This study is aimed to present a direction of urban development around regional private university site through the case-study in Joongbu university. Regional private university is in the face of a difficult problem for expansion of campus because of increasing of students and a lot of non-planned development in the circumstance of university site. Therefore we need an planned-development for expansion of university campus. This study abstracted of a direction for development by analyzing the land-use behavior around Joongbu university site.

Though there are many crimes on and out university campus in Korea, no one knows anything about the size or the types of campus crime. But, there are many theft crimes and sex assault in the library and one-room village near the university campus. This study suggested the establish ways and means needed to improve the campus security system, with the focus on the CPTED(Crime Prevention Through Environmental Design). Various types of crime prevention methods are being considered instead of conventional crime suppression measures. Among them, CPTED is drawing global attention. Crime prevention through environmental design is a multi-disciplinary approach to deterring criminal behavior through environmental design. CPTED strategies rely upon the ability to influence offender decisions that precede criminal acts. A truly safe campus can be achieved only through the cooperation of all students, faculty, staff and visitors. The cooperation and involvement of the entire campus community in campus crime prevention is absolutely necessary. University should adopt a series of policies and procedures designed to ensure that every possible precaution is taken to protect persons and property on campus.

The Campus Core is centered at the physical, functional and symbolic environment of a university, which is known as the top academic institution, hence it metaphorically represents not only the educational philosophy when institution first opened, but also the transformed values of the time. Today, universities are asked to actively communicate with the local community in terms of function and be remodeled as pedestrian-friendly campuses in terms of physical environment. For this reason, the study comprehends the concept of the campus core in accordance with a pedestrian-friendly environment and suggests a practical plan for campus cores of district national universities based on previous research examination. Since the purpose of the study is to suggest a change in the circulation system centered on vehicle use to transform into a pedestrian-friendly environment through a planned approach while introducing public mixed-use at the same time, the study supports the fact that it is possible to reorganize the strategy of a pedestrian-friendly circulation system and partially revise the land utilization to yield the expected outcomes. Thus, this study will provide valid suggestions for similar maintenance plans while looking back to the meaning and value of today's campus core.

강원전문대학신축설계경기의 당선작이 지난 6월21일 발표되었다. 총 9개의 작품이 응모한 이번 설계경기에서는 주.엄앤드이건축사 사무소(이각표)와 주.종합건축사사무소 산(한광호)의 공동안이 당선작으로 선정되었으며 주.건축사사무소 원.시공.형제(정상원)와, 주,건축사종합건축사사무소(공순구)의 안이 각각 우수작으로 선정되었다. 이 설계경기는 강릉시 주문진의 주문진소속고등학교 4만 8천여평 부지의 기존교사동, 실습동 증축과 대학본관, 도서관 등을 비롯 부대시설을 건립하는 것으로, 한국교육개발원의 '강원전문대설립방안 및 중.장기발전계획연구'에 의거 전문대학의 설립이념 및 목적, 설치학과 및 학생정원, 시설확충계획의 반영, 옥외시설 오픈스페이스 등을 충분히 고려하여야하는 것을 기본 설계방향으로 잡았다. 이번 심사는 한봉기(기획관), 이중근(건설교통국장)과 강원대, 관동대, 삼척산업대, 춘천교육대의 건축 및 조경학과 교수 등 총 10명이 맡았다. 당선된 주.엄앤드이건축사사무소와, 주.종합건축사사무소 산의 공동안은 적절한 조닝캠퍼스 내외의 접근성양호와 보차분리와 토지이용계획의 우수 등 여러 부분에서 심사위원들의 높은 점수를 받았다.
