  • ESCO의 민간투자사업(BTL)이 확대되고 있다. 운영관리를 기본적으로 포함하는 민간투자사업 기본계획상의 민간투자 대상시설을 기존의 도로 철도 항만 등의 교통시설 위주에서 교육 문화 복지시설 등의 생활기반시설로까지 확대되었다. 민간의 창의와 경영기법을 활용함으로써 운영비절감 및 에너지효율 향상을 기대할 수 있는 BTL 사업화의 발전을 눈 여겨 볼 시점이다.

Valuing the Risks Created by Road Transport Demand Forecasting in PPP Projects (민간투자 도로사업의 교통수요 예측위험의 경제적 가치)

  • The purpose of this study is to calculate the economic value of transport demand forecasting risks in the road PPP project. Under the assumption that volatility of the road PPP project value occurs only in regard with uncertainty of traffic volume forecasting, this study calculates the economic value of the traffic forecasting risks in the case of the road PPP project. To that end, forecasted traffic volume is assumed to be a stochastic variable and to follow the Geometric Brownian motion as time passes. In particular, this study attempts to differentiate itself from existing studies that simply use an arbitrary assumption by presenting the application of different traffic volume growth volatility and the rates before and after the ramp-up period. Analysis of the case projects reveals that the risk premium related to traffic volume forecast of the project turns out as 7.39~8.30%, without considering option value-such as minimum revenue guarantee-while the project value volatility caused by transport demand forecasting risks is 17.11%. As the discount rate grows higher, the project value volatility tends to decrease and volatility in project value is always suggested to be larger than that in transport volume influenced by leverage effect due to fixed expenditure. The market value of transport demand forecasting risk-calculated using the project value volatility and risk premium-is analyzed to be between 0.42~0.50, implying that a 1% increase or decrease in the transport amount volatility would lead to a 0.42~0.50% increase or decrease in risk premium of the project.

  • 프로젝트 파이낸싱은 프로젝트 자체의 사업성과 프로젝트 현금흐름에 근거하여 발생하는 수익을 담보로 사업자금을 차입하고 운영 시 발생하는 수익으로 대출금을 상환하는 재원조달방식이다. 이 금융기법은 주로 광산 및 천연자원개발 사업에서 수 백년동안 이용되어 왔으며, 우리나라의 경우는 대규모 SOC민간투자사업에서 주로 활용하고 있다. 최근 우리나라 SOC민간투자사업에서는 기존에 정부와 민간사업자간에 체결하였던 실시협약 상의 재원조달 구조를 새롭게 변경하거나 유리한 금융기법을 이용하는 사례가 빈번히 나타나고 있다. 본 연구는 우리나라에서 프로젝트 파이낸싱 기법으로 어떻게 SOC민간투자사업에 투자하고 있는 지 분석하고 현황을 파악하였다. 또한 민간투자사업의 자본구조와 Refinancing의 발생사유를 분석하였으며, 광주제2순환도로, 신공항고속도로, 천안논산고속도로 민간투자사업에서 Refinancing 사례도 분석하였다. 그리고, Refinancing에 대한 효과가 어느 정도 인지 측정을 하였다. 결론적으로 Refinancing 효과가 사업에 대한 수익성을 높이는 효과와 부채비율이 높아져 운영위험이 증가하는 것을 실증적으로 보여주었다.

Performance Evaluation Model for Public-Private Partnership Projects - with Reference to BTO (Build-Transfer-Operate) Road Projects - (민간투자사업 성과평가 모델 개발 및 적용 - 도로 부문 사업을 중심으로 -)

  • The aim of this paper is to develop a performance evaluation model for PPP (Public-Private Partnership) projects that appropriately reflects the important traits that are unique to PPP projects. To this end, 1) it defines a set of distinct perspectives involved in the PPP projects and their associated success factors that might differ amongst the perspectives; 2) it identifies the key performance indicators and suggests the performance evaluation criteria for each indicator; and 3) it builds a performance evaluation model by matching the success factors from each perspective with performance measure criteria as well as applies the model to the two selected BTO road projects in Korea. The process of model construction and its application confirms significant differences between the main stakeholder perspectives typically involved in PPP projects, which highlights the need for an evaluation model tailored for PPP projects by taking into account the distinct perspectives. The results from the PPP evaluation model developed in the study is compared against the results from the existing ex-post evaluation model for construction projects in general. The former shows a closer match with the results from the user satisfaction survey conducted. This new evaluation framework and the performance indicators entailed in it permits a balanced evaluation of PPP projects as it takes into account different perspectives involved in PPP projects as well as an understanding of the factors affecting the success of PPP projects. While the construction of the model is based on transport projects, it is applicable to different types of PPP projects through variation with the weight allocation amongst different success factors and/or additions or other adjustments to the performance evaluation criteria as required.

A Study on Risk Sharing of PPI Project Demand Risk (민간투자사업 수요위험 분담 방식에 관한 연구)

  • One of key success factors in PPI(Public Private Investment) is the structure of risk sharing between the public and the private, and the determination mechanism of fair return to private participants relative to the risk that private participants undertake. In Korea, two basic types of PPI exist. One is BTO and the other is BTL. In BTO, most risks are taken by the private whereas the opposite is the case in BTL. No intermediate form exists. As a result, BTO type projects had difficulty in attracting private participants because of the excessive risks. In this study, one intermediate form is studied where demand risk is shared between the public and the private. In the setting where the public authority takes all the project revenues and then pays ladder type payments to private participants depending upon the level of project revenues, appropriate level of fixed payments is endogenously derived using the real option pricing model. From the fixed payments, expected investment returns are calculated based upon a certain distributional assumption. The results of this study is expected to help introducing diverse forms of PPI in Korea.

  • As the national competitive power indicator, the infrastructures have been constructed with government's SOC budgets. However, even SOC budget is decreased, Public-Private Partnership Project (PPP project) has been introduced to solve demands on extending infrastructures, and among PPP projects, road projects take high portions. This study analyzes the operation & management item of financial model which is connected to the O&M cost and project proposal of previously proposed road project and analyzes the Korea Expressway Co.,'s project cost items and O&M tasks to reflect the characteristics of road projects. Based on results, this study suggests necessity of the O&M cost breakdown structure and the cost calculation standard on each cost item. Also, for the existing task execution tools, O&M cost calculation tool and finance analysis task tool will be integrated, and the system is suggested web-based system. Thus, it is expected that it contributes to the securing overall business values on PPP project and expending profit-base infrastructures.

  • Due to various reasons (normally financial constraints in developing countries), it becomes common to change of the business model from state-run projects to Private Investment Projects (Public Private Partnership) in the global railway businesses. However, due to the nature of railroads compared with other types of infrastructure such as roads and others, railway business require considerable construction cost and O&M cost through the business development, construction, and operation and management stages. Therefore, private investment railway projects, especially in developing countries, can be problematic in terms of the potential for uncertainty when return on investment cannot be guaranteed. In order to strengthen the competitiveness of domestic companies when entering overseas railroad PPP projects, this study proposes PPP-related risks and their countermeasures by reviewing global railroad trends and identifying Korea's weakness in managing international railroad projects.

Analysis on Bidding Behavior in Score Auction: Highway BTO Projects (수익형 민간투자사업(BTO) 입찰평가 분석: 도로사업을 중심으로)

  • Upon selecting preferred bidder in Public-Private Partnership projects, multi-dimensional procurement auction, where price factor and non-price factor are evaluated, is used. This paper tries to analyze bidding data in BTO road projects. It is shown that a winner tends to get higher score in bidding evaluation, which is partly due to increase in base score as well as fiercer competition among bidders. It turns out that score margin in non-price factor was determinant in selecting winner. Also, there was no competition when the level of bonus point was set too high. For price factor, it costs 730 million KRW per score in construction subsidy by government, while it costs 2.43 billion KRW per score in toll revenue. For non-price factor, it was estimated to cost 2.30 billion KRW. Based on the results, it was suggested that we should have appropriate level of bonus point for first initiator, change in scoring rule in construction subsidy part, adjustment of base score in evaluation.
