도로명주소가 법적 주소체계로 지정되고 2014년도부터 전면 시행을 앞두고 있는 상황에서 기존의 지번주소를 도로명주소로 변경하려는 수요가 늘고 있으며 그에 따라 주소 전환 서비스를 제공하는 솔루션들이 증가하고 있다. 행정구역 체계에 따라 단계별로 입력된 지번주소의 도로명주소로의 변환은 크게 어렵지 않고 변환 성공율도 상당히 높지만 자유롭게 입력하여 정제되지 않은 형태의 주소는 전환에 실패하는 경우가 많다. 본 논문에서는 전산입력된 지번주소를 도로명주소로 변환시 주소형태가 정제되지 않은 상황에서도 변환 성공률을 높이기 위해 행정구역 줄임, 일부 주소정보 누락, 오타 등 여러 가지 변형 케이스에 대해서도 유연하게 변환을 수행하는 방안을 연구하였다. 이를 통해 기존 지번 주소의 표준 형태로의 정제는 최대 두 배까지 변환효율을 높일 수 있었다. 그러나 변환시 사용하는 도로명주소 매칭 테이블에 자료의 누락, 건물명의 불일치, 지번과 건물의 1:1 매칭이 되지 않는 경우가 존재하여 원활한 주소 전환을 위해서는 데이터의 정비가 필요하다.

This paper includes consideration for construction of Sejong City and seeking its alternative. Korean government has gone ahead with the relocation of 35 ministries of central government from Seoul metropolitan area to Sejong city for balanced regional development. But many specialists are worried about the spatial division of government function because such a spatial division would bring down the functional efficiency of central government. This paper proposes to make Sejong city the administrative capital city instead of the relocation of some ministries to Sejong city, and discusses the necessity and appropriateness to develop Sejong city as an administrative capital city.

도로의 일부구역을 일반시민이 특정목적으로 사용하기 위한 도로점용허가는 국민생활 및 재산권과 밀접한 관계가 있으나 설계도 등 구비서류가 다양하고 복잡하여 민원인이 신청하기에 불편하고, 이는 곧 민원행정에 대한 국민 신뢰도 저하로 이어지고 있다. 도로점용허가는 서류가 대부분 종이로 제출되어 보관 및 자료찾기 등 사후관리가 어렵고 민원 대응 등 업무처리가 힘들어 행정효율성 저하를 초래하고 있다. 본 연구는 도로점용허가 전반을 지원할 수 있는 온라인시스템(이하 '도로점용시스템'이라함)을 구축하기 위한 정보분류체계를 개발하여 대국민 서비스 및 업무효율성 향상을 도모하고자 한다.

This study examines the unique characteristics of the parcel identification number especially in developing the Korean land information system(KLIS). There are several limitations in establishing KLIS in terms of the location identification. Therefore, it is necessary to develop the appropriate parcel identification number system in Korea including the road identification systym and the three dimensional parcel identification system. The exact parcel bounary also needs accurate surveying and registration.

도로명주소는 2014년부터 본격 사용 중에 있으며 점차 활용이 증가하고 있다. 도로명은 행정구역과 함께 사용되며 거점을 표현하는 기준점으로서 도로명의 간결성은 우편/물류 등의 다양한 분야에서 주소정보를 입력하는 업무에서 중요한 요소이다. 본 논문에서는 도로명주소 체계에서 정의된 도로명 부여 규칙을 토대로 실제 사용 중인 도로명에 대해 살펴보고 도로명 주소 입력 간편화 등의 관점에서의 개선 방향을 제시한다.
