본 고는 통신망 관리와 서비스 관리 기술 표준화를 목표로 활발한 활동을 하고 있는 NM Forum의 활동 현황과 이에 대한 우리의 대응방안을 고찰한 것이다. NM Forum은 특히 경쟁 체제 하에서 고객에 대한 서비스 품질을 향상시키고 통신 사업자간에서의 망운용관리정보 교환에 관한 가장 현실적인 해결책을 제공하는 국제규모의 기관으로서 통신업계에서 점차 그 비중을 높여가고 있다.

WTO/TRIPS 협정 체결과 WIPO의 저작권 조약이 선진국의 주도로 성립된 뒤로 지적재산권 분야의 변화와 대응은 각국의 주요 이슈로 부각 되었다. 새로운 지적재산 체제는 경제는 물론 교육, 문화, 사회 전반에 걸핀 서비스영역까지 영향을 미치고 있다. 본 연구에서는 새로운 지식재산 시대에서 한국과 경제적, 문화적, 지정학적으로 비슷한 위치에 있는 대만의 과학기술 정책과 연구 개발 활동, 그리고 지적재산권에 대한 현황에 대해 살펴봄으로써 대만의 지적재산 관련 정책대응과 활동에 대해 알아본다.

Recently, the leakage of personal information and privacy piracy increase. The victimized case of the malicious object rapidlies increase. Most of users use the windows operating system. Recently, the Windows 7 operating system was announced. Therefore, we need to study for the intrusion response technique at the next generation operate system circumstances. The accident response technique developed till now was mostly implemented around the Windows XP or the Windows Vista. However, a new vulnerability problem will be happen in the breach process of reaction as the Windows 7 operating system is announced. In the windows operating system, the system incident event needs to be efficiently analyzed. For this, the event information generated in a system needs to be visually analyzed around the time information or the security threat weight information. Therefore, in this research, we analyzed visually about the system event information generated in the Windows 7 operating system. And the system analyzing the system incident through the visual event information analysis process was designed and implemented. In case of using the system developed in this study the more efficient accident analysis is expected to be possible.

NIR(New Inspection Regime, hereinafter NIR) relating to the PSC(Port State Contorl, hereinafter PSC) has implemented in Asia-Pacific region under Tokyo-MOU from last January 2014. The most noticable difference between NIR and existing TF(Target Factor, hereinafter TF) is to evaluate company performance and to conduct PSC with flexible inspection interval on the basis of Ship Risk Profile; High Risk Ship, Standard Risk Ship and Low Risk Ship. Particularly deficiencies related to ISM Code, more than 5 deficiencies and detention record have a serious effect on the evaluation of Ship Risk Profile. Therefore ship and company are requested to ensure proper implementation of Safety Management System for the changed PSC tendency. Also RO(Recognized Organization, hereinafter RO) and Administration respectively should take suitable actions different to previous measures, such as implementation of cooperation and support system between vessel and company, changing subject and object for avoiding Mannerism in SMS audit, strengthening supervision on RO by Administration and establishment of private-public Partnership network.

Corruption in China became increasingly serious during the early period of its social transition, resulting in severe economic losses and huge challenges to China's government institution, as well as gradually becoming socially widespread. Recently. China's political corruption is an outcome of the attenuated political control, which has been caused by a systemic change from planned economy to market economy since 1978, and the lack of institutionalization to relieve such transition. Besides, the immature market system and state's intervention in the economy are other factors for the corruption. In short, current China's corruption can be regarded as a structuralized phenomenon. This article identified such circumstance by analyzing the scope, degree, and scale of the corruption. Overall assessment of the some factors suggests that present economic modernization is a principal cause for Chinese corruption while the other factors-monopoly power system in the Chinese Communist Party and the transformation of connection-are important but secondary.
