  • Recently the organizations related construction express frequently their opinion to MOLIT at the time of introducing the ICEC grade system and converting a system from responsibility supervision (RS) to construction management (CM). However there was no data to investigate the recognition of road construction engineers about the policy change. In this study, a questionnaire survey was conducted and analyzed twice to the road construction engineers on the CM and ICEC grading system at the Korea Institute of Construction Technology Education. The trend of response from the road construction engineers was verified through the survey separately from other institutions. This study analyzed the results and introduced a desirable policy proposal to promote an international competitiveness of the engineering industry.

  • The result of responsibility supervision system which has been enforced for the last twenty (20) years since January, 1994 is evaluated, and keeps an eye out the process of unification and absorption of the system into the construction management (CM). As a baseline data for this study, the grade framework of construction engineer's ICEC introduced with CM is summarized. In this manuscript, the questionaire survey for CM and ICEC was conducted toward the target group of road field construction engineers and analyzed the outcome of the respondents' answers. 50% of the respondents have answered positively for the question about converting responsibility supervision to CM. 48% of the respondents from construction works field have answered positively for converting responsibility supervision system to CM while 38% of the respondents from engineers of supervision field have answered positively, less positive than the answers from works field engineers. 46% of overall respondents have answered, however, to maintain the present system of 40%, 40% and 20% on the survey to the question asking the opinion on the ways of calculating ICEC to use the rates : 40% of career, 40% of qualification and 20% of academic achievements. However, it appeared that engineers who have comparative advantages with academic achievements and career, and engineers with lower grade qualification demanded higher rate for career.

Evaluating the Safety Effects of Dynamic Message in a Work Zone: A Case Study (도로 공사구간 동적표지판 안전효과 평가: 사례 연구)

  • Generally speeding appeared to be the most contributing factor of fatalities occurred in work zones, and highway agencies in South Korea have concerned of the safety of workers and drivers in the poor circumstances. In this study, a portable variable message signs (PVMS) system as an alternative of control speeding in work zones was implemented. This study evaluated the safety effectiveness of the PVMS based on speeds and the compliance with the speed limit. Linear regression and logistic regression models were adopted to quantify the safety effect of the PVMS between the 'before' and 'after'. The results showed that most of points had statistically significant speeds reduction experience after PVMS installation. Also, the percentage of vehicle exceeding the speed limit by 10 km/h or more was decreased significantly between 50 and 80% in the 'after' periods compared to the 'before' periods. Therefore, the PVMS would be contributed to benefit safety in work zones which there is a difference in design speed of the adjacent normal section.

  • The technology implementation method was diversified into an 'autonomous cooperative driving' method to overcome the limitations of a stand-alone autonomous vehicle with vehicle sensor-based autonomous driving. The autonomous cooperative driving method involves exchanging information between roadside infrastructure and autonomous vehicles. In this process, the concept of dynamic information (LDM), a target of cooperation, was established. But, evaluation methods and standards for dynamic information have not been established. Therefore, this study, a dynamic information evaluation method based on information on pedestrians within the moving objects. In addition, autonomous cooperative driving was demonstrated, and dynamic information was also verified through the evaluation method. The significance of this study is that it established the dynamic information evaluation methodology for autonomous cooperative driving for the first time. Based on this, this study is expected to contribute to the application of safe autonomous cooperative driving technology to the field.

  • This study aims to improve the information service so that construction engineers and construction project participants without specialized knowledge can easily understand the important words and the interrelationships between them in construction practice. To this end, using text mining and network centrality, the frequency of occurrence of words, topic modeling, and network centrality in construction practice information such as technical information, case information, and cost reduction, which are most used in the Construction Technology Digital Library, were analyzed. Through this analysis, design, construction, project management, specifications, standards, and maintenance related to road construction such as roads, pavements, bridges, and tunnels were identified as important in construction practice. In addition, correlations were analyzed for words with high importance by measuring Degree Centrality and Eigenvector Centrality. The result was that more useful information could be provided if the technical information was expanded. Finally, we presented the limitations of the study results and additional studies according to the limitations.

  • The traffic vulnerable, including elderly pedestrians, have a relatively low walking speed and slow cognitive response time due to reduced physical ability. Although a smart crossing system has been developed and operated to improve problem, it is difficult to operate a signal that reflects the appropriate walking speed for each pedestrian. In this study, a neural network model and a multiple regression model-based traversing speed estimation model were developed using image information collected in an area with a high percentage of traffic vulnerability. to support the provision of optimal walking signals according to real-time traffic weakness. actual traffic data collected from the urban traffic network of Paju-si, Gyeonggi-do were used. The performance of the model was evaluated through seven selected indicators, including correlation coefficient and mean absolute error. The multiple linear regression model had a correlation coefficient of 0.652 and 0.182; the neural network model had a correlation coefficient of 0.823 and 0.105. The neural network model showed higher predictive power.

  • Crack sealing is a maintenance technique commonly used to prevent water and debris penetration and reduce future degradation in pavement. In recent years, several systems for automatically routing and sealing pavement cracks have been developed in the highway construction and maintenance area. Automating pavement crack sealing can improve safety, productivity and quality, and reduce road user cost as well. The reduction in crew size and the increase in productivity of the automated sealing process will be translated directly into significant potential cost savings. The main objective of this study is to illustrate conceptual models for the development of the automated pavement crack sealer which meets domestic road condition and regulation, and to discuss its technical feasibilities. Conclusions are made concerning the applicability and the value of cantilever-typed pavement crack which is selected as the most feasible alternative in both economical and technical aspects.

  • Some problems, such as aging workers, a decreased population due to a low birth rate, and shortage of skilled workers, are rising in construction sites. Therefore research for smart construction technology that can be improved for productivity, safety, and quality has been recently developed with government support by replacing traditional construction technology with advanced digital technology. In particular, the motor grader that mainly performs road surface flattening is a construction machine that requires the application of automation technology for repetitive construction. It is predicted that the construction period will be shortened if the construction automation technology such as trajectory tracking, automation work, and remote control technology is applied. In this study, we introduce the hardware and software architecture of the smart motor grader to apply unmanned and automation technology and then analyze the traditional earthwork method of the motor grader. We suggested the application plans for the path pattern and blade control method of the smart motor grader based on this. In addition, we verified the performance of waypoint-based path-following depending on scenarios and the blade control's performance through tests.

  • This study (II) aims to draw up the future-oriented construction policy recommendations based on the outcomes as a result of a broad research and conducting questionnaire surveys on the arguable issues raised by construction engineers for roads and bridges in the course of previous study (I) implementation. As for the question of "The term 'Construction Management (CM)' which currently is defined in two (2) ways", 45% of respondents have answered that two (2) different types of CM should be unified into one (1) CM type as is the case in most advanced countries. About the question of "The ways to educate the CM professionals", many respondents have preferred to acquire CM professional certificate after receiving education for a certain period of time from private CM training institutions. As for the question of The revised draft that the ICEC grade of special engineers for design, construction and quality control areas shall be "more than 78 points from a more than 75 points by the original draft." 52% of respondents preferred to maintain the original draft. About the question of "The reason why the CM system has not been working well yet." 62% of respondents have answered that the staff members who are in charge of handling public project procurements are concerned about the fact that their roles (or activities) might be deprived as a result of CM adoption. In order for the CM system to be activated, based on the notion that the construction projects must be out soured, the reshuffle of the headquarter organization of Ministry of Land, Infrastructure and Transportation (MLIT) should be preceded.
