Recently, a framework crystallizing as Environmental, Social, and Governance(ESG) has been exerting significant influence not only on corporate investment and management philosophies but also on national policies. This ESG framework is becoming an essential requirement for all organizations. It has become an obligation at the corporate and national levels, particularly in the maritime, port, and logistics sectors. Anticipating that the adoption and utilization of the ESG framework will reach higher levels when it becomes a necessity, this study utilized data from international organizations such as the United Nations Conference on Trade and Development(UNCTAD), the World Bank, and the World Economic Forum to analyze the impact of the ESG framework on national economic performance through the maritime, port, and logistics sectors using Partial Least Squares Structural Equation Modeling(PLS-SEM). The analysis revealed that while the ESG framework did not have a direct impact on the national economy, it manifested substantial indirect effects through maritime, port, and logistics sectors. Therefore, in these sectors, the establishment of the ESG framework should be recognized not only as an expenditure and obligation but also as a crucial investment that positively influences the national economic performance. The study's findings are limited by the absence of data beyond 2019 due to the impact of COVID-19. Therefore, it is anticipated that more accurate current effects can be ascertained when newer data becomes available.

발전용 터빈 부품중 회전체인 로터의 수명평가를 간단히 소개하고 수명평가시 고려되는 주요 재질특성에 대하여는 간단한 설명과 데이터를 이용하는 방법을 기술했다. 정확한 수명평가를 위해서는 금속학적인 고찰을 병행하여 경년열화와 효과를 고려하고, 실제 가동 조건과 동일시할 수 있는 각종 데이터를 적용해야 하나 본문에서와 같이 실험에 따르는 제약이 많아 추정 또는 가공된 데이터를 이용한다. 신뢰성 높은 수명평가를 위해선 각종 데이터 확보를 위한 실험장치의 개선과 실험방법의 개발이 매우 중요하다고 본다. 또한 현존하는 재료제조 기술상 초기부터 일 정한 허용결함을 인정하면서 설계, 제조, 가동되고 있는 각종 설비에 경제성을 극대화시키면서 동시에 안전을 확보하는 것은 매우 어렵지만 피할 수 없는 당면과제라 생각한다.

선박의 설계, 건조로부터 인도와 용선, 운항, 폐선에 이르기까지의 전 생명주기에 걸쳐, 선박에 탑재된 제반 항해, 통신, 엔진, 장비 및 기자재 등으로부터 데이터를 수집, 축적, 분류 및 분석, 가공하고 조선소, 선주, 용선회사나 국제기구 등이 필요한 형태로 제공하여 선대의 관리, 운항수지의 분석 및 개선, 경제선박의 설계 등에 활용할 수 있도록 선박운항 빅데이터를 구축할 필요성이 있다. 글로벌위치시스템, 선박과 해상에서의 통신시스템, 지리정보시스템 및 센서의 발달은 선박운항 빅데이터의 출현을 가능하게 하였다.

초연결사회인 4차 산업혁명 시대가 들어서면서 AI, IoT, 블록체인 등 새로운 기술들에 대한 개발과 서비스 수요가 늘어나고 있다. 4차 산업혁명 시대에 데이터는 미래 산업의 원유이고 정부는 데이터 경제 활성화를 위한 투자를 아끼지 않고 있다. 반면 데이터를 활용한 서비스의 증가로 개인정보 침해 위험성이 증가한다는 우려도 있다. 본 논문에서는 4차 산업혁명 시대에 데이터를 활용하는 신기술과 서비스를 분류하고 분야별 서비스에서의 개인정보 처리 실태 및 침해가능 요소와 개선방향에 대하여 제시한다.

최근 정보통신에서 데이터압축의 이용현황을 살펴볼 때, 국제 전신전화자문위원회인 ITU-T에서는 일반 공중전화망을 이용하는 데이터통신을 위하여 표준권고안 중 V시리즈의 하나인 V.42bis라는 표준을 제정, 권하고 있다. 이 표준은 자동재전송 방식으로 에러제어를 하고 있는 V.42라는 표준에 새로이 LZW 압축기법을 추가한 것인데, 모뎀 내에 에러제어와 데이터 압축방식을 모두 채용함으로써 데이터전송에 있어서 정확성과 경제성을 제공하도록 한 것이다. 이 논문에서는 V.42bis방식에 Huffman 부호화방식을 혼합하여 압축률을 향상시키는 기법을 제안한다.

This study aimed at developing preservation metadata elements and its applications for research information which is considered as a valuable digital resource these days. Specifically, the developed preservation metadata intends to provide a basis for the research information of the government-funded research institutes in economic and social science fields which are major knowledge producers of national policy. To ensure the interoperability of the research information across various departments and organizations, this study compared the elements from the CERIF(European Standard) and those from the PREMIS Data Dictionary which is based on OAIS reference model (ISO 14721). Based on this comparative analysis, this study developed complementary preservation metadata elements based on the two standards' characteristics. Consequently, this study suggested a new preservation metadata elements and its applications that are compatible between the two systems and can be implemented in practice.

As the ability to use data becomes competitive power in the data-driven economy, the effort to create economic value by using personal data is emphasized as much as to protect personal data. EU's PSD2(the second Payment Service directive) became the initiative of the Open Banking trends all over the world, as it is the Mydata policy which protects the data subject's right by empowering the subject to control over the personal data with the right to data portability and promotes personal data usages and transfer. Korean government is now fast adopting EU's PSD2 in financial sector, but there is growing concerns in personal data abuse and misuse, and data breach. This study analyzes domestic financial Mydata policy in comparison with EU's PSD2 and focus on Personal information life-cycle risks of financial Mydata policy. Some suggestions on how to promote personal information and privacy in domestic financial Mydata Policy will be given.

This study examines motivations for international students to study abroad at Korean universities. Employing qualitative and mixed methods, this study used grounded theory to analyse data obtained from student interviews, essays, digital storytelling videos, and student video representations to explicate the nature of study of six subjects. All subjects were enrolled in English Education courses during years 2014-2017. The researcher was the course instructor. Results from this study revealed that major codes that emerged from data analyses were those of economics, culture, language study, and personal development, corroborating with findings of most research literature regarding international students' motivations (OUSO, 2015). However, survey of professional literature and study data showed that motivational codes presented in the literature and this study, were discursive in nature in that each code was not only connected to all other codes, but also mutually co-constructive. As such, this study suggests that motivational codes found in study abroad literature were discursive in nature, resembling Bourdieu's (1991) theory of economic, social, and cultural capitals. Results of this study suggest that various motivations for studying abroad are subsumed under economic logic of expense and career development.

정부는 공공데이터 개방을 통해 신산업, 일자리 창출 등 경제 활성화를 위한 도구로 활용하는 것을 목표로 한다. 정부는 고품질의 공공데이터 보유를 위하여 품질 개선 활동을 통해 공공데이터 품질 향상을 진행하고 있다. 그러나 공공데이터 품질관리 수준 진단을 진행하는 담당자의 데이터에 대한 전문성과 이해도에 따라 품질진단 결과에 격차가 발생하여 진단 결과의 신뢰성을 보장하기 어렵다. 본 논문은 공공데이터의 원활한 품질진단 지원을 위해 품질진단규칙 매핑 모델을 제안하여 공공데이터 품질진단의 안정성과 신뢰성을 높인다.

So far, the importance of informatization, as well as investment into it, has been growing steadily. Due to the uncertainties and risks in adopting information technologies, systematic decision-making is definitely needed in investing in a large scale information system. Based on the existing theories about the economic life span of information systems and in consideration of the actual cost involved in the adoption and operation of the systems by the financial institutions in Korea, this study presents the optimal economic life span for all types of information systems in terms of the economic cost and generalizes the optimal life span. The ultimate purpose of this study is to develop a model that could be used in anticipating the timing of economic replacement of the information system of the same type and making decisions on IT investment.
