Development Plan of Accident Scenario Modeling Based on Seasonal Weather Conditions - Focus on Chlorine Leakage Accident - (계절별 기상조건에 따른 사고시나리오 모델링 발전방안 - 염소 누출사고를 중심으로 -)

  • In this study, we selected chlorine, a typical toxic material used in many workplaces, as the leakage material, and through the analysis of alternative scenarios based on the meteorological conditions in the summer frequently encountered in accidents, we suggest ways to improve the (method of analysis/accident scenario modeling). The analysis of 296 chemical accidents from January 2014 to December 2016 found that the highest rate of occurrence was in summer, accounting for 35.81% of the total. According to the risk assessment, the influence range and number of inhabitants in the influence area were 712.4 m and 20,090 under the annual mean weather conditions and 796.2 m and 27,143 people under the summer mean weather conditions, respectively. This result implies that, under certain conditions, the range of impacts in the current alternative scenario is incomplete. Therefore, risk assessment systems need to be improved in order to take into consideration the characteristics of each chemical substance.

A Study for Efficient Inter-Terminal Transportation in the Busan New Port (부산신항 타부두 환적의 효율적인 처리방안 연구)

  • The Korean government establishes a strategy to develop the Busan New Port as a world ranking two transit-oriented port. This paper aims at presenting an efficient inter-terminal transport (ITT) system in the Busan New Port as a method of achieving the government strategy. First, it presents results of long term forecast for the inter-terminal transportation volume in the port. Second, it proposes two systems to treat ITT in the port; Double stack Multiple Trailer System (DMTS) and Rail-based transportation system. The implementation methods in the port are introduced in detail for the both systems, and the required number of the systems and costs are calculated for implementation of both the systems. B/C for DMTS is analyzed to 3.7, moreover unit-fare per [$ton{\cdot}km$] can is lowered to 67% against current fare. DMTS is shown to highly potential for efficient ITT in the port.

The Model to Implement the Cyber Security Policy and Strategy for Azerbaijan Information System (아제르바이잔 정보시스템에 대한 사이버보안 정책과 전략의 실행모델 구축)

  • This study aims to build an AHP model that evaluates the priority of cyber security policies for the Azerbaijan information system. For this, 4 factors were constructed from components of ITU National Interest Model, whereas 5 alternatives were based on the best practices of the eight developed countries leading the cyber security field. Using the questionnaire, 24 security experts evaluated the strategic priority of such factors or alternatives. The analysis results using the AHP software showed that homeland defense and economic well-being were the dominant aspects of cyber security policy, whereas capacity building and infrastructure were the main concern of cyber security elements for Azerbaijan. This study presents the strategic priority of cyber security policies that can be adopted by Azerbaijan government. This study can contribute to developing the national cyber security guide of Azerbaijan.

  • The housing redevelopment goes on smoothly, because it has problem that prevent theory and alternative policy. The conflict factors may remove to the problem before. This study has proposed that is universally applicable to the housing redevelopment and the conflict factors was supplied effective use of resources. This paper get the conclusion as a survey. first, It have a conflict solution for successful housing redevelopment business. Second, reconstruction business process categorized four stage. Third, It suggest an alternative about reconstruction business manage and systematization.

  • Traffic monitoring method is mainly loop detector and piezo sensor. But this method is only detecting the number of vehicle. Monitoring traffic volume is not checking the number of vehicle but checking the length of access road, width of road, number of passing people,passing vehicle,delayed vehicle. The traffic signal control cycle is not fixed by only passing vehicle number but all related traffic proposal. This paper proposed selecting common characteristic out of each unrelated traffic proposal through Analytic Hierachy Process and this characteristic is applied to compose fuzzy sensor algorithm which find out new traffic volume concept of confusion degree. The accumulated delayed vehicle time is shorter in new fuzzy sensor algorithm applied by AHP than other traffic method

  • 세계 항만환경은 초대형 컨테이너선의 등장이후, 허브 & 스포크(Hub & Spoke)의 형태로 급속히 변화하고 있다. 이에 해외 선진항만들은 중심항만으로서 자리매김하기 위해 자동화 컨테이너터미널을 구축하는 등 생산성 향상을 위한 노력을 하고 있으나, 국내의 경우 자동화 컨테이너터미널에 관한 연구, 그중 자동화 게이트시스템에 대한 연구는 상대적으로 미흡한 실정이다. 본 연구에서는 자동화 게이트시스템을 구축 시, 최적 기술 대안을 선정하기 위해 국내 외 게이트 운영현황과 관련 기술들의 분석함으로써 자동화 게이트시스템 구축 시 필요한 기술을 도출하다. 그 결과를 컨테이너터미널 운영사의 기술 담당자들을 대상으로 현재 게이트시스템의 만족도와 문제점 그리고 향후 게이트시스템 구축 시 사용하고자 하는 기술과 기대효과를 찾고자 하였다. 하지만 1차 설문결과 내용만으로는 어떤 요소 기술이 사용자가 요구하는 기대효과를 만족시킬 수 있는 최적 기술 대안인지 제시하기 힘들었다. 이를 보완하기 위한 방법으로 정성적인 주관적 평가요소를 객관화하여 각 평가기준에서 나타나는 적용상의 한계를 해결할 수 있는 방법인 AHP 기법을 활용하였으며, 최종적으로 생산성 보안성, 경제성 3가지 평가 기준을 고려하여 최적 기술 대안을 선정한 결과 RFID가 최적의 기술대안으로 평가되었다.

Optimum Structural Design Using AHP Technique (AHP 기법을 이용한 최적 구조 설계)

  • A designer must make a lot of decisions in a design process. The decisions may be classified into selection decisions and compromise decisions. As the results of two decisions depends on the designer's intention it is necessary that the designer's intention should be reflected in the design systematically and precisely. As the AHP(Analytic Hierarchy Process) technique analyzes and evaluates a obscure selection problem hierarchically, designer's intention can be reflected in the design systematically. Also as qualitative attributes can be rated at quantitative criterion the designer's intention can be reflected consistently. Usually an engineering problem is a coupled problem in which a designer must select one alternative from a set of alternatives and find optimal characteristics of the alternative concurrently. As considered attributes are functions of the compromise system variables and the attributes's units and orders are different each other, attribute ratings must be normalized. This paper introduces a neural network at this normalization. So the attribute ratings can reflect designer's intention and the knowledge from his(her) experience automatically.

The Research on Economic Valuation of Maintenance Alternatives for Bridge (교량 유지관리 대안의 경제성 평가 연구)

  • Bridge is an indispensable facility as a social overhead capital. This study suggests and examines the ways of Economic valuation on maintenance alternatives for Bridge. In order to evaluate each alterative on the basis of the same time, the concepts of the basic year and the valuation year are introduced and applied. Interest rates and discount rates are also applied according to the time when each cost is incurred. This study also suggests the ways that the objects of the valuation on maintenance alternatives are not limited to construction cost, but the valuation period is fixed and so maintenance cost and remaining value incurred by maintenance alternatives are valuated. Furthermore, this study shows the way to estimate and evaluate maintenance cost through direct construction cost and annuity present value coefficient and the way to estimate remaining value based on the basic year. In addition, this study suggests economic valuation system, cost methods and analyses of the result through verification. The proposed system is considered to be applied to practical business.

Alternative Evaluation Model in the Development of Environment-friendly Residential Land (택지개발사업의 환경친화적 대안평가모형 구축)

  • Residential land development projects are tending upwards recently. However, an indiscreet residential land development has tended to damage environment by destroying existing green lands and trees of target lands and generating many cut slopes with transformation of its topography. There are Prior Environmental Review(PER) for district designation and Environmental Impact Assessment(EIA) before approval on development plans. PER is implemented after developing a residential land development plan and EIA is implemented after completing a detail design. As the result, many of residential land development projects are passive to reduce potential environmental problems on the designated sites. Object of this study is to construct an evaluation system on alternatives in the early step of site designation for implementing residential land development projects with environment-friendly and sustainable way. For this, alternative evaluation model is constructed by using Fuzzy Inference and Analytic Hierarchy Process(AHP) method based on Environmental Evaluation Factors of residential land development project, which are proposed in the precedent research. If a decision maker evaluates environment damage by ten-point method, the point is transformed Environmental Performance(EP) by Fuzzy Inference, and then, applying weight that is already calculated by AHP method, Total Environmental Performance(TEP) is calculated. After all, an alternative with the highest TEP is selected as the best one. Using this evaluation system, more than two alternatives of residential land development project site, which can hold location appropriateness in the early under undecided land use plan, can be evaluated quantitatively. As environmental damages, which can be generated by implementing a residential land development project, can be detected in the early step, environmental damages can be removed or reduced at the source.

  • 본 연구는 통합의사결정지원시스템을 위한 3-단계 모델과 이를 사용자가 쉽게 활용할 수 있도록 웹 기반의 전산 프로그램을 개발하고 응용 사례를 들어 보았다. 의사결정문제의 대안 선정, 대안을 평가시스템 및 여러 평가 위원들의 평가 결과를 종합하는 문제들을 포함하였으며 AHP(Analytic Hierarchy Process) 방법과 Fuzzy AHP방법을 활용하여 평가구조 평가인자 구성 및 각 가중치 등 개관적인 방법을 사용하였다. 이러한 3단계의 통합의사 결정방법은 1) Brain storming 단계서 대안 및 평가구조를 도출하고, 2) AHP 및 Fuzzy-AHP 방법으로 각 대안을 평가하여 의사 결정의 기반을 삼으며, 3) 여러 평가자들의 평가 결과를 합리적으로 통합하여 최선의 대안을 도출하는 방법이다.
