도서관정책을 총괄하고 있는 문화관광부는 2월 5일 「도서관 발전 종합계획」수립계획(안)을 발표하고 금년 상반기 중 관계부처와의 협의를 거쳐 동 계획을 확정할 예정이라고 밝혔다. 이러한 계획이 수립되면 도서관 육성과 진흥에 대한 도서관계, 시민단체, 언론 등의 여망을 기반으로 각 부문에서 산발적으로 추진되어 온 도서관 진흥 정책을 종합하여 관계부처간 협력을 통해 효과적으로 추진해 나가는 계기가 될 것으로 기대된다. 그 동안 문화관광부는 1991년부터 지난해까지 도서관 건립지원에 769억원, 공공도서관의 콘텐츠 확충에 228억원(1995~2001)을 투입하는 등 도서관 육성 및 진흥을 위해 지속적으로 지원해 왔으며, 그 결과 1991년 267관이던 공공도서관이 2001년에 485관(건립중 포함)으로 2배 가까이 증가하였다. 이처럼 절대 부족한 도서관의 확충과 함께 지식정보화시대 도서관을 지식정보유통의 핵심기관으로 확성화시키고자 2000년부터 관계부처와의 역할 분담을 통해 공공 및 학교도서관 정보화기반 조성 및 도서관 소장자료의 디지털화(콘텐츠 확충) 등 '도서관정보화 종합계획'을 추진하고 있다. 계획수립은 한국문화정책개발원이 주도하여 도서관계 전문인사와 공동연구로 추진하고 자문위원단을 구성하여 계획의 기본방향 및 내용에 대한 각계의 의견을 수렴하게 되며, 문화관광부, 국립중앙도서관, 한국도서관협회 등이 지원기관으로 참여하여 정부정책으로 연계되어 그 활용성을 높이는데 주력할 계획이다. 이번 계획에서는 기본적으로 국립중앙도서관 및 공공도서관의 발전방안을 중심으로 학교 및 대학 도서관 부분에 대해서는 관계부처간 효과적인 정책협의체계 구축을 통한 정책적 지원부분에 초점을 두고 정보화 시대에 부응하는 도서관의 역할과 기능 재정립, 도서관 관종 간의 협력 프로그램 개발을 통한 도서관 운영활성화 등 도서관의 조직ㆍ기능ㆍ인력ㆍ프로그램 등의 측면에서 현황분석을 통한 문제점 도출과 개선방안을 마련, 궁극적으로는 도서관및독서진흥법 개정 등 도서관발전의 법ㆍ제도적 지원 토대를 마련할 방침이다. 한편 도서관정보화 부문에 대해서는 2003년부터 2단계 도서관정보화사업 추진을 위해 관계부처와 협력하여 현재 민간 컨설팅업체를 통해 추진중인「도서관 정보화전략계획(ISP)」을 종합계획에 반영할 계획이다. 또한 교육인적자원부를 중심으로 정부 6개 부처가 '학교도서관 활성화대책 기획단'을 구성하고 학교 및 대학도서관 발전 계획을 수립 중에 있다. 그리고 대통령자문 교육인적자원정책위원회에서 4월 3일 '도서관 정보인프라 활성화 방안'을 대통령에게 보고한 바 있다. 우리 「도서관문화」에서는 도서관 및 관련 부문의 각계 인사들에게 정부 「도서관 발전 종합계획」등 계획 수립에 바라는 바를 알아보았다.

As the cases of merging and cooperation of archives and libraries increase abroad, research and discussions about integration of complex information services among information centers, such as archives, libraries and museums started to emerge. In a similar vein, the need for integrated cultural information centers are suggested in Korea as the museums encounter the need for expansion of contents, and libraries try to diversify their functions, yet regional public archives has not been established. In this context, the concept of 'Larchiveum(libraries + archives + museums)' was proposed as an alternative that integrates and provides various information functions and resources, and research related to this started to emerge. At present, however, the Larchiveum has not been realized, the specific pathway to realize this kind of institution need to be discussed. This study analyzes the functional characteristics and elements of archives, libraries and museums, and based on these, the functional requirements of the larchiveum are drawn, and are reflected on the Larchiveum's functional planning for space planning in this study.

This study is for a small sized library to expand the functions of public libraries in the community. This study aims to encourage local residents utilizing information and public libraries by opening parted facilities to public and naming it a substitute. It is expected to contribute to richer welfare system. In detail, the study discusses progression of the small sized library as well as budgeting and hiring staffs in Committee on Library and Policy. However, there is limitations in terms of capabilities because school library is different from public library target users, space, unit plans. Therefore, this study investigates a small sized library as a function to find out type, plan, and space availability and size of ideal open school library.

대학도서관 사서는 이용자에게 신속한 지식정보를 제공하고 변화하는 교육환경에 신속하게 적용하고 정보욕구를 충족시키고 조직을 발전시키기 위하여 도서관의 기본요소 항목인 사서확보와 장서확충 및 예산과 시설이 잘 갖추어 지도록 노려해야 할 것이다. 그 중에서 대학도서관이 가지는 다양한 기능과 목표를 달성하기 위해서는 도서관에 근무하는 사서의 역할이 중요하다. 왜냐하면 사서의 직무수행이 이용자에 대한 정보서비스의 품질과 밀접하기 때문이다. 특히 전문대학은 설립기관이나 교육목표에 따라 차이는 있을 수 있지만 전문인력을 양성하는 기관으로 인식되는 것은 같다. 하지만 4년제 대학에 비하여 봉사대상은 비슷한 수준임에도 불구하고 상대적으로 기준, 시설, 예산면에서 열악한 전문대학 사서의 현실과 현황을 비교해 보고 사서 구성원을 검토함으로써 전문대학만이 가지는 문제점을 파악하고 전문대학 도서관 사서도 전문직으로서 자부심을 가짐으로써 열악한 전문대학 현실에 대응할 수 있는 대처방안을 모색해 보고자 한다.

The goal of this study is to propose the plan for strengthening organizational competences related to the collection development function of the national library. For this goal, author analyzed and compared the organizational characteristics of departments for legal deposit in national libraries of nine developed countries, derived the limitations and weaknesses of legal tasks, policy documents, and collection development tasks by organizational units of the National library of Korea. Based on these results, author suggested the centralization of collection policy and legal deposit function, th name change and total restructuring of collection acquisition division, and its manpower reinforcement, etc.

This study regards the evaluation for the main contents of the 'Library Development Plan(2003-2011)' promoted by the Ministry of Culture and Tourism for the library development plan in Korea. SMART evaluation method was introduced for the evaluation of vision, objective, core project of library development plan. Following result was acquired as a result of the study. First. as a result of SMART vision, objective, core projects and main business of library development plan was presented to be 3.05, 3.09, 3.15 and 3.12 respectively. Thus, in the evaluation for components of development Plan, it was excellent in core projects. Second, as a result of SMART, concreteness, measurability, achievability, relevance and time frame of library development plan was presented to be 3.09. 2.99. 3.12. 3.24 and 3.10 respectively. Thus, in the evaluation components of development plan. it was excellent in relevance but it has been found that supplementary measures should be taken on measurability. Third, 'culture-oriented room with knowledge and information' was found to be superior to the 'information library with up-to-date technology' in evaluation of the objective. Fourth, 'substantiality in user service with the supplement of library contents' was excellent in evaluation of core projects but there is some problem with 'activation of library function through training and supplement of professional manpower.' Fifth. 'Enhancement in library information service' was presented to be excellent in evaluation of main business but there was problem in 'reinforcement in function of library for each location and type,' 'partnership of public-private enterprises' and 'promotion for book culture of the public' thus it need to be revised and supplemented hereafter.

The study aims at illustrating the current state of public libraries in Busan metro area and to suggest strategies for the development of public libraries system in Busan. For this, the study collected data through the statistics and interviews with librarians and administrators. As a result, five goals have been suggested. Followings are the suggestions to improve the current state of the public libraries in Busan area. 1) New programs on lifetime information needs; 2) Initiatives for multicultural services in public libraries; 3) Continuous construction of new public libraries and renovation in older facilities; 4) Improvement of public library service environment, especially in personnel and collection development, and; 5) Support for the regional main library system.

The purpose of this study is to evaluate propriety of remodeling and present improvement as a case study of a school library. For this, we analyzed investigation of the process of it by selecting a school library which has been completed recently and surveyed user satisfaction after remodeling. According to the survey result, is shows that the user satisfaction of information service and education activity that are library's function and role are efficiently increased by remodeling. In case of the school library, on the other hand, it shows that the users still need not only the improvement of the space structure and aesthetic environment of the exterior and interior but also the expansion of the stuff and facility.

In this study, based on the results of analyzing the facilities and operation of the public libraries in Iksan, several strategies that may contribute to its regional development have been established. The strategies are as follows. The first one is to hire more librarians to perform the role of libraries at the advanced level that are suitable for the ever-growing library facilities. The second is the plan for specialization of the libraries, which was proposed with each subject suitable for each library such as History Culture, Modern and Local Culture, Jewelry and Precious metal, Food Cluster, Female, Administration & Welfare, and Environment & Ecology by matching the urban policies and characteristics of Iksan with these library. The others are the operation of English library in the way suggested in this study and the establishment of youth library to build up the role of the libraries in educational city. Through these strategies, the overall function and role of the public libraries in Iksan can be strengthened and emphasized.
