Development of the Cost-Benefit Analysis System for the Investment of Safety Facilities in Chemical Plant (화학공장의 안전 설비 투자를 위한 비용$\cdot$편익 분석 시스템 개발)

  • The objective of this study is to develop a Cost-Benefit analysis system which would help us to make optimal decision among safety investment alternatives, calculating and comparing costs and benefits for facilities in chemical plants. So, the accident frequency analysis module and the accident damage prediction module were developed for estimating quantitative risks in chemical facilities, and domestic societal risk criterion was presented after the comparative analysis of major industrial cases and societal risk criteria of advanced countries like the Netherlands, Australia, U.S.A., U.K., and Germany. Also, the Cost-Benefit Analysis System which compares the safety investment alternatives based on their deduced net present values was developed through the selection of proper cost and benefit items by field studies

The Geopolitical and Geoeconomic Implications of Sum of Light on A Border Region: A case study of Dandong, China (접경지역 빛합계 지수의 지정학·지경학적 함의: 중국 단둥시를 사례로)

  • This research derived sum of light (SOL) for Liaoning and Dandong, China, from DMSP OLS satellite images acquired at nighttime during 1992 to 2012 and investigated its potential association with economic status. The SOLs of Liaoning were found to be continuously increasing and higher than those of averages for the other provinces across the time period. The temporal pattern of SOLs would be interpreted to well reflect the economic status of this region based on real growth rate and average wage per capita. Nevertheless, the SOLs of Dandong were lower than the average of the other prefecture-level cities, which indicated the economic status of this city in China. Meanwhile, the average annual growth rate of SOLs for Dandong turned out to be increase for 1998~2007, compared with the previous years, and temporal patterns in the trade amount between North Korea and China and the export amount of North Korea to China were similar to those of SOLs in the same time period. The political association between South and North Koreas was improved with 'Sunshine Policy' during 1997~2007. Taking it into account, SOL is expected to be valuable spatial proxy index that could explain the geopolitcal and geoeconomic aspects of Dandong.

  • In this study, the possibility of the application of knowledge management concept in a unit of regional industrial cluster is explored based on diverse case studies. For this purpose, a new framework for knowledge management strategies in an industrial cluster was developed and a model of Knowledge Hub was suggested for the support of integrated knowledge management in an industrial cluster. Additionally, characteristics of Knowledge Hub that should be considered in the design of the Hub are discussed. The concept of Knowledge Hub in this study could be particularly useful for the promotion of innovations in linking clusters and provincial industrial clusters.

  • The purpose of this study is to suggest the logistics strategies for the improvement Gunsan port's competitiveness. To accomplish the purpose, this paper reviews the concept & function of logistics firstly. Next we find out the main factors of improving port's competitiveness, build the basic model of the logistics strategy and apply the model to the case of Gunsan port. The strategies to improve the competitiveness of Gunsan port are as follows ; (1) Construction of logistics environment (2) Planning the port marketing for the extension a logistic market share (3) Construction of logistics chain and finally (4) Construction of logistics community.

A Study on the Development and Activation of Marina Port for the Expansion of the Marine Leisure Sports (해양레포츠 확산을 위한 마리나항만 개발과 활성화 전략)

  • In this world, the interest in the marine leisure-sports, nature friendly oriented, has been increased. The width of leisure activities has became enlarged because of expansion of leisure time and the changes of recognition on the rational management and use of marine resources. Marina ports influence significantly marine leports and this paper reviewed the maria ports status and problems. This Country has strived to develop marina ports in local areas, designing the 1st basic National Plan of Marina Development. We have keen interest in Marina but have no detail strategy and preparation. This paper suggested how marina port shall be developed for the expansion of marine leports and what strategies shall be adopted for the activation of the facilities. After reviewing the previous researches and with the results of questionnaire survey, this paper suggested two types strategies. First on the policy oriented point, it suggested 10 alternatives on the perspectives of development and operation areas. Secondly, it proposed some strategies for the activation of marina ports on the aspects of 4Ps of marketing. This paper theoretically groped the activation schemes with the knowledge and experiences of experts, but it is recommended furthermore some survey on the practical field and user attitude must be progressed.

  • The purpose of this article is to understand the present situation of energy maritime logistics and to suggest a safe way for maritime transportation. In addition, this study is going to assess the risk of maritime transport of energy and propose alternatives in terms of strategy and policy. We examine the security of the Strait of Hormuz, near the east coast of Somalia, the Gulf of Aden and the Strait of Malacca where the Korean tankers pass through and discuss countermeasures responding to a variety of dangerous situations. This article also provides plans for stable supply of energy in case of Korea peninsula crisis and emphasizes the need of establishing cooperation with neighbor countries.

A New View on Mokpo Port Development Strategies (목포항 물동량 변화에 따른 항만개발전략)

  • The purpose of this study is to suggest the new port development concepts in relation to the Mokpo port development. To analysis, we examine the relationship between the trade volumes which the port have and the capacities of the port facilities with 8 Korean seaport data. As a result of analysis, the trade volumes of port were found to be the major factors positively influencing the capacities of the port facilities in Korean ports. This findings shows that Mokpo port which trying to increase the trade volumes should have the new alternatives for Mokpo regional development. The new alternatives on the Mokpo Port's development are the model which constructing the Free Trade Zone(FTZ) and port city.

  • Construction companies have been required high technique and integration of management. Because they not only have got high competition, variation of customer's demands, social and economical changes but also more complex and specialization. Construction companies require performance measurement to exclude inefficiency and be aware of their business performance level, but domestic construction industry does not have adequate performance measurement system like as manufacture industry or business administration. So this paper evaluate of performance measure system alternatives for construction companies.

Evaluation of Variable Lane Width Need Based on Vehicle Lateral Displacement on Eight Lane Freeway (차로 고속도로 차량 횡방향 주행궤적에 의한 차로별 적정폭 연구)

  • 8차로 고속도로에서 중앙분리대와 길 어깨에 의해 측방 여유폭이 제공되는 외측차 로(1.4차로)와 측방 여유폭이 제공되지 않는 내측차로 (2.3차로)에서 나타나는 운전자의 횡 방향 주행특성을 4개 지점에서 비디오 촬영하여 분석한 결과는 다음과 같다. (1) 차량의 횡 방향 주행궤적은 차로의 중심으로부터 주행방향의 좌측으로 이격된 주행 행태를 보이고 있 으며 이는 운전석의 위치에 의한 영향으로 판단된다. (2) 차량의 병행 주행시 외측 차로의 중심 이격 거리는 평균 0.38m이고 내측차로의 중심 이격 거리는 평균 0.34m로 나타났으며 T-test 겨로가 내측 차로와 외측 차로의 주행 이격 거리는 신뢰도 95%에서 상이한 것으로 나타났다. (3) 외측 차로의 주행궤적간 이격 거리는 평균 3.90m이고 내측 차로의 주행궤적 간 이격 거리는 평균 3.54m로서 내측 차로의 주행궤적간 이격 거리는 외측 차로의 주행궤 적간 이격 거리보다 0.36m 작다. 특히 내측 차로의 주행궤적간 이격 거리는 내측 차로간 차로 중심간 간격인 3.6m 보다 0.1m 작은 것으로 나타났다. (4) 내측차로 확장 대안으로 기존 도로폭 유지안 (3.5m, 3.7m, 3.5m)과 기존 도로폭 확장안 (3.6m, 3.7m, 3.7m, 3.6m)을 고려할 수 있으며 두 대안의 비교·분석결과 경제적 영향을 고려할 때 기존 도로폭 유지안이 우수한 것으로 분석되었다.

  • Moon Jae-In government, which took power through the candlelight revolution, has put forward a "People First Economy". To realize this goal, the government promised to increase the growth rate of fiscal spending and the proportion of welfare spending compared to the conservative government in the past. This direction is desirable, but it does not meet the expectations of the progressive camp, which has hoped larger-scale welfare through active increased taxation. Above all, it would be hard to overcome the structural risks facing our economy through this policy. More bold fiscal policy is needed. For the time being, it is desirable to push for taxing on top-income households, corporations, and high-value assets, and to make sure that the tax levied on rental income is well established. If these tasks are well realized, it is necessary to move toward the next stage of welfare expansion and increased taxation.
