 관계부처간 협력을 통해 효과적으로 추진해 나가는 계기가 될 것으로 기대된다. 그 동안 문화관광부는 1991년부터 지난해까지 도서관 건립지원에 769억원, 공공도서관의 콘텐츠 확충에 228억원(1995~2001)을 투입하는 등 도서관 육성 및 진흥을 위해 지속적으로 지원해 왔으며, 그 결과 1991년 267관이던 공공도서관이 2001년에 485관(건립중 포함)으로 2배 가까이 증가하였다. 이처럼 절대 부족한 도서관의 확충과 함께 지식정보화시대 도서관을 지식정보유통의 핵심기관으로 확성화시키고자 2000년부터 관계부처와의 역할 분담을 통해 공공 및 학교도서관 정보화기반 조성 및 도서관 소장자료의 디지털화(콘텐츠 확충) 등 '도서관정보화 종합계획'을 추진하고 있다. 계획수립은 한국문화정책개발원이 주도하여 도서관계 전문인사와 공동연구로 추진하고 자문위원단을 구성하여 계획의 기본방향 및 내용에 대한 각계의 의견을 수렴하게 되며, 문화관광부, 국립중앙도서관, 한국도서관협회 등이 지원기관으로 참여하여 정부정책으로 연계되어 그 활용성을 높이는데 주력할 계획이다. 이번 계획에서는 기본적으로 국립중앙도서관 및 공공도서관의 발전방안을 중심으로 학교 및 대학 도서관 부분에 대해서는 관계부처간 효과적인 정책협의체계 구축을 통한 정책적 지원부분에 초점을 두고 정보화 시대에 부응하는 도서관의 역할과 기능 재정립, 도서관 관종 간의 협력 프로그램 개발을 통한 도서관 운영활성화 등 도서관의 조직ㆍ기능ㆍ인력ㆍ프로그램 등의 측면에서 현황분석을 통한 문제점 도출과 개선방안을 마련, 궁극적으로는 도서관및독서진흥법 개정 등 도서관발전의 법ㆍ제도적 지원 토대를 마련할 방침이다. 한편 도서관정보화 부문에 대해서는 2003년부터 2단계 도서관정보화사업 추진을 위해 관계부처와 협력하여 현재 민간 컨설팅업체를 통해 추진중인「도서관 정보화전략계획(ISP)」을 종합계획에 반영할 계획이다. 또한 교육인적자원부를 중심으로 정부 6개 부처가 '학교도서관 활성화대책 기획단'을 구성하고 학교 및 대학도서관 발전 계획을 수립 중에 있다. 그리고 대통령자문 교육인적자원정책위원회에서 4월 3일 '도서관 정보인프라 활성화 방안'을 대통령에게 보고한 바 있다. 우리 「도서관문화」에서는 도서관 및 관련 부문의 각계 인사들에게 정부 「도서관 발전 종합계획」등 계획 수립에 바라는 바를 알아보았다.

This study analysed the long-term plans of academic libraries to raise their usefulness at universities in Korea. Especially, this study focused the evaluation of strategic plans, and drew an evaluation guideline based on the evaluation methods of strategic plan of academic library in foreign countries. This study checked the long-term development plans of academic libraries in Korea, and evaluated how much the core elements of strategic plan are reflected in the long-term plans. As the result, it has come out that there are more characteristics of operation plans as routine services than those of strategic plan as long-term view which contributes to the development of libraries in the long-term plans of academic libraries in Korea.

The academic library development plan has external importance as it explicitly declares the library's role and development direction. Internally, it is also a library service guideline. To develop the development plan, libraries must understand the trends and needs of international, national, and affiliating universities and their constituents. Accordingly, this research includes case, content, and network analyses of foreign academic libraries' development plans to identify the trends. The analysis results show most foreign academic libraries employed various strategies and plans, which can be characterized as 'collaboration,' 'collection development,' and 'research support.' Consequently, we propose the following factors to consider when developing an academic library development plan: specification of mission, vision, and core values; recognition of core values such as diversity, equity, and inclusion; awareness of the significance of collaboration and partnership with other units within the universities and external organizations; and utilization of university library development plans as tools for achieving management objectives.

우리 나라의 도서관사업은 본협회가 실질적으로 창립되어 활동하기 시작한 1956년부터라고 볼 수 있겠다. 그동안 모든 분야의 변화 및 발전과 더불어 우리 도서관도 괄목할 만큼 개선되고 발전되었다. 특히 최근에 이르러서는 근대화의 촉진으로 말미암아 정보산업사회가 되어 도서관봉사의 필요성은 날로 증대되고 있다. 이에 대처하기 위한 도서관운영기법이 선진외국의 경우 놀라우리만큼 현대화되었고, 우리도 나름대로 우리의 현실에 맞는 도서관발전을 도모키 위하여 끊임 없는 노력을 기울이고 있다. 이제 우리 도서관계도 초창기적 발전 단계를 벗어난 시점에 있으며, 이에 따라서 앞으로 전체도서관발전방향이 제시되고, 이에 의하여 계획적인 도서관 발전을 추진할 필요성이 대두되어 본협회에서는 이 문제를 이미 지난 1975년부터 검토하기 시작하였고, 1978년에는 이를 구체화시켜 긴 안목에 선 도서관발전계획서를 작성키로 하여 그 기초자료를 준비하기에 이르렀다. 이 연구논문은 이러한 취지에서 1978년 본협회가 이봉순 부회장에게 의뢰하여 완성된 것이다. 이봉순 부회장은 협회의 의뢰를 받고 구자영(이대교수), 이효정(중대교수), 임명순(중대교수)등 연구팀을 구성하여 아산사회복지사업재단의 연구비를 받아 진행하게 되었다. 이 논문은 이미 창립 20주년 이화여자대학교 도서관학과 기념논문집(1979)에 발표된 것으로 199면에 달하는 장편의 연구논문이다. 이번에 본 월보에 이를 요약하여 게재하는 것은 도서관발전책에 관한 귀중한 연구자료를 널리 알림으로써 앞으로 확정될 우리 나라 도서관발전계획서 작성에 도움을 주고자 하는 것이다. 이상적이고 바람직한 훌륭한 한국도서관발전계획서가 작성될 수 있도록 여러분들의 적극적인 관심과 참여를 바라며, 새로운 의견이나 자료가 있으면 다수 제안하여 주시기 바란다.

The purpose of this study is to suggest ways to improve development plan of the National Library of Korea, comparing development plan of the Library and strategic plans of national libraries in western countries, China and Japan. For this purpose, plans of national libraries in Korea and Overseas were collected and analyzed. And a rubric evaluation was applied to the case plans. The findings indicate that plan of the National Library of Korea is written for analyzing present problems, setting practical activity-centered detailed plans. On the other hand, plans of national libraries overseas present distinct mission and vision statement, and set up goals, objectives, concrete activities in the framework, which function as milestones for developing libraries. As a conclusion, this study suggests that the National Library of Korea need mission and vision statement, links among mission, vision, goals, objectives, activities, and ongoing library marketing. This study can contribute for the National Library of Korea to develop plan with the concept of strategic plan.

Policies has envisioned directions and identified tasks, through the establishment of the University Library Promotion Act and the Ministry of Education's establishment of the Comprehensive University Library Promotion Plan, in order to put some momentum for the development of university libraries. However, these agendas are appropriate for the actual operation of the university itself to achieve these goals. This should be reflected in each university's own university library development plan. In this regard, this study attempts to investigate the perceptions of the effect of the university library strategic plans established by the university itself. Further, through the survey by university libraries, the status of university libraries in each university's regulations, the level of discussions and cooperation with the library strategic plans for each university, and any substantial changes made in university libraries are analyzed.

On the other hand, strategic plans of academic libraries in advanced countries present distinct mission and vision statement, and set up goals, objectives, concrete activities in the framework. As a conclusion, this study suggests that academic libraries in Korea need mission statement and vision statement, task force of librarians, links among mission and vision and concrete activities. This study can contribute for librarians of academic libraries to develop strategic plans in Korea. This study can be used as a basic consideration for the establishment and evaluation of strategic plans at academic libraries in Korea. As follow-up studies, further case study about academic library which develops and activates strategic plan in Korea, comparative study on development plans and strategic plans of national libraries and public libraries in Korea and overseas are needed.

The purpose of this study is to investigate the academic librarians' perception of the current status and establishment of the development plans of domestic university libraries to suggest ways to increase usefulness of development plans. And this study sought ways to establish the academic library development plan that reflected the key components of the development plan. To this end, a survey was conducted on academic library librarians, and in-depth interviews were conducted with the persons in charge of the academic library development plan to supplement the limitations of survey. The results are as follows. First, the establishment of academic library development plans tend to be formal and passive, and has limitation in eliciting cooperation between external organizations and academic libraries. Second, most academic libraries do not disclose their development plans on their websites. Third, the awareness of the leaders of the academic library organization needs to be preceded, and a task force needs to be formed to establish development plan. As a result of the study, it is suggested that 'active changes in the perceptions and operation method within academic libraries', 'external disclosure of development plans and strengthening cooperation', and 'strengthening the initiative and role of librarians' are needed as improvement measures.
