As marine chemical spill incidents increase, and damages caused by chemical spills become bigger and bigger, it is required to educate and train professional personnel for response to chemical spill incidents at sea. In this study, the education contents of domestic and foreign institutions for the training of specialists in response to marine chemical accidents were examined, and a comparative analysis of education and training contents was carried out in order to utilize it in the development of domestic education and training materials for HNS response personnel in Republic of Korea.

This paper deals with the improving issues and methods for 119 dispatcher's work and training manual in order to improve their emergency response ability in Korea. Firstly, it was investigated and compared on manuals and training methods for the reception of emergency calls between South Korea and the USA. And then, specific improvement methods were considered by questionnaire for 95 dispatchers who work at 119 communication center in Gyeonggi-do in the basis of surveys. As a result, people and equipment related to 119 have been continuously upgraded, however, their work depend on their personal experiences and capabilities but because of the insufficient pretraining for the dispatchers. Also, the manpower is still insufficient overall compared to the work. Therefore, it is necessary to secure the expertise of the dispatchers through the systematic training program and proper training and test standards for 119 dispatchers, and to prevent errors in the logic of the situation and systematize their work by standardizing the response work and arranging appropriate manpower.

119 신고센터 상황요원의 매뉴얼이 상황에 맞게 변경 되어야 하며, 신고자의 위치파악에 필요한 지도정보 및 GPS정보의 정확성 상활실 인력보강으로 상화요원의 심리적 안전감이 필요로 한다. 또한 부적잘한 상황 접수시에는 강력한 대응반안으로 대처 할수잇게 하여야 한다.

Hydrofluoric acid leakage accident was occurred on Dec. 2012 in Hube Global. That accident has bought many changes of response in national organizations. Chemical companies respond quickly even when small quantities leakage of chemicals and response agencies were put a lot of manpower and equipment in incident response. Incident response to the response activities of the agents is difficult if the accident substance was not identified. Unknown chemicals can be generated by the water for fire-fighting during the emergency response process. In this case, an additional information was needed for response of chemical accident to prevent of great damage. In this study, we investigated the improvement of chemical accident information by extraordinary chemical accident.

The Radiation Emergency Plan (REP) can be divided into a technical and an administrative responses. The domestic NPP's REPs are reviewed from the viewpoint of the administrative response and improvement methods are also suggested in this treatise. The fields of the reviews are the composition of the emergency response organizations, the activation criteria of the organizations, the selection of the staffings and the reasonableness of the REP's volume. In addition, the limitations of the current radiation exercises are reviewed and the improvement method of the exercise is presented. It is expected that the suggested recommendations will be helpful in establishing useful REPs and making practical radiation exercises in Korea.

상담은 '심리적 고통으로부터 벗어나 마음의 평화를 얻고자 하는 인간의 기본적인 욕구를 해결해주는 것'이라고 한다. 따라서 에이즈 상담은 에이즈에 대한 막연한 두려움과 공포를 지닌 피상담자와 자신이 에이즈에 감염되었을 지도 모른다는 심리적 고통 속에 있는 피상담자에게 필요한 정보나 도움을 줌으로써 이들의 고통을 덜어주는 것이라 생각한다. 또한 상담과정을 통해서 정확한 정보를 주고 에이즈에 대한 전반적인 교육을 함으로써 에이즈 예방효과도 얻을 수 있는 것이 에이즈상담의 궁극적인 목적이라 할 수 있다. 이러한 목적을 실현시킬 수 있는 에이즈 상담요원 양성을 위해서는 어떤 요소가 고려되어야 하며, 피상담자가 상담하고자 하는 내용에 효과적으로 대응하기 이해서는 어떤 교육내용으로 구성되어야 하는가에 대해 관련 기관에서 실시했던 에이즈교육 및 전문상담과정 현황을 소개하고 끝으로 발표자가 생각하는 에이즈 상담교육 내용 안을 자료로 제시하고자 한다.

급변하는 기업 환경에 적절히 대응하여 기업의 궁극적인 목적인 이윤 추구의 극대화를 위해서는 단순한 노동생산성 향상, 국부적인 개선/합리화, 일부분의 전산화, 단위 공정의 자동화 등을 통한 부문별(기능별) 자동화로는 생산성 향상에 한계가 있을 것으로 여겨진다. 보다 체계적이고 종 합적으로 관련 업무를 추진하려면 진단 업무를 통하여 대상부문의 문제점들을 도출하여 그 문 제점들을 종합적으로 해결하는 차원에서 일관성 있게 추진하여야 될 것이다. 이러한 진단 활동을 통하여 체계적이고 효율적인 생산 시스템을 구축하려면 관련된 모든 부문의 현상 파악 및 문 제점 도출에 직접적으로 지원을 할 수 있는 핵심 요원으로 구성된 전담 추진 팀을 구성함은 물 론이고 전문 기관 또는 학계와 공동으로 추진하는 것이 효율적일 것으로 여겨진다. 현대중공업 에서는 이러한 요구에 적절히 대응하기 위하여 엔진사업본부의 POPICS와 플랜트 사업본부의 PINES가 학계와 공동연구로 추진 중에 있다. 이러한 일련의 TFT 활동을 통해 좋은 결실을 얻기 위해서는 참여하는 핵심 요원은 물론이고 해당되는 부문의 모든 임직원의 Mind 형성 및 적극적인 참여가 절실히 요구된다. 또한, 이와 같은 사업본부 단위의 대형 과제를 추진하려면 시스템화 지향이 우선 전제되어야 하기 때문에 부분적인 최적화 노력보다는 전체적인 접근이 필요할 것이다.

The domestic casino industry is attempting to change from the existing single form to the advanced-type of complex casino resort. In addition, the importance of the security management system, which prevents and responds to accidents caused by negative influences of gambling, is emphasized at the casino enterprise level. Therefore, this study aimed to find measures to revitalize the security management system for domestic casinos only for foreigners through an analysis of relevant literature and case studies. As a result of the analysis, it was found that in order to effectively cope with changes in the casino industry, three areas were needed to be revamped: (1) a lack of protocols which intend to protect casino security personnel, (2) an inefficient operational system due to the dualized casino security management system, and (3) a lack of systematic educational system for casino security personnel. This study therefore proposed three measures: (1) a review of revisions of related laws to protect casino security personnel, (2) enhancement of professionalism of casino security personnel and (3) establishment of a single operating system of the casino security management operating system.

The increased threat to commercial shipping by Somalia-based pirates has triggered an increased use of PMSC(Private Maritime Security Contractors). The use of PMSC to protect merchant ships against Somali-based piracy threat seems to have been most effective counter-piracy measures. However, there are various legal and practical questions around using PMSC and PCASP(Privately Contracted Armed Security Personnel) on board at sea. This paper aims to study the regulation and its problems of PMSC and PCASP on board to protect merchant ships against Somali-based piracy in the Indian Ocean and Gulf of Aden. In particular, this paper focuses on the legal issues including jurisdictional issues of PCASP on board merchant vessels, use of force by PCASP in self-defense, and authority for using PMSC. Currently, the legal framework relating to use of PMSC and PCASP on board protecting ships from Somali-based piracy is complex, sometimes ambiguous or inconsistent, and currently in a state of flux. Thus, this paper concludes that at this juncture an effort to coordinate this legal framework is necessary, as regards both the interpretation of existing rules related to PCASP on board merchant ships under UNCLOS(United Nations Convention on the Law of the Sea) and the creation of new rules. Also, this paper suggested that there is an urgent need to establish the PMSC-specific laws in Korea.

The purpose of this study verify to the effect of applying the X-ray screening ability rating for security screening persons in Incheon International Airport. Data collected through a evaluation score of 1,034 security screening persons in Incheon International Airport. Data analysis performed using paired sample t-test. The research results found that it was a statistically significant difference pre-test and post-test applying the X-ray screening ability rating. In this article, we asserts that the X-ray screening ability rating is effective in improving the X-ray screening ability of security screening persons. This paper contribute to the academic expansion of motivation theory and self-determination theory. This study is valuable as a preemptive empirical research that provides practical implications about the application of X-ray screening ability rating for security screening persons.
