Research on the Intention to Adopt a Railway as an International Transportation Mode in Korea: A Focus on Transcontinental Railways (KTAR) (국제 운송수단으로서의 철도 선택에 관한 연구 - 대륙횡단철도 선택 의도를 중심으로 -)

  • The purpose of this research is to identify the factors affecting the intention to adopt a transcontinental railway in Korea. We develop an empirically testable model that demonstrates the effects of factors including cost, service, and efficiency of railway transportation, on modal shift intention to railway, attitude of a Railway, and intention to adopt a Transcontinental Railway (KTAR) as a railway transportation mode in the end. A survey method enables us to analyze the model with a structural equation modeling. The empirical analysis reveals that two most influential factors-the modal shift to railway transportation and the attitude of a Railway-play roles in determining intention to adopt the Transcontinental Railway (KTAR). Of the factors of transportation mode, transportation cost has a greater impact than transportation service and transportation efficiency on the intention to adopt a Transcontinental Railway (KTAR).

  • Finally, Musan-Bongdong section in Kyeong-Ui corridor opened on 11. DEC.2007, which is a historical event, because this connection means the restoration of 56 yrs' disconnection since 1951 and also starting point launching to connect china, Mongolia, Russia for continental railway logistic infrastructure. This is also one of master plans about the northern line in TAR, carried out by UNESCAP, so this study will touch up each country's railway status and the next tasks related with trans-continental railway such as North Korea, Russia, China. Also, this study reveal a mid-long term development strategy to improve the North Korea railroad for a continent rail link and international railroad transportation between China and Russia, and also checks the way of confrontation to the domestic infrastructure for the activation of the continent railway and the north and south, investigates concretely how to establish TAR northern part routes as soon as possible.

  • We call this world network society. Logistics is one of important network systems which connect people, materials and information. The World Economy Conditions of 21st Century has been Changed so rapidly. These Changes are more conspicuous in Northeast Asia than other Regions. China, North Korea and Russia have reformed their Economical and Social Systems, which enlarged the Trade Volume and Traffic Demand in this Area and between Europe. The Railway System Crossing the Eurasia Continent, such as TSR(Trans Siberian Railway), TCR(Trans China Railway), TMR(Trans Manchuria Railway), TMGR(Trans Mongolia Railway) and TKR(Trans Korea Railway), have been becoming very important to enhance the International Transportation efficiency and to connect each continents by International Railways. This Paper investigated and surveyed the logistical Environments surrounding this Korea Peninsula. And concerned with the Crossing Continents Railway, TSR,TCR(TMR, TMGR), TKR, operating Conditions and Tasks that must be considered and solved were also investigated. Especially the Current Logistical Conditions of China, Russia, and North Korea and their Problems were surveyed. And the SWOT of these Railways were analyzed and compared. The Visions and Goals of these Inter-Continental Railways were suggested in terms of their Rationalization of Operations and efficient Connections among many Countries. Not only the Policies and Strategies/Tactics which should be considered but also and Many detail countermeasures which should be introduced and adopted were suggested.

Quantitative analysis on the technical interoperability between railway systems for the operation of trans-continental railways (대륙철도 운행을 위한 기술적 상호운용성에 대한 계량적 분석)

  • Recently, as South Korea has joined the OSJD, the rules of the OSJD need to be applied to South Korea. Therefore, the railways are connected to the continent railway in terms of software, but the railway systems in neighboring countries have been developed and operated for a long time, and are quite different with some restrictions in terms of hardware. Therefore, this study analyzed the current railway systems of neighboring countries' based on the TSI used in Europe for technical interoperability. A real operation with the operation models within the specific route was assumed and vector functions for the Infrastructure vector & Rolling stock vector were produced. The IOP value was calculated by working out the interfacing matrix value between the infrastructure vector and rolling stock vector. As a result of calculating the IOP in a specific route, which is from Busan South Korea to Vladivostok with the diesel locomotive hauling freight cars, the value was only 22%, which is fairly low in terms of the interoperability. In other words, there are 77.8% restricting items preventing their interoperability. Such restricted causes should be improved to increase the technical interoperability in the long term. Moreover, and when railway systems are constructed and manufactured, it is important to keep IOP 100% to increase the operating efficiency in continental railways.
