우주개발 이념은 크게 과학탐구주의, 상업주의 등 여러 가지 요소들이 각각 다른 비중으로 우주개발 혁신체제에 영향을 미쳐왔다. 우리나라 우주개발 중장기기본계획 상에서 실용주의(상업주의)의 산업경쟁력 강화가 일관되게 강조되어지고 있다. 한국의 우주개발이 본격화된 시기인 1993년부터 2005년까지의 김영삼, 김대중, 노무현 대통령 말씀 내용분석에 있어서, 우주개발을 통한 산업경쟁력 강화라는 실용주의(상업주의)가 일관되게 강조되어 왔다.

정부는 지난 달 6일 국무회와해서 "저탄소 녹색성장 기본법 시행령" 제정(안)을 의결하였다. 이번 시행령은 작년 12월 29일 국회를 통과한 "저탄소 녹색성장 기본법"에서 위임한 사항과 그 시행에 관하여 필요한 사항을 규정한 것으로 총 7개장, 44개 조문으로 구성되어 있다. 금번 시행형 제정은 저탄소 녹색성장을 위한 법령상의 체계를 정비하였다는 것뿐만 아니라, 법에서 규정한 각종 지원제도와 지난해 발표한 중기 감축목표의 이행을 뒷받침할 수 있는 제도적 틀을 마련하였다는 점에서 큰 의의가 있는 것으로 평가되고 있으며 이를 통해, 실행모드에 진입한 녹색성장이 더 큰 탄력을 받을수 있을 것으로 기대되고 있다. 본 고에서는 주요 내용과 함께 시행령에 대해 살펴보도록 한다.

최근까지 건실한 내수 시장 구축을 구축하고 수출 시장 일선에서 성과를 거둔 원자력산업의 성공 신화는 대한민국의 자부심이었다. 하지만 문재인 대통령의 탈원전 정책은 대한민국 원자력산업계의 전망을 어둡게 하고 있다. 이러한 정책은 대한민국 원자력산업계의 신뢰성와 역량, 그리고 가능성을 해치며 원전 기술 수출 가능성을 낮출 것이다. 탈원전 정책은 신고리 5,6호기 건설 중단에서 드러났듯이 대한민국 정부와 원전 사업자 간 혼란을 야기할 수 있다. 이러한 조건에서 러시아와 중국을 비롯한 강력한 경쟁자를 상대로 기존의 'Team Korea'가 보여주었던 탁월한 협력이 가능할지 의문이 들 수밖에 없다.

풍수의 본질은 생기(生氣)와 감응(感應)이다. 즉 사람이 늙어 죽는 것은 가화합체(假化合體)인 형태가 분리되어 화합이전의 진체(眞體)로 돌아가는 것이다. 이 땅으로 돌아간 뼈가 길기(吉氣)에 감응하면 그 자손에게 행복을 미친다. 그것은 마치 동쪽산에 불꽃이 나오면 서쪽산에 구름이 이는 것과 같은 동기상응(同氣相應)과 친자감응(親子感應)이 풍수의 본질이라 할 수 있다 (무라야마 지준/최길성, 1990; 장용득, 1996; 지창룡, 1984; 최창조, 1984; 김성원, 2011a, b, c, d; 2012). 인간의 운명을 결정짓는 것은 여러 가지가 있다. 그 중에서 풍수가 인간의 운명에 끼치는 영향도 지대하다고 할 수 있다. 본 연구에서는 대한민국의 역사상 가장 큰 국정농단 사건의 주역인 최태민-최순실 일가의 음택터에 대한 분석을 위하여 풍수공학적 접근법을 시도하였다. 최태민과 최순실은 대통령의 국정권한을 사사로운 개인의 영달을 위하여 사용하여 국가의 정치 및 경제가 파탄나고 국론분열은 더 심각해지고, 그로인한 국가의 운명이 풍전등화와 같다고 설명될 수 있다. 따라서 최태민과 부친인 최윤성 음택터에 대한 풍수공학적 해석을 통하여 국정농단의 근원을 찾아서 그 원인을 차단할 수 있는 기법을 풍수공학적으로 제시하고자 한다.

(사)한국물류협회(회장 서병륜)와 건설교통부, 매일경제신문이 공동으로 주최하는 2007년도 한국물류대상 시상식이 지난 달 15일 서울 중구 대한상공회의소에서 개최됐다. 이번 행사에서는 건설교통부 장관과 서병륜 (사)한국물류협회장, 물류산업계 및 학계 인사 등 5백여명이 참석한 가운데 거행됐다. 한국물류대상을 한국물류협회, 건설교통부, 매일경제신문이 공동으로 주최하는 행사로 1993년부터 매년 시행하는 물류부문 정부 포상이다. 효율적이고 체계적인 물류혁신에 노력한 기업과 개인을 발굴하여 포상하고 있으며 매년 그 위상이 격상되어 오고있다. 이번 한국물류대상에는 대통령포창상에 (주)포스코 등 4개 업체, 국무총리표창상에 (주)LG CNS Entrue 컨설팅 등 2개 업체, 건교부장관표창상에 대화물류(주) 등 8개업체, 매일경제신문회장상에 한국후지쯔(주) 등 2개 업체, 한국물류협회장상 코레일로지스(주) 등 3개 업체, 근정포상에 전일수 교수가 수상, 20개 단체 및 개인이 수상의 영예를 안았다. 본 고에서는 제15회 한국물류대상 수상자들의 활약상을 살펴본다.

이 논문은 뉴질랜드를 사례로 인간이 육지와 해양을 이용함에 따라 미치게 되는 근본적인 지리적 문제들을 자세히 살피고자 한다. 환경적 갈등은 토지자원과 수자원에 대한 인간의 요구와 필요에서 비롯된다. 뉴질랜드에서는, 자연자원 이용의 갈등을 체계적으로 다루기 위해 1991년에 자원관리법을 제정하였다. 클린턴대통령 자문회가 이 법안과 지속가능한 개발을 검토함으로써, 이 법안은 선도적인 환경관련 법류？ 하나로서 국제적인 중요성을 갖게 되었다. 이 논문에서는 다양한 사례연구를 통해서, 이 자원관리법이 뉴질랜드 자연자원의 높은 질을 유지하고 보호하고자 했던 소기의 성과를 거두었는지에 대해 논의하고자 한다. 이러한 논의에서 핵심이 되는 것은, 자연환경에 대한 문화적인 가치와 태도, 그리고 이러한 것들이 자연환경의 이용에 어떻게 영향을 주는지, 또한 자원관리법이 자연자원의 이용에서 발생하는 갈등을 어떻게 조절할 수 있는지에 관한 것들이다.

Smartphones and PCs have become essential components of our daily life. People are expressing their opinions freely in SNS by using these devices. We are able to predict public opinions on specific subject by analyzing the related big data in SNS. In this paper, we have collected opinion data in SNS and analyzed reputation by text mining in order to make a prediction for the will of the people before 19th presidential election in South Korea. The result shows that our method makes more accurate estimate than other election polls.

This study examined image restoration strategies of political parties regarding the Presidential impeachment In Korea. The analytic framework of this study was Benoit's rhetorical theory of image restoration strategies. Results showed that both Hanara Party and Minju Party used attack accuser as a major image restoration strategy. However, Hanara Party changed their strategies from attack accuser to future oriented. Thus, Hanara Party's image restoration strategy successfully applied Coombs theory, which future oriented strategy was good for an organization of the high responsibility in the context of crisis situation.

Defence Security Command is the only military intelligence and investigation agency which is in charge of safeguarding military information and investigating specific crimes such as subversion and disloyalty in military. While the presidential security provided by Defence Security Command, along with Presidential Security Service(PSS) and the police, forms one of three pillars sustaining presidential security, its works and activities have been rarely known to the public due to the military confidentiality. This study looks into some data specialized into the presidential security among works of Defense Security Command by using various resources such as biographies of key people, media reports, and public materials. It reviews the presidential security works in a historical sense that the works have developed and changed in accordance with the historical changes of Defense Security Command, which was rooted in Counter-Intelligence Corps (Teukmubudae in Korean) in 1948 and leads to the present. The study findings are as follows. First, when the Korean War broke out in 1950 and since then the South Korea was under the threat of the North Korean armed forces and left wing forces, Counter-Intelligence Corps(Bangcheopdudae in Korean) took the lead in presidential security more than the police who was in charge of it. Secondly, even after the Presidential Security Office has founded in 1963, the role of the military on presidential security has been extended by changing its titles from Counter-Intelligence Corps to Army Security corps to Armed Forces Security Command. It has developed their provision of presidential security based on the experience at the president Rhee regime when they could successfully guard the president Rhee and the important government members. Third, since the re-establishment into Defence Security Command in 1990, it has added more security services and strengthened its legal basis. With the excellent expertise, it played a pivotal role in the G20 and other state-level events. After the establishment of the Moon Jaeinin government, its function has been reduced or abolished by the National Defense Reform Act. However, the presidential security field has been strengthening by improving security capabilities through reinforcing the organization. This strengthening of the security capacity is not only effective in coping with the current confrontation situation with the hostile North Korean regime, but also is important and necessary in conducting constant monitoring of the military movement and security-threat factors within military during the national security events.
