The Change of Economic Space and the Classification of Urban-Rural Consolidated Cities in Gyeonggi-do (경기도 도농복합시의 경제공간 변화와 유형 분류)

  • The urban-rural consolidated city has emerged in order to promote the balanced development of urban region and rural region. Targeted 11 urban-rural consolidated cities in Gyeonggi Province, this paper investigated the changes of economic space in accordance with the location of industrial activities. The number of establishments has increased in all cities. From the analysis of the changes in the economic space divided into urban regions and rural regions, concentration phenomenon of economic activities in urban regions was strengthened in 9 cities with the exception of Icheon-si and Anseong-si. Concentration of economic activities in urban region was noticeable in Namyangju-si, Pocheon-si, and Yongin-si. 5 types were derived from the classification on the basis of locational changes of economic activities in urban region and rural region. They are 1) urban-rural gap deepen type, 2) urban region growth slowdown type, 3) rural region growth type, 4) urban-rural balanced growth type, and 5) urban region-led growth type. While urban-rural gap of the cities close to highly urbanized city or metropolis has intensified, the growth of urban region was weakened in the cities located away from the metropolis.

  • As results of previous researches and literatures, it is known that the application of the highway-supply index including generally utilized coefficient is not adequate due to the considerable difference of its characteristics. Therefore, in this study, the efficient methodology for determination of optimal highway-supply index in urban-rural consolidated city is extensively suggested and evaluated.

  • As the rural economy is worsening day by day due to rapidly declined population and increase of aging generation, the emptiness in the rural areas are becoming increasingly intensifying. In particular, urban runoff of young adults and middle-aged people and the decrease in birth rate have shrunk the rural population reaching to raise concerns on the stage of emptiness. On the other hand, people in the urban areas with rapid industrialization and overcrowding call for the variety of housing needs moving away from monolithic housing types. In order to solve problems of rural communities such as emptied out rural society as well as the problems of urban communities in overcrowdings, environment, and housing, it is required to develop an urban-countryside village complex pursuing advantages of the rural environment and convenience of urban living. Of this time, there needs a change in rural development policies which can make the urban residents migrate and settle in the rural areas as they are naturally embracing the rural life according to the social background and demand.

  • Since the financial turmoil in 1997, both the national and local governments have initiated a variety of policy measures to support small and medium-size firms to strengthen the national and regional economies. It is no doubt that such policies contributed to establish better business environment for them. However, many analytical reports and academic studies in recent years diagnose that the economy conditions for the small and medium-size firms are in crisis because many policy measures are made based on the supply-side approach rather than demand-side consideration. In order for the governments' efforts to be more realistic and effective, it is necessary to see what the policy target groups(that is. the small and medium-size entrepreneurs) want. This study surveyed entrepreneurs in Hwaseung city, Kyonggi-do, which has more than three-thousands of small and medium-size firms. It finds that in spite of locational advantages and a variety of policy supports from the provincial and local governments, they need more financial supports, more effective mass transportation system for commuting workers. less bureaucratic barriers, and so on.

  • This purpose of research is to offer basic materials for analyzing organizational structure in an effort to develop a standardized model that considers regional characteristics with the ultimate goal being the establishment of a National Health and Family Support Center. Research methods include aliterature survey data. The research target is 94 centers run by the National Health Family Support Center training. These are assessed in terms of their regional characteristics. The objectives of this paper are as follows: 1. To look at the present National Healthy Family Support Center's yearly conditions investigate the regional characteristics. 2. To analyze the National Healthy Family Support Center's annual organizational managements and operations characteristics. 3. To analyze the National Healthy Family Support Center's regional characteristics (Urban-only-, Urban-Rural Integration, Rural-only-) in terms of its organizational management and operations. First, at the national, county, and ward levels, Health and Family Support Center can have family intervention purpose. Regional Center should be operated to keep pace with custom of different regions. Standardization can also be beneficial, including considerations such as agricultural needs and a type center.   • This study is about characteristic of rural areas development project considering Rural Areas Migration. As a Rural Economy is getting worse for a rapid decrease in population and a rapid aging of the population, Decline in Rural areas has become more serious. So, Each local government is promoting rural areas development project, like Culture Village Project, Rural Village Project, Happiness Village Project, and Farming and Fishing New-town Project, to attract inhabitants in the Urban Area. This study examines the change of policy about rural areas development project in Corea through theoretical study, and analyzes the Implementation of rural village Project supported or implemented by local community to characterize the project.

User Benefit Analysis By Transfer Fare Policy : Focuses on the case of Gyeonggi-do (지역별 대중교통 환승혜택 형평성 개선방안에 관한 연구 : 경기도를 중심으로)

  • Gyeonggi-do comprises several types of areas, including urban, semi-urban, and rural areas. The availability of public transportation services varies depending on the area types, but the fare structure is based on a simple transfer rule, i.e., a transfer is free when completed within 30 minutes. As a result, users in non-urban areas with a poor frequency of public transportation services do not receive transfer discounts because most of the bus routes in these areas have a gap of more than 30 minutes between services. In terms of equality of opportunity, the transfer rule is being applied unfavorably and, as a result, equality of opportunity of the non-urban commuter is severely affected. Therefore, this study analyzed the user benefits mainly stemming from transfer fares using the smart card data of commuters using public transportation in Gyeonggi-do. An index called the beneficiary rate of the free transfer was developed and a scenario analysis was conducted based on the various levels of the rate. The results of this analysis proved that the users of public transportation services in non-urban areas in Gyeonggi-do can only receive transfer benefits by the extended time for free transfer and not by the implementation of a uniform policy irrespective of the type of area. The study also suggested an equitable fare transfer system and policy alternatives.

A Study on the trend of change in the number of elementary school students in Kyeonggi-do (경기도 초등학교 학생수 변화 경향에 대한 조사 연구)

  • The results of the research and analysis are as follows: First, from the existing 57 types, 51 types were additionally discovered through the Gyeonggi-do research and analysis, and a total of 108 types could be subdivided. Second, as a result of the survey and analysis of Gyeonggi-do, 17 new unique types and the causes were found Third, out of 7 less than 10 years old schools, the Ns1 and Ns2 types were accounting for almost all of them. Of the 19 mid-term new schools, the Nm7 type accounted for 32.3%, and of the 41 long-term new schools, the most occupied type was Nl13 (33.5%). Among the 20 long-term rising types of 20 to 30 years old schools, the Ai19 type accounted for 22.6%, and the Ai8 type accounted for 19.4%. Among the 21 long-term decline types in existing schools, 17.0% was for the Ad5 type, 16.1% for the Ad15 type, 15.2% for the Ad10 type, 10.0% for the Ad7 type, and 8.1% for the Ad8 type.

An Analysis of the Educational Gap between Local Governments : An Application of Data Envelopment Analysis(DEA) (교육효율성 측면에서의 지방자치단체 간 교육격차의 비교·분석 : 자료포락분석(DEA) 기법의 적용)

  • The aim of this paper is to analyze the educational gap between 250 local governments, by their location and size, in terms of the efficiency of education. For the analysis, this paper employed the data envelopment analysis(DEA), which can consider input and output factors simultaneously, as a research method. Input factor included student number per teacher, student number per class, student number per staff, and donation fund per student, whereas college entrance rate and employment rate were used as output factor. The data were collected through 'the school information' website. Research target was confined to high schools, taking into consideration the variables used for output factor. As a result of analysis, while the high schools in local governments around the capital area showed the high density of students in terms of input factor, college entrance rate and employment rate were higher in the high schools of non-capital area. An efficiency score was also higher in the schools of the non-capital area in both aspects of BCC and CCR models. By the size of local governments, high schools in agricultural-type and small-sized local governments were higher in the efficiency of education, compared to those in populated local governments.
