행정안전부는 지난해 12월 19일 지방계약 예규 개정사항을 공포하고 올해 1월 5일부터 시행에 들어갔다. 특히 분리발주 공사의 범위 명확화 및 활성화 등 지난해 11월 24일 공포된 지방계약법 시행령의 개정사항이 지방계약 예규에 반영됐다. 이번 예규 개정을 통해 공종을 분리 시공하는 것이 효율적이라고 인정되는 공사를 구체적으로 규정하고 분할 분리발주 대상을 사전에 검토토록 함으로써 중소업체의 입찰참여 기회가 더욱 확대될 전망이다. 분리발주 법제화는 대한설비건설협회에서 정부, 국회를 비롯해 제18대 대선후보캠프에 지속적으로 건의한 결과 박근혜 정부가 40대 중점 국정과제로 확정해 추진한 결과로서 지난해 국가계약법 시행령을 비롯해 지방계약법 시행령에 명문화됐다. 한편 이번 정부는 지방계약 예규 개정을 통해 공동수급체 구성원 중 일부업체가 입찰무효인 경우 전체가 입찰 무효처리 되던 불합리한 규정을 바로잡았으며, 중소기업의 경영난 해소를 위해 소규모 계약에 대해서도 선금을 지급토록 했고, 여성 및 장애인 기업에 대한 혜택도 늘렸다. 뿐만 아니라 어려운 경제 사정을 고려하여 중소기업의 입찰 참여 확대를 위해 제한경쟁 입찰에서 재무상태 제한 규정을 폐지했으며, 계약비리 근절 및 협상계약 남용 방지 위해 수의계약 사유공개 및 사전검토 등 기준을 강화했다.

포스코 광양제철소 내의 협력업체인 (주)선우ENG는 직원이80명 정도되는 중소기업이다. 하지만 안전에 있어서 만큼은 포스코 못지않은 선진 시스템을 갖추고 있는 기업으로 국내 대 기업 못지않게 안전에 투자하고 있는 알찬 기업이다. 규모가 작은 사업장이지만 최상의 안전관리 활동으로 무재해를 달성하고 있는 (주)선우ENG를 찾았다.

In Korea SMB's have concentrated on IT convergecy, but have no power to push the detailed policy on IT convergency. So it's necessary to consider the polocies and plans for it. It is most important to add a conventional ideas to the improvement of technical products or enlarge the markets. To develop the SMB's IT convergency, the first, a plan for consilidating R&D capacity of SMB. The second, To prepare the protection solutions of convergency performance and promote the utilization review. The third, to enlarge the SMB's convergency infra-structures.

Cause of the technology leakage and trade secrets can be leaked to the lack of infrastructure, lack of coping skills of SMEs. In addition, small businesses can avoid technology outflow and re-experience the same half of the damage, even when the external leak developed after the fact and does not demonstrate such technology leakage time for the technology and situation which did not take any action, security, infrastructure investments difficult, work-related knowledge, lack of security, trade secret protection dedicated staff, inadequate legal and institutional measures have been identified as such complaints to date. For subcontracting, etc. mid-sized transactions, hinder the growth of SMEs, SME cross-technology leakage to the increase in unfair practices, including useful, and this has been accompanied by growth-based business-to-business it weakened.

지난 해부터 국가적인 문제로 대두되고 있는 '청년실업난'. 이를 극복하기 위한 일환으로 조선일보와 기업은행은 "청년취업 1만명 프로젝트"를 추진, 지난 2월 3일 중소기업 전문 무료 취업 포털 사이트인 '잡월드(http://www.ibkjob.co.kr)를 오픈했다. 청년 구직자들의 취업난과 중소기업의 인력난을 동시에 해결한다는 취지로 열린 이 프로젝트에서 (사)한국포장협회 회원사인 (주)필맥스가 잡월드 오픈 다음날인 2월 4일, 대구 계명대 경영학과를 졸업한 신태동 씨를 채용, 잡월드 1호 커플이 되어 업계 주목을 받고 있다. (주)필맥스 홍영식 대표이사를 만나, 경제 위기 속에서의 인력 채용 및 경영방침에 대한 견해를 들어보았다.

As global competition has become more intense in recent years, collaborative cooperation and shared growth between large and small enterprises for enhancing competitiveness of enterprises have become an important social concern. In the long run, collaborative cooperation between large and small enterprises is becoming more important not only in terms of enhancing corporate competitiveness but also in terms of CSR and CSV. In fact, many large companies are strengthening collaborative cooperation. This study compares and analyzes collaborative cooperation cases of major Chaebol companies including Samsung Electronics, and derive implications for collaborative cooperation plan of large companies.

This study is about the suggestion of reduction method for social insurance cost of startup SMEs based on the study abroad. We suggest several methods (direct and indirect support, exemption, deferment or loan) based on the pros and cons, government's financial situation, the ease of implementation and effectiveness of mitigation methods, creating conditions for the implementation of social insurance mitigation.

우리 경제의 성장잠재력 저하에 대한 우려가 심화되는 상황에서 국민소득 2만불 시대 견인을 위해 2004년 수립한 IT 산업 발전전략이 IT839이다. 신성장동력 핵심기술 개발 등 IT839전략에 힘입어 세계 최초로 WiBro, DMB 기술개발과 국제표준화에 성공하는 등 IT분야 기술개발을 주도하여, 선진국과의 기술격차가 1년 이상 단축되었으며, 특히, 이동통신 DIV 분야는 미국, 일본 등 선진국 수준으로 경쟁력이 향상되는 성과를 보았다. 한편, 최근 IT를 둘러싸고 있는 환경은 IT를 기반으로한 융복합화 진전, 글로벌화 심화, 인터넷 확산과 웹의 진전이다. 2008년에는 이런 환경변화 속에서 IT산업의 지속적인 성장을 위한 전략을 수립.추진할 계획이다. 무선 융합환경에서 신시장 창출 및 선점, 고부가가치 IT산업의 집중 육성, IT중소기업, 핵심인력 양성 등 경쟁력 향상을 위한 기반 구축도 강화한다. Despite the government's constant exertions on making a win-win environment through positive discrimination for small and medium-sized companies and local companies, they are suffering from order polarization, weak competitiveness to win a project, and low profitability in highly competitive market situations resulting from the contraction of the construction market. This study examined the U.S. policy and regulations on protecting the relatively weak entities in the construction industry, focused on a goaling program, setting aside the bid preference for small and middle-sized companies and local companies. From benchmarking, some implications were drawn to reconsider the goal of policy and regulations for small and medium-sized companies and local companies. In conclusion, unlike domestic positive discrimination regulations, which are based on the concept of market sharing that can allow a paper company to survive, those of the U.S. are based on the principle of fair competitiveness, and also provide a certain degree of advantage for small and medium-sized companies and local companies. Therefore, the domestic positive discrimination policy and regulations for small and medium-sized companies and local companies need to be reconsidered toward the direction of not only protecting them but also to strengthen their competitiveness in the market.
