Shelter location-allocation for Tsunami Using Floating Population and Genetic Algorithm (유동인구 데이터와 유전자 알고리즘을 이용한 지진해일 대피소 선정)

  • Recently, large and small earthquakes have occurred in the Korean peninsula. In this sense, Korea is no longer considered as an earthquake free zone. Especially, it is necessary to respond quickly to earthquake tsunami which may be caused by the influence of neighboring countries with large earthquakes. Since the occurrence of tsunamis can cause great casualties, it is very important to allocate the location of the shelter in case of an earthquake. Although many researches on shelter allocation have been conducted in various ways, but most of them have been analyzed based on administrative district resident data, resulting in a lack of reality. In this study, floating population data were used to reflect reality in case of emergency situations, and genetic algorithm, which produce good results among the heuristic algorithms, was used to select shelter locations. The number of evacuees was used as a objective function of genetic algorithm and the optimal solution was found through selection, crossover and mutation. As a result of the research on Busan Haeundae-Gu, selected as a research area, allocating eight shelters was the most efficient. The location of the new shelters was selected not only in residential areas but also in major tourist areas whose results can not be derived from administrative district resident data alone, and the importance of utilizing the floating population data was confirmed through this study.

  • Currently, the establishment and management of civil defense shelters are under the initiative of the government and local governments to protect the lives of citizens. In the future, there is a need for efficient civil defense shelters operation through the expansion of general shelters, including designated dedicated shelters. Therefore, it is more efficient to consider the distribution of residents and the location of access to shelters, not the quantitative operation considering only the number of residents. This study uses genetic algorithms and Huff gravity model based on census output data, building data, and road network information to understand the distribution of inhabitants more precisely than existing administrative district data. In addition, the spatial- database was used for efficient data management and fast processing, and if this study is improved, it can be used as a basis for the selection and improvement of general shelters positioning for a wider area.

Suitability Assessment for Flood Disaster Shelters of Jinju City (진주시 홍수재해용 대피소 적합성 평가)

  • Jinju city is operating by selecting 8 places as the flood inundation risk area and by designating shelters on this area targeting districts damaged by typhoon and heavy rain, in the past. This study selected the research area as Nabul district and Sangpyeong district where are located in the town and that has high population density out of districts with inundation risk. The network analysis of GIS was applied to the suitability assessment on location of shelter by calculating the moving speed and the arriving time after dividing it into children, general adults, and aged people in consideration of the evacuation condition in inundation disaster. As a result, it was indicated that optimal evacuation plan time for children and aged people exceeded in getting to the shelter because of evacuation time excess and that even general adults outrun the prescribed evacuation time in some districts. Accordingly, a problem for evacuation time was improved by additionally designating 1-2 shelters to existing shelters in Nabul and Sangpyeong districts. A countermeasure is needed to reduce life and property damage in disaster occurrence by implementing the evacuation warning and the age-based evacuation plan more specifically in the future.

  • 우리 나라는 오래 전부터 민방위 차원에서 각 지역에 대피소를 선정해두고 정부 해당 부처의 게시판으로 알리고 있다. 그러나, 민방위 훈련이 거의 실시되지 않는 터라 대부분의 국민들은 어느지역에 어떤 대피소가 마련되어 있는지 알지 못한다. 최근에는 민방위 뿐만 아니라 바닷가 해일에 대비하기 위한 대피소도 늘어나고 있는데 이를 알고 있는 국민 또한 많지 않다. 따라서 이 연구에서는 현재 위치 주변에 어떤 대피소가 있는지와 가장 가까운 대피소까지의 길을 안내하는 긴급 대피소 안내 앱을 개발한다. 그 외에 이 앱은 지역별로 최근 발송된 재난 문자를 검색하는 기능도 제공한다.

  • Seoul, a mega city, contains many features of the modern city. When the disaster or emergency occurs in Seoul, the place for shelter is required for evacuation urgently. There are currently the numbers of shelters in Seoul City, which can hold the twice more capacity of population of Seoul. However, the population distribution fluctuation in the day and the night needs to be considered. Therefore, in order to analyze the actual capacity of shelter, it is necessary to consider the dynamic characteristics of population distribution in the metropolitan area. In the study, the substantial accessibility and the capacity of shelters in Seoul were analyzed by the floating population data of the metropolitan area. The accessibility of shelter was investigated through a network analysis that includes the pedestrian road data, while the capacity of shelter was analyzed by the local differences of daytime population distributions. Finally it was possible to identify the vulnerable areas on the basis of the distribution of shelter in the region.

  • In recent summer, as it is concentrated, even in mountainous areas, flooding and flooding cause casualties in pedestrian evacuation situations. To compensate for this, a system that detects the occurrence of flooding and allows pedestrians to evacuate safely is required. Therefore, in this paper, we propose a research on pedestrian path search based on the shortest distance algorithm using Map API. The pedestrian route search system outputs a map using the T Map API, selects nearby buildings as shelters, and stores data. A shelter close to the pedestrian's current location is selected, and the shortest route is output and the distance and time are provided. If there is a problem with the current route during evacuation, another shelter route is provided from the current location. Therefore, it is thought that the pedestrian route search evacuation system proposed in this paper will prevent accidents during evacuation.

  • 우리나라는 지구온난화에 따른 기후변화에 의해 홍수피해가 점점 늘어나고 있는 실정이다. 이에 따라 홍수피해를 최소화 하는 주민대피체계를 제시하고 있지만 각각의 지자체의 특성을 반영하지 못하고 있다. 이재민 수용소의 인원이 부족하거나, 대피로 경로가 안전하지 못하여 2차 피해가 일어날 수 있는 가능성을 가지고 있는 곳들이 존재하고 있다. 이러한 상황에서 재해가 발생한다면 2차 피해가 발생할 가능성을 가지고 있기 때문에 이재민 수용소의 추가 지정과 대피로 경로를 새로 지정한다면, 재해 발생 시에 피해를 줄이고 보다 신속하고 안전한 대피가 이루어 질 것을 기대할 수 있다. 본 연구에서는 의령군이 현재 지정하고 있는 이재민 수용소 및 대피로를 평가하여 이재민 수용소를 재선정하였다. 의령군은 위험지역에 대해서 32개의 이재민 수용소를 지정하여 운영하고 있었으며, 그 규모는 7,165명을 수용할 수 있는 것으로 조사되었다. 하지만 이 중 봉수면과 의령읍은 이재민 수용시설의 규모가 대상지역의 대피 인원보다 작게 조사되어 이재민 수용소의 증원이 필요한 것으로 나타났으며, 가례천의 대피로는 하천을 wlsk가야 하는 경로로 지정되어 있어 2차 피해의 우려가 있는 것으로 나타났다. 이와 같이 수용인원이 부족한 이재민 수용소에 대해서는 증원을 통하여 문제를 해결하였고, 이재민 수용소의 위치는 피재자의 평균보행속도를 고려하여 15분 동안에 남녀가 이동할 수 있는 보행거리인 1,125m 이내에 위치하는 이재민 수용소를 채택하였다(유완, 도시의 재해대피소 적정 위치선정 2005). 이재민 수용소의 적절한 위치 선정을 통하여 지정한다면 재해발생시 피해를 최소화 할 수 있으며, 신속하고 안전한 대피를 할 수 있을 것으로 판단된다.

Pedestrian path search based on the shortest distance algorithm using Map API (Map API를 활용한 최단 거리 알고리즘 기반 보행자 경로 탐색 연구)

  • There are casualties due to inundation and flooding due to intensive typhoons or heavy rains in summer. Due to such damage, the biggest disaster is flood, and in order to reduce human damage, this paper proposes a shortest distance algorithm-based pedestrian path search study using Map API. This system selects Map API through comparative analysis and provides the shortest route. The route explored is in JSON format and the data of the shelter is stored in the database. The route search system designed and implemented based on this data locates pedestrians and provides evacuation routes in case of flash floods. In addition, if the route cannot be entered while moving to the evacuation route, the current location of the pedestrian is identified, the route is re-searched, and a new route is provided. Therefore, it is believed that the pedestrian route search system proposed in this paper will prevent negligent accidents.

A Study on Brace-height Ratio for Seismic Retrofit of School Building (학교 건축물의 내진 보강을 위한 가새 - 높이비에 관한 연구)

  • The recent earthquake in Korea caused large and small damages to many school building. School building is an important building that is used as a shelter in the event of disaster. Among the seismic retrofit methods, the internal steel braced frame type method is used for its relatively easy construction and excellent performance. In this study, the maximum shear force and displacement were compared and examined by applying the brace frame to existing concrete school buildings. As a result, we verified the adequacy of the analytical model and compared and examined the effect of brace-height ratio on the span of the existing school buildings. The adequacy of the maximum shear force and displacement relationship can be confirmed in the model with a length of 0.3. In addition, seismic frame was applied to the actual non-seismic reinforced concrete school building, and the seismic performance was evaluated by nonlinear static analysis(Push-over analysis) according to the ratio of brace-height. As a result, the increase of the brace-height according to the brace-height ratio has the effect of increasing the maximum shear force and maximum load at the performance point. But the collapse of the braced frame due to the increase in the lateral stiffness occurred, indicating that seismic retrofit according to the proper brace-height is necessary. Therefore, in the seismic retrofit design of brace frame of existing school building, it is necessary to select the proper brace-height after retrofit analysis according to the brace-height ratio.
