A Comparative Study of the Korean, Japanese and Manchurian Railway Policy during the Japan Colonial Period (한국, 일본, 만주의 철도현황 비교연구 -1920년대 중반 일제강점기를 중심으로-)

  • At the end of the 19th and in the early 20th centuries, Japan, Korea, and Manchuria, and areas throughout East Asia, suffered a number of cycles of growth and development, for which the railway was a very important development tool and was closely associated with national policy. East Asian affairs, especially at the time, seemed very important to the continent, and their influence on the advance of this remarkable era was especially prominent in Japan. In the midst of this period, the national railway may have evolved under national policy and railway policy and under a variety of organizations and persons of influence. In this paper, we have tried to find the similarities and differences among the three countries that built the East Asia Railway; we consider the characteristics of the East Asia Railway from the perspectives of these three countries. Comparing the characteristics of the three country's railways, first, Japan had the motives of continental expansion and modernization in its pursuit of the railway; in Korea, the railway played the role of a continental rail link; and in Manchuria there was a tendency to pursue direct domination of the railway. Second, the Japanese applied their railway model to Korea; the Korean railway may have been in operation, but it was an extension of the railway of Japan. The railway in Manchuria showed a similar pattern to that which can be found in the state of Asian domination of Europe ; Japan showed aspects of dominance over the railway because it had experience running a private railway.

  • 해방후 3대산업선 건설시만 해도 철도건설기술은 토목공사의 선구자였다. 그러나 1960년대 경부고속도로 개통으로 도로기술이 앞서게 되고 철도의 발전도 침체되어 오다가, 시속 300km/h의 경부고속철도가 2004년 개통을 앞두고 있는 현 시점에서 비로소 철도의 효용성을 알게 되었고 대도시의 대중교통에서도 역시 지하철이 최선임을 알게 되었을뿐만 아니라 남북화해에 가장 뜻 있는 경의선 남북 철도 연결과 대륙간 연장 운행의 필요성으로 그 의의가 크게 되어 이제야말로 우리나라 철도의 르네상스 시대가 도래한 것 같다.(중략)

  • At first, the railway was built mainly for military purposes by Japan. After the annexation by Japan, the Korean railway became a means of colonization for Japan but the railway also promoted modernization. As a new transportation medium, it influenced economic, cultural and social development. Until now, research identifying the properties of the railway in the Japanese colonial period has been insufficient. In particular, microscopic study of the influence of the railway on social change has been insufficient. In this study we investigated the properties of Japanese colonial period railway. This paper will help further to clarify the properties of the railway in the Japanese colonial period.

  • It is connected with various gauges existing in Euro-Asian continents. Such differences impedes the operation seriously as on the contact of railway tracks of different gauge the cargo must be either transshipped or the running assemblies of rail vehicles must be exchanged. Those operations are costly, time-consuming and require extended infrastructure together with very expensive storage and transshipment facilities at border-crossing point. Moreover, those operations extend transportation time considerably. Therefore, effectiveness of railway transportation systems significantly depends on track gauge change 1435/1520mm, which connects with complicated handling-shifting operations. The paper concerns assessment of effectiveness in strategical rail systems with gauge changing. The paper presents short description of transport system with gauge changing and initial assessment of shifting technologies. Method of system assessment comparison based on Life Cycle Cost model is described here as well.

A Development on CTCS for the Inter-linkage of Trans-Continental Railways and Speed-up on Existing Lines (대륙철도 연결 및 기존선 고속화를 위한 CTCS 개발)

  • Railway is an important transportation tool for nation's industrial development and public daily life. These days the concern about railway has remarkably been rising due to the April 2004 opening of KTX, Korea High Speed Rail, together with Trans-Continental Railways linking North Korea, China, Russia, through European countries. In the meantime, the issues of train safety and efficiency, arising from the different on-board signaling systems installed on different kinds of trains, have been raised incessantly. In this paper CTCS(Continental Train Control System) is suggested, which can accommodate such various signaling functions as ATP, ATC, ATS, etc. into one single type of on-board signaling system and operate without changing ground signaling systems on the junctions of the Trans-Continental Railways. The development of this CTCS would cause speed-up of exiting lines and possession of railway core solutions for establishing Northeast Asia logistics center bases, which could be an important cornerstone for domestic railway improvements and Korea's role of Northeast Hub.

  • Major nations undergone grand national strategy regarding Eurasia such as China's One Belt and One Road Strategy and Korea's Eurasia Initiative owing to Eurasia's regional importance. Korea's Eurasia Initiative aims to make one continental, creative continental, peaceful continental with intra-Eurasian nations as grand national strategy is based on creative economy, undertaken by President Park's Government for the future of Eurasia after the Northeast Asian logistics hub strategy. Eurasia Initiative includes logistics network project as an important one which consists of Eurasia Friendly Express, Rajin-Hassan logistics project, the Arctic Ocean route project and Rail transport network project. The success of Eurasia Initiative depends on North Korea. The purpose of this paper is to contribute to the improvement of prompt logistics network by networking main rail transport and other transports such as inland waterway transport and air transport by studying the current situation of Eurasia Express project, including rail transport network and the efficient methods of Eurasia logistics. The efficient methods of rail transport network under the Eurasia initiative are construction of multimodal logistics network connected with rail, international cooperation for logistics standardization in Eurasia, Eurasia nations' subscription of logistics-related conventions and projects performance based on these conventions, etc.

  • Many countries are managing the transportation of hazardous materials under the specific provisions especially, as well as use, storage and management, because of their high risks. For the purpose of the revision of rail safety law for the safe transportation of hazardous materials, amount and kind of hazardous materials transported by rail in Korea are analysed and the standards of classification of hazardous materials are compared in domestic and abroad. There are lots of benefits for national rail safety law to implement an international law because our country's geographic location is convenient to connect the continent and to across the border. It is suggested that implementing a classification and test methods of hazardous materials enable to use internationally for the preparation of rail transportation to be increased.

  • 남북분단 60년 한반도의 남북철도 역시 분단되어 왔으나 2007년 5월19일 경의선과 동해선에서 동시에 열차시험운행을 통해 단절되었던 남북철도가 다시 연결되었다. 그러나 이후 경의선 열차 운행이 잠정 중단됨으로써 남북철도 운행은 언제 깨어날지 모르는 깊은 동면에 들어갔다. 남북철도 연결은 정치 사회적인 의미를 고려하지 않더라도 남북한을 하나의 교통망으로 묶는 실질적 수단인 동시에 한반도를 대륙과 연결함으로써 고립에서 벗어날 수 있는 중요한 기회를 제공하는 도구임에 분명하다. 분단 이후 남한과 북한의 철도는 상이(相異)한 시스템을 유지해 왔고, 북한은 오랜 경제난으로 철도보수와 현대화가 뒤쳐져 있는 상황이다. 이는 남북철도가 현대사회에서 요구하는 교통수단으로 정착되기 위해서는 수많은 정책적 기술적 현안들을 해결해야 함을 의미한다. 본 고에서는 남북철도 연결에 수반되는 여러 현안 중 재원조달방안을 중심으로 1)그동안 학계에서 제안된 기존 방법론들을 조사하고, 2)최근 새로운 투자방법으로 주목받고 있는 실물옵션에 대해 설명하고, 3)이를 남북철도 개발에 적용하는 방법에 대해 다루고자 한다.
