A Study for Deducing the Problems and Improvements of Health Safety and Welfare Policy for Korean Firefighters by Delphi (델파이 기법을 통한 소방공무원 보건안전정책의 문제점 및 개선방안 도출)

  • Purpose: In this study, we will try to find out problems and improvements of the policies in order to verify whether the plans contribute to the health and welfare of the firefighters properly. Method: By the Delphi analysis by experts. Result: There are problems such as absence of Firefighters' hospital, insufficient mental health education program in fire department, lack of on-site risk assessment system, problem on ineffectiveness of mental and physical health care business, lack of substantiality on mental and physical stability program, absence of mental health education, ensuring the confidentiality for users of mental health programs, lack of support for parent firefighters, lack of firefighters' retirement design and insufficient treatment for female firefighters. Conclusion: There are Improvements such as establishing Firefighters' hospital, improving mental health education and training CISD leaders in the fire department, preparing disaster risk assessment system, effectiveness measurement for visiting psychological counseling projects, improving the program through customer satisfaction surveys, establishment of mental health education system, ensuring confidentiality by improving personnel systems, encourage childcare leave and introduce childcare facilities at fire stations, revitalizing retirement Firefighters and policy development for female firefighters.

An Audit Method on Information System Audit using Delphi Method - Based on Hyperledger Fabric (델파이기법을 이용한 감리점검항목 도출 방안 - 하이퍼레저 패브릭 기반으로)

  • A project to establish an information system with a project cost of more than 500 million won at a local public firm is subject to the Information System Audit (hereinafter referred to as IS Audit), and the IS Auditor shall conduct audit according to the audit criteria. Recently, as blockchain technology has been applied to various fields such as manufacturing, healthcare, distribution, and public sectors beyond the financial industry, the development of systems that apply blockchain technology is increasing. The use of Hyperledger Fabric, a private blockchain, is on the rise to utilize blockchain technology in public firms and private firms. However, the newly emerging blockchain-based system is not sufficient to carry out auditing with existing audit check items, so it has no choice but to make and use audit items individually. Therefore, a need for verified audit items for systems that base on blockchain technology has emerged. In this study, we customized the Delphi process to derive audit items suitable for the system development project using the blockchain technology, and verified the completeness and accuracy of the audit items derived through a survey by the IS Auditor. This research will be of direct help to the IS Auditor, and it is expected that operators and organizers who provide services through the blockchain-based system will also contribute to improving the quality of the system.

  • 본 연구의 목적은 학교 무용교육의 교수평가를 위한 영역과 항목을 도출하고, 우선순위별 가중치를 도출하여 평가를 위한 프로토타입을 제시하는 것이다. 이를 위하여 델파이조사와 AHP분석을 실시하였다. 학교무용교육의 평가지표는 주체성, 창의성, 다양성, 관계성의 4개 영역과 총 16개의 항목이 도출되었으며, 영역을 포괄하는 모든 항목의 복합가중치에서는 전반적으로 주체성과 창의성을 중요하게 요구하고 있는 것으로 확인되었다. 이를 토대로 학교문화예술교육 정책에 의해 최근 변화된 학교무용 교수환경에서 종래의 기법중심 무용수업과는 전혀 다른 학교무용의 교수전략을 요구하고 있으며, 실제적인 교수전략과 특성이 반영되어야 함을 강조한다.

The Survey and Analysis of Technology Level on Korea's Key Green Technologies and its Implications (우리나라의 중점녹색기술수준 조사.분석 및 시사점)

  • Korea government has established and pursued green technology development strategy as the core of green growth, for example, withdrawal of 27 key green technologies through 'green technology research and development comprehensive plan ('09.1)' since 'low carbon green growth' was proposed as a new national development paradigm. In this study, we performed the Delphi survey of technology levels of 131 strategic product and service technologies derived from 27 key green technologies, utilizing large-scale group of green technology experts. The survey of technology level among main five nations resulted in the world's leading nation (US) versus EU (99.4%), Japan (95.3%), Korea (77.7%), China (67.1%) and Korea was ranked fourth. The technology gap between the world's leading nation (US) and Korea is 4.1 years behind EU (3.9 years) and Japan(3.1 years), but 2.1 years earlier than China. For our nation, key green technologies with high technology level are 'improved light water reactor (90.1%)', 'silicon-based solar cell (85.0%)', 'high-efficiency low-emission car (84.5%)' in order. Depending on the investment type of key green technologies, technology level is represented as short-term (85.0%), mid-term (77.3%) and long-term (71.1%) in order, indicating that lower technology level requires mid-to long-term investment and that the investment type is set appropriate.

  • This paper was studied on influence analysis of Telecommunications Network in Electronic Government. Analysis method was studied of Policy Delphi. The five kinds of telecommunications network influence in Electronic Government is National Information Infrastructure Networt, Local Area Network, Integrated Services Digital Network Public Switched Telephone Network, and Cable TV Network. The five kinds of telecommunications network service influence in Electronic Government is Telecommuting Service, Internet Service, PC Telecommunications Networt Video Conference Service and Electronic Data Interchange Service. The five kinds of telecommunications influence in Electronic Government is as follow: First Telecommuting Service must be Constructed. Second, Public Administration Service must be improved. Third. citizen must be participated in decision making. Fourth, Public Administration duty service must be digitalizing. Fifth, Video Conference Service must be improved.

  • Construction projects heavily rely on construction engineers competency, and instant judgment and problem solving ability against unpredictable situation directly affect the success of construction project. Therefore in order to hire construction engineers that are competent to lead construction projects successfully, the construction engineer competency evaluation is essential from the selection process. Hence, this research proposed items to assess the operation competency of construction engineers by deducing influence factors necessary to measure operation competency via interviews with experts and applying the factors. After conducting survey questionnaire utilizing analytic hierarchy process(AHP) for the proposed operation competency measurement items, weighted values were assigned.

  • In this paper, we proposes a method to effectively evaluate learner competencies of computational thinking. Developed descriptive performance assessment tool is the use of assessment items presented in a creative computing MIT. This tool is selected and modified items through expert delphi technique. The performance assessment tool is composed of four areas that are an experimenting and iterating, testing and debugging, reusing and remixing and abstracting and modularizing. We apply to software classes for the pre-service teachers and conducted this descriptive performance assessment. Applying result of the assessment, the developed assessment tool shows the reliability $Cronbach-{\alpha}$ values higher than 0.6. In addition, the validity of the test results is higher in experts delphi test. Descriptive assessment tool suggested in this study are identified as a useful assessment tool to effectively measure student CT competencies.

Research to Establish Bottom-up Early Childhood Educational/Child Care Policy Plan for Preventing Low Birth Rate (저출생 현상 대책을 위한 상향식 유아교육·보육정책 방안 수립 연구)

  • This study agrees with the seriousness of the low birth phenomenon in our country and discusses the analysis of the causes of low birth and the establishment of the policy measures for early childhood education and child care in relation to the low birth phenomenon. In particular, the purpose of the policy is to establish a policy plan for up-to-down early childhood education and child care that can be reflected in the policy by members related to early childhood education, breaking away from the existing one for top-down child education and child care. To this end, the research was conducted using Delphi technique and 20 experts in the field of early childhood education and child care were organized into expert panels. In this study, seven policies were proposed for opportunity compliance, eleven policies for service compliance, eight policies for compliance with goods/gift certificates/tax reduction, seven policies for compliance with cash benefits, and five policies for compliance with power. We hope that the bottom-up education and childcare policy measures proposed in this study will provide specific implications and suggestions for resolving the low birth rate.

A Delphi Study for Development of Disaster Nursing Education Contents in Community Health Nursing (지역사회간호학 재난간호교육 콘텐츠 개발을 위한 델파이 조사)

  • Purpose: This study was conducted to develop the contents of disaster nursing education in community health nursing at universities. Methods: To validate contents, the Delphi method was used. We categorized two domains(indirect disaster management and direct disaster management) and developed 48 draft items. This study applied two round surveys and 23 experts participated in this study. The content validity was calculated using content validity ratio and coefficient of variation. Results: Indirect disaster management domain was composed of three categories including 12 items: 1) Understanding of the disaster, 2) disaster management system, and 3) response by disaster stage and recovery. Direct disaster management domain was composed of nine categories including 30 items: 1) Ethical considerations, 2) communication in disasters, 3) nursing activity by disaster stage, 4) emergency nursing in disasters, 5) patient severity classification in disasters, 6) disaster nursing for vulnerable groups, 7) disaster nursing for victims, 8) psychosocial nursing and health in disasters, and 9) cases of disaster nursing in communities. Conclusion: This Delphi study identified the contents of disaster nursing education curriculum, and confirmed the validity for disaster education program in community health nursing. Based on the results, it will be helpful for training the disaster nursing and improving the competency on disaster nursing of the nursing students.

A Study on the Integrated Approach Methodology for Evaluating the Performance of the Cloud-based AIS - Comparative study of Korea and the US (클라우드 기반의 AIS시스템 성과평가를 위한 통합적 접근방법론에 관한 실증적 연구-한미 양국 비교연구)

  • In this study, This study focuses on exploring the major factors influencing the successful introduction of the cloud-based accounting information system, which is the top priority in the field of corporate digital transformation. Therefore, theories were summarized based on the company's cloud environment and related prior research, and the major performance factors of the company were analyzed by dividing them into organizational factors, business operation factors, and technical system factors. Considering that the cloud-based accounting information system is in the early stages of its introduction, the research analysis method ranks major success factors according to their importance using the Delphi targeting the expert panel, through the AHP method, the major performance variables were finally explored through the mutual importance analysis of each major factor. As a result of the analysis, organizational factors were analyzed as corporate sustainability, business operational factors were the business solutions, and system scalability factors were analyzed. This study will be able to provide additional useful information on the initial introduction strategy and operation for the introduction and operation of the cloud-based accounting information system.
