Long-term Trend Analysis of Korean Air Quality and Its Implication to Current Air Quality Policy on Ozone and PM10 (국내 기준성 대기오염물질의 권역별 장기 추이 및 원인 분석: PM10과 오존을 중심으로)

  • Nation-wide systematic and comprehensive measurements of air quality criteria species have been made over 340 sites currently in Korea since 1990. Using these data, temporal and spatial trends of $SO_2$, $PM_{10}$, $NO_2$, $O_3$, CO and $O_x(NO_2+O_3)$ were analyzed to characterize and evaluate implementing efficiency of air quality policy and regulations. Due to strict and effective policy to use cleaner fuels in late 1980s and 1990s, the primary pollutants, such as $SO_2$, CO, and $PM_{10}$ decreased sharply by early 2000s in all parts of Korea. After this period, their concentrations declined with much lower rates in most parts of Korea. In addition, isolated but noticeable numbers of places, especially in major ports, newly developing towns and industrial parks, sustained high levels or even showed further degradation. Despite series of emission control strategies were enforced since early 1990s, $NO_2$ concentrations haven't changed much till 2005, due to significant increase in number of automobiles. Nevertheless, we confirmed that the staggering levels of $NO_2$ and $PM_{10}$ improved evidently after 2005, especially in Seoul Metropolitan Area (SMA), where enhanced regulations for $NO_2$ and $PM_{10}$ emissions was imposed to automobiles and large emission sources. However, their decreasing trends were much lessened in recent years again as current air quality improvement strategies has been challenged to revise further. In contrast to these primary species, annual $O_3$, which is secondary product from $NO_2$ and volatile organic compounds (VOCs), has increased consistently with about 0.6 ppbv per year in every urban part of Korea, while yearly average of daily maximum 8-hour $O_3$ in summer season had a much higher rate of 1.2 ppbv per year. Increase of $O_3$ can be explained mainly by reductions of NO emission. Rising background $O_3$ in the Northeast Asia and increasing oxidizing capacity by changing photochemistry were likely causes of observed $O_3$ increase. The future air quality policy should consider more effective ways to lower alarming level of $O_3$ and $PM_{10}$.

Characterization of Greenhouse Gas by Emission Regions and Sectors using GHG-CAPSS(2006) (GHG-CAPSS를 이용한 지역별, 부문별 온실가스 배출 특성 분석(2006))

  • While increased use of energy and fossil fuel in the recent years could worsen air quality and climate change, only few studies have been conducted on estimation of greenhouse gas emissions and characterization of emission types by sectors and regions in Korea. In this study, greenhouse gases emissions based on resions(Si, Gun, Gu) and emitted sectors(industry, transport, cemmercial and institutional, residential, waste, agriculture, others) were investigated using GHG-CAPSS(Greenhouse GasClean Air Policy Support System) developed to support to national and regional greenhouse gases reduction strategies. GHG-CAPSS follows IPCC(Intergovernmental Panel on Climate Change) Guideline methodology to categorize the emission sources and estimation of greenhouse gases using bottom-up approach. Estimated total greenhouse gases emissions were 588,011 thousand tons as $CO_2$ equivalent. Industry(50.1%) sector exhibited the highest portion followed by transport(17.6%), commercial and institutional(12.6%), residential(12.6%), waste(2.6%), agriculture(2.5%). Based on regional estimation, Gyeonggi(14.9%) demonstrated the highest emitted greenhouse gases among big cities followed by Jeonnam(12.4%), Gyeongbuk(11.0%), Ulsan(9.2%) and Seoul(8.9%).

  • 최근 국내에서는 저탄소 녹색도시 조성의 일환으로 도시의 환경오염과 기후변화의 문제의 원인이 되고 있는 탄소 배출을 억제하고 고유가 시대에 에너지저감을 동시에 고려하는 저탄소 도시 조성을 통해 기후변화 시대에 대응을 추진하고 있다(국토해양부, 2009). 이러한 결과로 최근 도시내 물순환시스템(urban water circulating system or blue-network)의 구축이 요구되며 이는 자연의 생태 기능을 복원하고 오염부하를 저감하여 도시 환경의 건강성과 지속성 향상에 기여한다. 이러한 도시물순환시스템은 시민의 휴식 및 문화 공간, 도심열섬현상 완화, 재해방지, 생물서식공간(biotope) 제공 등의 기본적인 기능 이외에도 탄소배출 감소, 우수 저류공간 확보, 지하수위 유지, 비상용수 확보, 대기오염물질의 집진제거, 습지보전 및 생물종 다양성 확보 등의 주요 기능을 수행할 수 있기 때문에 구도심의 재개발 또는 신도시 개발 시 도시 어메니티(amenity) 증진에 널리 적용되고 있다(서울시정개발연구원 2003; 한국토지공사 2003). 남한산성을 포함하는 청량산 계곡수를 발원지로서, 공간적 범위는 장지천과 창곡천을 따라 약 3.5 km 서쪽으로 흘러 탄천에 이르기까지의 물길축(blue-network)를 기반으로 하며 총면적은 $6.8km^2$ 으로 서울, 성남, 하남의 3개 행정구역에 걸쳐있다. 내용적 범위는 현황조사(개발 컨셉, 하천분포현황, 인접지역 연계, 수질), 수량 및 수질 확보방안(물수지분석, 다중 수원 확보방안, 목표수질 설정, 부영양화 가능성 평가), 물순환시스템 구축(소하천 등과 연계 방안), 유지관리 방안의 순서로 진행하여 기본계획을 도출하였다. 현황조사 결과 본 사업대상지는 장지천, 창곡천, 학암천 등 3개 소하천이 서쪽의 탄천과 연결되어 있으며 동쪽은 산지로 청량산이 인접하기에, 주변 자연지형을 최대한 고려하여 물순환시스템을 계획하였다. 하천 유량은 기존 환경영향평가서, 하천 연계방안, 신도시 조성 관련기준 등을 종합적으로 고려하여 하류에서 각각 장지천 $10,087m^3/d$, 창곡천 $7,103m^3/d$, 복우천 $5,530m^3/d$ 의 유지용수량을 산정하였다. 도시 친수공간 확보와 어메니티 향상을 위해 지구내 수로(휴먼링)을 조성하여 장지천, 창곡천과 연계하였으며 주요 유지용수는 저탄소 녹색도시 건설에 부합하도록 우수을 활용한 함양지 및 계곡수로 조성 계획하였다. 또한, 인접한 장지천 및 창곡천 등 소하천은 지속적인 유량공급 및 양질의 수질을 확보하기 위해서 하상여과수를 검토 후 제안하였다.

Determination of Phenol in Food using GC/MS (GC/MS를 이용한 식품 중 페놀 분석)

  • The present study demonstrated the development and validation of the method for the quantification of phenol in food using gas chromatography coupled with mass spectrometry (GC-MS). After spiking of internal standard (Phenol-$d_5$) to food, those samples were extracted with organic solvent mixture (acetone : dichloromethane = 1 : 1, v/v) using ultra sonic extractor and cleaned by gel permeation chromatography (GPC) technique. The amount of phenol was determined by GC/MS. To validate the developed method, we evaluated parameters were the selectivity, linearity, accuracy, precision, and recovery. To demonstrate the selectivity of the method, blank samples of rice, corn, and fish(mackerel) were prepared and subjected to GC-MS analysis. To verify the linearity of the method, six different standard concentrations of phenol at 0.01, 0.05, 0.1, 0.5, 1 and 2.5 mg/kg were evaluated. The correlation coefficient ($r^2$) of calibration curve was 0.9999. The recovery rate for phenol standard calculated by internal standard method were 82.2~101.5% for samples fortified with 0.25, 0.50, and 1.0 mg/kg, respectively. Also the repeatability and reproducibility for validation of precision were 0.2~5.5%. According to the result of the validation, this established method was suitable for AOAC guideline. The limit of detection (LOD) for phenol analysis were 0.03~0.1 mg/kg, and the limit of quantification (LOQ) were 0.1~0.3 mg/kg. Therefore, we established the optimal analysis method for determination of phenol in food using GPC and GC/MS.

Variation of Cadmium and Zinc Content in Paddy Soil and Rice from the Janghang Smelter Area (장항제련소 지역의 토양과 수도체중 Cd 및 Zn 함량의 변화)

  • To investigate differences in Cd and Zn contents in paddy soils and rice plants polluted by aerial emissions from the Janghang smelter, soil samples in the different directions and at the surface (0-15cm) and subsurface (15-30cm) in 1982 and 1990, and rice plants at the corresponding sampling sites in 1990 were collected from the Janghang Smelter Area. Soil samples were extracted with $4M-HNO_3$ and plant samples were digested with a mixture of $HNO_3$ and $HClO_4$for analyzing by atomic absorption spectrophotometry. The Cd and Zn contents in soils ranged from 0.09 to 4.42 and from 16.0 to 959.5mg $kg^{-1}$, respectively. The average contents of Cd and Zn in 1990 were higher than those in 1982. The Cd and Zn contents of soils near the center of the smelter were higher than those of soils farther from the center and also decreased in the order of east > north-north east > north east > north. The Cd and Zn levels in surface soils were higher than those in subsurface soils. The contaminated areas of Cd and Zn were within 4km in the east, and within 3km in the north-north east and the north east. Metal contents in brawn rice were the lowest in rice plants. The Cd content of brown rice was one sixth of that in leaf blade and in leaf sheath. The Cd content of leaf blade, stem and panicle axis were significantly correlated with the levels of Zn, Cu and Pb in soils, and Zn content of stem was significantly correlated with the levels of Cu and Pb. The Cd and Zn content in brown rice ranged from 0.05 to 0.25mg $kg^{-1}$ and from 10.5 to 30.9㎎ $kg^{-1}$ in the smelter area, respectively.

Variation of Lead Content in Paddy Rice and Soil of Janghang Smelter Area (장항제련소 지역의 토양과 수도체 중 Pb 함량의 변화에 관한 연구)

  • To investigate differences in lead content in soils and paddy rices, affected by air pollutants from the Janghang Smelter, soil samples at the different directions, distances, and depths, surface(0-15cm depth) and subsurface(15-30cm depth) in 1982 and 1990, and rice plants at soil sampling sites in 1990 were separately collected at the Janghang Smelter area affected by combustible waste gas from the smelter chimney. Soil samples were extracted with $4M-HNO_3$ and plant samples were digested with mixture of $HNO_3$ and $HCIO_4$ for analyzing by atomic absorption spectrophotometry. The Pb contents in soils ranged from 10.3 to 644.8mg $kg^{-1}$. The average content in 1990 was higher than that in 1982. The Pb content in soils at sites nearer the center of the smelter was higher than that at sites farther from the center. The highest lead content was found at the east direction, and was low in order of east>north-north east>north east > north. The variation of Pb level in soils at east sites was more considerable than other directions. The Pb level in surface soils was higher than that in subsurface soils. The contaminated radius of Pb was until 3km all at east, north-north east and north east. A significant correlation was found between Pb content in surface soils of 1982 and that in surface soils of 1990, between Pb content in soils and contents of Cd and Zn in soils, and between Pb content in soils and soil properties as organic matter, available silicate, cation exchange capacity, exchangeable $Ca^{++}$, $Mg^{++}$ and $Na^+$. Pb content in brown rice was low in the panicle axis, and brown rice, and Pb content in stem was 3.26 times of that in brown rice. Pb content in brown rice ranged from 2.2 to 9.0 mg $kg^{-1}$.

Application of LCA Methodology on Lettuce Cropping Systems in Protected Cultivation (시설재배 상추에 대한 전과정평가 (LCA) 방법론 적용)

  • The adoption of carbon foot print system is being activated mostly in the developed countries as one of the long-term response towards tightened up regulations and standards on carbon emission in the agricultural sector. The Korean Ministry of Environment excluded the primary agricultural products from the carbon foot print system due to lack of LCI (life cycle inventory) database in agriculture. Therefore, the research on and establishment of LCI database in the agriculture for adoption of carbon foot print system is urgent. Development of LCA (life cycle assessment) methodology for application of LCA to agricultural environment in Korea is also very important. Application of LCA methodology to agricultural environment in Korea is an early stage. Therefore, this study was carried out to find out the effect of lettuce cultivation on agricultural environment by establishing LCA methodology. Data collection of agricultural input and output for establishing LCI was carried out by collecting statistical data and documents on income from agro and livestock products prepared by RDA. LCA methodology for agriculture was reviewed by investigating LCA methodology and LCA applications of foreign countries. Results based on 1 kg of lettuce production showed that inputs including N, P, organic fertilizers, compound fertilizers and crop protectants were the main sources of major emission factor during lettuce cropping process. The amount of inputs considering the amount of active ingredients was required to estimate the actual quantity of the inputs used. Major emissions due to agricultural activities were $N_2O$ (emission to air) and ${NO_3}^-$/${PO_4}^-$ (emission to water) from fertilizers, organic compounds from pesticides and air pollutants from fossil fuel combustion in using agricultural machines. The softwares for LCIA (life cycle impact assessment) and LCA used in Korea are 'PASS' and 'TOTAL' which have been developed by the Ministry of Knowledge Economy and the Ministry of Environment. However, the models used for the softwares are the ones developed in foreign countries. In the future, development of models and optimization of factors for characterization, normalization and weighting suitable to Korean agricultural environment need to be done for more precise LCA analysis in the agricultural area.

Survey on Ambient Air Quality in Pusan Areas (부산의 대기오염도 조사)

  • In order to assess the degree of atmospheric pollution and to contribute the health improvement of residents in Pusan, the authors measured CO, $SO_2,\;NO_2$ and TSP level at 3 places by season and time from July, 1985 to April, 1986. The places were Somyon, Sasang and Daeshin-dong, which were known as the commercial, industrial and residental area in Pusan, respectively. The obtained results were as follows: 1) The average concentration of CO was highest with $2.19{\pm}0.52$(3.5-1.0)ppm at Sasang area, and lowest with $1.32{\pm}0.55$(3.0-0.5)ppm at Daeshin-dong areas. 2) The average concentration of $SO_2$ was highest with $0.092{\pm}0.073$(0.378-0.028)ppm at Sasang, and lowest with $0.041{\pm}0.014$(0.083-0.019)ppm at Daeshin-dong. 3) The average concentration of $NO_2$ was highest with $0.069{\pm}0.012$(0.090-0.050)ppm at Somyon, and lowest with $0.043{\pm}0.010$(0.061-0.032)ppm at Daeshin-dong. 4) The average concentration of TSP was highest with $300{\pm}130(780-130){\mu}g/m^3$ at Sasang, and lowest with $160{\pm}80(390-70){\mu}g/m^3$ at Daeshin-dong. 5) The level of CO and TSP were highest in summer at Somyon and Daeshing-dong, and in winter at Sasang, respectively. The level of $SO_2$ and $NO_2$ were highest in winter and spring at all areas. 6) The level of all air pollutants were higher in the afternoon or night than in the morning.

An Experimental Study on Real Time CO Concentration Measurement of Combustion Gas in LPG/Air Flame Using TDLAS (TDLAS를 이용한 LPG/공기 화염 연소가스의 실시간 CO 농도 측정에 관한 연구)

  • In order to enhance combustion efficiency and reduce atmosphere pollutants, it is essential to measure carbon monoxide (CO) concentration precisely in combustion exhaust. CO is the important gas species regarding pollutant emission and incomplete combustion because it can trade off with NOx and increase rapidly when incomplete combustion occurs. In the case of a steel annealing system, CO is generated intentionally to maintain the deoxidation atmosphere. However, it is difficult to measure the CO concentration in a combustion environment in real-time, because of unsteady combustion reactions and harsh environment. Tunable Diode Laser Absorption Spectroscopy (TDLAS), which is an optical measurement method, is highly attractive for measuring the concentration of certain gas species, temperature, velocity, and pressure in a combustion environment. TDLAS has several advantages such as sensitive, non-invasive, and fast response, and in-situ measurement capability. In this study, a combustion system is designed to control the equivalence ratio. Also, the combustion exhaust gases are produced in a Liquefied Petroleum Gas (LPG)/air flame. Measurement of CO concentration according to the change of equivalence ratio is confirmed through TDLAS method and compared with the simulation based on Voigt function. In order to measure the CO concentration without interference from other combustion products, a near-infrared laser at 4300.6 cm-1 was selected.

Health Impact Assessment on Construction of Landfill Site - Focused on Human Risk Assessment due to Inhalation Exposure to Landfill Gas - (매립장 조성사업에 대한 건강영향평가 - 매립가스의 호흡노출로 인한 인체위해성평가를 중심으로 -)

  • The Ministry of Environment(MoE) of Korea has recently established the Environmental Health Act. This Act contains a clause related to implementation of Health Impact Assessment(HIA). So, selecting a landfill which was expected to have an influence on human health among major development projects, this study carried out the human risk assessment due to inhalation exposure to landfill gas emission and attempted to measure the possibility of domestic application of HIA in the future. The process for HIA on landfill site extension focusing on human risk assessment is as follows: The first step is to presume and calculate the amount of landfill gas emissions using LandGEM, The second step is to carry out exposure assessment using K-SCREEN Model which is used for predicting the concentration in a conservative method. The last step is to carry out human risk assessment of carcinogenic and non-carcinogenic substances. It is considered that it is likely to apply a technique for human risk assessment due to inhalation exposure to landfill gas emission performed here more specifically in the case of implementing HIA. In addition, it is also believed that more systematic studies are needed to overcome some weak points and limits found in this study and if these weak points and limits are improved more reliable outcomes will be produced.
